DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE

Missile Defense Agency

Raytheon Missile Systems Co., Tucson, Ariz., is being awarded a sole-source, cost-plus-fixed-fee contract action under contract HQ0276-10-C-0005, modification P00046.  The total value of this effort is $57,234,211, increasing the total contract value from $1,536,747,151 to $1,593,981,362.  Under this modification, the contractor will perform Standard Missile-3 Block IIA future upgrades and engineering support.  The work will be performed in Tucson, Ariz.  The performance period is from date of award through Sept. 30, 2016.  Fiscal year 2013 Research, Development, Test and Evaluation funds will be used to incrementally fund this effort.  Contract funds will not expire at the end of the current fiscal year.  This is not a foreign military sales (FMS) acquisition.  Missile Defense Agency, Dahlgren, Va., is the contracting activity.

Army

Isometrics Inc., Reidsville, N.C., was awarded a firm-fixed-price contract with a maximum value of $48,480,975 for the procurement of modular fuel system — tank rack modules and associated services.  Performance location and funding will be determined with each order.  The bid was solicited through the Internet, with nine bids received.  The Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-13-D-0117).

DRS Technical Services Inc., Herndon, Va., was awarded a $25,511,888 modification (PZ0008) to a previously awarded time-and-materials, option-filled contract (W52P1J-13-C-0008) for the development, deployment and maintenance of tactical and management information technology systems and products.  Work will be performed in Afghanistan.  A combination of fiscal 2013 operations and maintenance and fiscal 2013 procurement funds in the amount of $14,119,443 are being obligated on this award.  The Army Contracting Command, Rock Island, Ill., is the contracting activity.

Seiler Instrument and Manufacturing Co., St. Louis, Mo., was awarded a firm-fixed-price, foreign military sales (FMS) contract with a maximum value of $20,727,996 for the procurement of M2A2 Aiming Circle instruments.  This FMS contract is in support of Afghanistan, Thailand, Saudi Arabia and Iraq.  Performance location and funding will be determined with each order.  The bid was solicited through the Internet, with two bids received.  The Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-13-D-0089).

Defense Logistics Agency

Siemens Medical Solutions USA Inc., Melvern, Pa., has been awarded a maximum $28,173,642 modification (P00005) exercising the first option period on a two-year base contract (SPM2D1-11-D-8301) with one two-year option and one one-year option for digital imaging network-picture archive communication systems.  The contract is a firm-fixed-price contract.  Location of performance is Pennsylvania, with a July 14, 2015 performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal 2013 through fiscal 2015 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.

Exelis Inc., Clifton, N.J., has been awarded a maximum $7,866,232 firm-fixed-price, sole-source contract.  The contract is for replenishment spare parts for core memory units.  Location of performance is New Jersey, with a July 10, 2018 performance completion date.  Using military service is Air Force.  Type of appropriation is fiscal 2014 through fiscal 2017 Air Force Working Capital funds.  The contracting activity is the Defense Logistics Agency Aviation, Robins Air Force Base, Ga. (SPRWA1-13-D-0017).

Air Force

General Atomics – Aeronautical Systems Inc., Poway, Calif., has been awarded a $23,951,449 modification (004940) to a cost-plus-incentive and firm-fixed-price contract (FA8620-05-G-3028) for additional 904.6 systems release tasks for the MQ-9 Hunter and Killer System Development and Demonstration (SDD) bridge effort.  The total cumulative face value of the contract is $114,143,253.  The modification includes additional capabilities added to the basic SDD bridge effort, one aircraft retrofit, and one Systems Integration Laboratory upgrade.  Work will be performed at Poway, Calif., and is expected to be completed twelve months from date of award.  Fiscal 2012 Research and Development funds in the amount of $3,427,374 and Fiscal 2013 Research and Development funds in the amount of $8,548,349 are being obligated at time of award.  Air Force Life Cycle Management Center/WIIK, Wright-Patterson Air Force Base, Ohio, is the contracting activity

Navy

Rolls Royce Corp., Indianapolis, Ind., is being awarded a $22,439,403 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-09-D-0020) for additional power-by-the-hour in support of the KC-130J aircraft propulsion system.  Work will be performed in Indianapolis, Ind., and is expected to be completed in February 2014.  No funds are being obligated at time of award.  Funds will be obligated on individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Navmar Applied Sciences, Warminster, Pa., is being awarded an $11,207,449 modification to a previously awarded cost-plus-fixed-fee, firm-fixed-price contract (N68335-12-C-0353) to exercise an option for the procurement of hardware in support of the persistent surveillance unmanned aerial system (PSUAS) for the U.S. Army.  This effort includes the procurement of 15 additional Tiger Shark PSUAS air vehicles and 15 i200 turrets, which will be integrated into the PSUAS.  Work will be performed in Fairfax, Va. (68 percent); Afghanistan (28 percent); and Raleigh, N.C. (4 percent), and is expected to be completed in January 2014.  Fiscal 2012 Other Procurement, Army contract funds in the amount of $11,207,449 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

Logos Technologies, Inc.*, Arlington, Va., is being awarded a $9,286,625 modification to a previously awarded firm-fixed-price contract (N68335-12-C-0192) to exercise an option for 19 donut hole kits to support the U.S. Army persistent ground surveillance systems Kestrel systems deployed outside of the continental United States.  This modification is in support of a Phase III Small Business Innovation Research Project under Topic 072-019 entitled “Wide Area Video Image Storage Techniques.”  Work will be performed in Afghanistan (90 percent) and Fairfax, Va. (10 percent), and is expected to be completed in July 2014.  Fiscal 2011 Other Procurement, Army contract funds in the amount of $9,286,625 are being obligated on this award, all of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

BME & Sons Inc.*, Barrigada, Guam, is being awarded $7,810,181 for firm-fixed-price task order #0074 under a previously awarded multiple award construction contract (N40192-09-D-2702) for retro commissioning of facilities at Naval Base Guam.  The work to be performed provides for miscellaneous repairs and upgrades to existing building systems that includes hot water heat recovery system, air conditioning equipment, and lighting fixtures to increase energy efficiency for several buildings.  Work will be performed in Santa Rita, Guam, and is expected to be completed by November 2014.  Fiscal 2013 Operation and Maintenance, Navy contract funds in the amount of $7,810,181 are obligated on this award and will expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.
