5/24/13 DEPARTMENT OF DEFENSE CONTRACT ANNOUNCEMENTS VALUED AT $6.5 MILLION OR MORE

ARMY

Sikorsky Aircraft Corp., Stratford, Conn., was awarded a $135,822,257 modification (P00067), to a previously awarded firm-fixed-price, foreign-military-sales contract (W58RGZ-12-C-0008), for the procurement of Navy MH-60R green aircraft in support of Denmark.  The cumulative total face value of this contract is $4,955,310,889.  Fiscal 2013 Procurement funds are being obligated on this award.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity.

General Dynamics Ordnance and Tactical Systems, St. Petersburg, Fla., was awarded a $36,462,261 modification (P00006), to a previously awarded firm-fixed-price contract (W52P1J-12-C-0026), for the procurement of 120mm tank training ammunition.  The cumulative total face value of this contract is $97,179,509.  Fiscal 2013 Procurement funds are being obligated on this award.  The Army Contracting Command, Rock Island, Ill., is the contracting activity.

Alliant Techsystems Operations LLC, Plymouth, Minn., was awarded a $30,228,438 modification (P00009), to a previously awarded firm-fixed-price contract (W52P1J-12-C-0027), for the procurement of 120mm tank training ammunition.  The cumulative total face value of this contract is $86,542,519.  Fiscal 2013 Procurement funds are being obligated on this award.  The Army Contracting Command, Rock Island, Ill., is the contracting activity.

M2 Services Corp., McKinney, Texas, was awarded a cost-plus-fixed-fee contract with a maximum value of $16,367,469 for maintenance and logistics services in support of the 21st Cavalry Brigade located in Fort Hood, Texas.  Fiscal 2013 Operations and Maintenance funds are being obligated on this award.  The bid was solicited through the Internet, with eight bids received.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-13-C-0079).

Northrop Grumman Systems Corp., Linthicum, Md., was awarded a $15,699,703 modification (P00027), to a previously awarded cost-plus-fixed-fee contract (W15P7T-11-C-H267), for operational services in support of the Vehicle and Dismount Exploitation Radar System.  The cumulative total face value of this contract is $139,768,712.  Work will be performed in Afghanistan.  Fiscal 2013 Operations and Maintenance funds are being obligated on this award.  The Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity.

BAE Systems – Tactical Vehicle Systems LP, Sealy, Texas, was awarded a firm-fixed-price, foreign-military-sales (FMS) contract with a maximum value of $14,838,073 for the procurement of Family of Medium Tactical Vehicles with Patriot Modification Kits.  This FMS contract is in support of Taiwan.  Fiscal 2012 Procurement funds are being obligated on this award.  The bid was solicited through the Internet, with one bid received.  The Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-13-C-0184).

The Boeing Co., Mesa, Ariz., is being awarded an $11,031,650 modification (P00023), to a previously awarded firm-fixed-price, foreign-military-sales (FMS) contract (W58RGZ-09-C-0147), for the procurement of Apache Block III helicopters.  This FMS contract is in support of Taiwan.  The cumulative total face value of this contract is $628,720,972.  Fiscal 2013 Procurement funds in the amount of $4,258,436 are being obligated on this award.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity.

DEFENSE LOGISTICS AGENCY

Goodrich Corp., West Hartford, Conn., has been awarded a maximum $69,702,998 firm-fixed-price contract.  This contract is for helicopter weapons system supervisory control units.  Location of performance is Connecticut with a May 28, 2016 performance completion date.  Using military service is Army.  Type of appropriation is fiscal 2013 Army Working Capital funds.  The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Ala., (SPRRA1-13-D-0039).

Valley Apparel LLC,* Knoxville, Tenn., has been awarded a maximum $15,034,500 modification (P00027) exercising the second option year period (SPM1C1-11-D-1066) for extreme cold and wet weather jackets.  The contract is a firm-fixed-price contract.  Location of performance is Tennessee with a May 31, 2014 performance completion date.  Using military service is Army.  Type of appropriation is fiscal 2013 through fiscal 2014 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.

iCAD, Inc.,* Nashua, N.H. has been awarded a maximum $12,000,000 modification (P00006) exercising the third option year of a one year base contract with seven one-year option periods (SPM2D1-10-D-8332) for radiology systems, subsystems, and components.  The contract is a fixed-price with economic-price-adjustment contract.  Location of performance is New Hampshire with a May 26, 2014 performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal year 2013 through fiscal year 2014 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.

NAVY

HP Enterprise Services, Herndon, Va. (N62645-13-D-5028); Science Applications International Corp., McLean, Va. (N62645-13-D-5029); and IBM Corp., Bethesda, Md. (N62645-13-D-5030), are each being awarded an indefinite-delivery/indefinite-quantity, multiple award equipment contract to provide a Real Time Location System, an asset management system to enhance property accountability, equipment management, medical equipment maintenance, and patient safety within Navy Medicine, to all Naval Medical Facilities.  The aggregate not-to-exceed amount for all three contracts combined is $49,900,000.  These three contractors will compete for delivery orders under the terms and conditions of the awarded contract.  Work on this contract will be performed throughout all Naval Hospitals, Medical Treatment Facilities and Branch Health Clinics both in and outside the continental United States.  The term of the contract is not to exceed 60 months with an expected completion date of May 2018.  Fiscal 2012 Other Procurement funds in the amount of $75,000 will be obligated at the time of award.  Contract funds will not expire at the end the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with nine proposals received.  The Naval Medical Logistics Command, Fort Detrick, Md., is the contracting activity.

Lockheed Martin Maritime Systems & Sensors, Morristown N.J., is being awarded a $49,481,279 indefinite-delivery/indefinite-quantity contract for engineering, technical services and materials required for the resolution of obsolescence, reliability/maintainability issues, production/rework, testing, evaluation, installation and life cycle support functions for the Mk 92 Fire Control System.  This contract will support foreign military sales (FMS) to Taiwan (40 percent), Egypt (24 percent), Poland (16 percent), Saudi Arabia (4 percent), Australia (0.4 percent), Turkey (0.2 percent), Spain (0.1 percent), Pakistan (0.1 percent) and Bahrain (0.1 percent). Work will be performed in Huntsville, Ala. (70 percent), and Moorestown, N.J. (30 percent), and is expected to be completed by May 2016.  FMS funds, Fiscal 2014 and 2015 Other Procurement, Navy and fiscal 2014 and 2015 Operations and Maintenance, Navy funding in the amount of $100,000 will be obligated at time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.  Reference FAR 6.302-1.  The Port Hueneme Division, Naval Surface Warfare Center, Port Hueneme, Calif., is the contracting activity (N63394-13-D-1301).

Raytheon Integrated Defense System, Portsmouth, R.I., is being awarded a $7,221,389cost-plus-fixed-fee delivery order (HR02) under previously awarded basic ordering agreement (N61331-12-G-0001) for the software support and depot activity necessary in the sustainment of the AN/AQS-20A Sonar, Mine Detecting Set.  The AN/AQS-20A Sonar, Mine Detecting Set’s mission is mine hunting in direct, organic support of the Carrier Strike Group and the Expeditionary Strike Group.  Operationally, the AN/AQS-20A is towed through mined waters to detect, localize, classify and identify mines for avoidance or neutralization by other organic assets.  The work will be performed in Portsmouth, R.I., and is expected to be completed by May 2016.  Fiscal 2013 Operations and Maintenance, Navyfunding in the amount of $830,726 will be obligated at time of award.  Contract funds in the amount of $7,221,389 will expire at the end of the current fiscal year.  The Naval Surface Warfare Center, Panama City, Fla., is the contracting activity.
