SAIC, McLean, Virginia, is being awarded a $121,543,478 fixed-price incentive (firm target) contract to produce the Engineering, Manufacturing and Development (EMD) Amphibious Combat Vehicle (ACV) Phase 1, Increment 1 (ACV 1.1). The contract will procure 13 EMD ACV 1.1, and services associated with manufacturing, engineering, logistics and program support. There is also one option during the base period of performance to procure three additional EMD vehicles. The contract includes options for 60 low-rate initial production vehicles and 148 full-rate production (FRP) vehicles and services associated with manufacturing, engineering, logistics and program support through FRP. The options, if exercised, would bring the cumulative value of this contract to $1,185,071,544. The principal place of performance is Charleston, South Carolina, and the base period of performance is expected to be complete by September 2017. Fiscal 2015 research, development, test and evaluation (Marine Corps) funds in the amount of $40,582,338; and fiscal 2016 research, development, test and evaluation (Marine Corps) funds in the amount of $80,961,140, will be obligated at time of award. Contract funds in the amount of $40,582,338 will expire at the end of the current fiscal year. Electric Boat Corp., Groton, Connecticut, is being awarded a $102,876,417 modification to previously awarded contract N00024-10-C-2118 for additional lead yard services and development studies and design efforts related to Virginia-class submarines. The services will maintain, update, and support the Virginia-class design and related drawings and data for each Virginia-class submarine, including technology insertion, throughout its construction and post shakedown availability period. The contractor will also provide all engineering and related lead yard services necessary for direct maintenance and support of Virginia-class ship specifications. In addition, the contract provides development studies and design efforts related to the Virginia-class submarine design and design improvements, preliminary and detail component and system design, integration of system engineering, design engineering, test engineering, logistics engineering, and production engineering. The contractor will continue development studies and design efforts related to components and systems to accomplish research and development tasks and prototypes and engineering development models required to fully evaluate new technologies to be inserted in succeeding Virginia-class submarines. Work will be performed in Groton, Connecticut (98.15 percent); Newport, Rhode Island (0.90 percent); and Quonset, Rhode Island (0.95 percent), and is expected to be completed by April 2016. Fiscal 2015, 2016 research, development, test & evaluation (Navy); and fiscal 2010, 2011, 2012, 2013, 2014, 2015 and 2016 shipbuilding and conversion (Navy) funding in the amount of 61,874,000, will be obligated at the time of award and funds will not expire at the end of the current fiscal year. General Dynamics Bath Iron Works (BIW), Bath, Maine, is being awarded an $85,728,524 modification under previously awarded contract N00024-12-C-4311 to exercise Option 4 for DDG 51 and FFG 7 class integrated planning yard services. BIW will provide expert design, planning, and material support services for both maintenance and modernization. Work will be performed in Bath, Maine, and is expected to complete by December 2016. Fiscal 2016 operations and maintenance (Navy) funds in the amount of $945 will be obligated at time of award and will expire at the end of the current fiscal year. General Dynamics, Electric Boat Corp., Groton, Connecticut, is being awarded a $46,587,911 modification under a previously awarded contract (N00024-13-C-4308) to exercise Option Year 3 to provide non-nuclear submarine repair work on Groton-based submarines under the New England Manpower Initiative (NEMMI). Under the terms of the contract, Electric Boat will provide NEMMI tasks in support of non-nuclear maintenance, modernization, and repair of operational nuclear powered submarines, floating dry docks, support and service craft, and plant equipment assigned to the Naval Submarine Support Facility, New London, Connecticut. Work will be performed in New London, Connecticut, and is expected to be completed by December 2016. Fiscal 2016 operations and maintenance (Navy) funds in the amount of $1,000,000 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) – only one responsible source and no other supplies or services will satisfy agency requirements. Contractor will provide information, advice, opinions, alternatives, analyses, evaluations, recommendations, information technology tools, training, and services to complement the government’s expertise and to allow the government to function more efficiently. BAE System Information and Electronic Systems Integration Inc., Burlington, Massachusetts, has been awarded an $8,428,549 cost-plus-fixed-fee contract for Regenerative, Intent-Guided Systems (RINGS) software. Contractor will develop techniques and methodology to allow an executing program to self-diagnose changes in its operational environment and automatically rebuild itself to accommodate those changes by progressive incorporation of formally-proven, resource-adaptive capabilities via an on-going cycle of discovery, runtime verification, and hybrid variant generation and validation. Work will be performed at Burlington, Massachusetts, and is expected to be complete by Nov. 24, 2019. This award is the result of a competitive acquisition with 41 offers received.
