DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE

NAVY

Jacobs Technology Inc., Fort Walton Beach, Florida, is being awarded a $427,078,399 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide test and evaluation/training threat/target systems for warfighter training and debriefing systems. This effort includes the systems engineering services to determine and deliver components used in creating complex simulated combat environments in support of combat training systems.  Work will be performed at the Naval Air Warfare Center Weapons Division, China Lake, California, and is expected to be completed in May 2021.  Fiscal 2016 operations and maintenance (Navy) funds in the amount of $66,650 are being obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was competitively procured via an electronic solicitation request for proposals; one offer was received.  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-16-D-0016).

Lockheed Martin Corp., Orlando, Florida, is being awarded a $424,232,240 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for AN/GPQ-11(V) Threat Radar Emitter Simulations products and services and other target/threat simulators and peripheral equipment in support of the Aircrew Electronic Warfare Tactical Training Range (AEWTTR) project.  The AEWTTR provides ground electronic warfare and surface-to-air weapons threats.  Work will be performed in Ridgecrest, California, and is expected to be completed in May 2021.  Fiscal 2016 other procurement (Navy) funds in the amount of $50,000 will be obligated at time of award, none of which will expire at the end of the fiscal year.  This contract was competitively procured via an electronic solicitation request for proposals; one offer was received.   The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-16-D-0018).

HT Fire JV,* Escondido, California (N62473-16-D-1871); Superior Fire Inc.,* Ventura, California (N62473-16-D-1872); Millennium Fire Protection Corp.,* Oceanside, California (N62473-16-D-1873); Southwestern Dakotah Inc.,* Tucson, Arizona (N62473-16-D-1874); A&D Fire Sprinklers Inc.,* Santee, California (N62473-16-D-1875); and Fed Con/South Bay JV,* San Diego, California (N62473-16-D-1876), are each being awarded an indefinite-delivery/indefinite-quantity, multiple award, design-build construction contract for fire protection construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR).  Work includes new construction, renovation, alteration, demolition, and repair work by design-build or by design-bid-build of fire sprinkler systems; fire protection system water supply storage and distribution systems; low and high expansion aqueous firefighting foam systems; and water spray and water mist systems.  The maximum dollar value including the base period and four option years for all six contracts combined is $50,000,000.  No task orders are being issued at this time.  Work will be performed primarily within the NAVFAC Southwest AOR which includes California (92 percent); Arizona (3 percent); Nevada (2 percent); Colorado (1 percent); New Mexico (1 percent); and Utah (1 percent).  The term of the contract is not to exceed 60 months, with an expected completion date of May 2021.  Fiscal 2016 operation and maintenance (Navy) contract funds in the amount of $30,000 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by operation and maintenance (Navy); and Navy working capital funds.  This contract was competitively procured via the Federal Business Opportunities website with 10 proposals received.  These six contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $21,200,000 not-to-exceed undefinitized modification to a previously awarded low-rate initial production Lot 11 advance acquisition contract (N00019-16-C-0033).  This effort provides Digital Tuner Insertion Program configuration parts for the Norway Italy Reprogramming Lab, the Australia [Canada] United Kingdom Reprogramming Lab, and the U.S. Reprogramming Lab in support of F-35 aircraft.  Work will be performed in Nashua, New Hampshire, and is expected to be completed in May 2019.  Fiscal 2015 aircraft procurement (Air Force and Marine Corps) funds; and international partners funds in the amount of $9,350,000 will be obligated at time of award, none of which will expire at the end of the fiscal year.  This modification combines purchases for the Air Force ($1,700,000; 18.2 percent) and Marine Corps ($1,700,000; 18.2 percent) with International Partners ($5,950,000; 63.6 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Austal USA, Mobile, Alabama, is being awarded an $11,794,802 cost-plus-award-fee order against the previously awarded basic ordering agreement N00024-15-G-2304 to provide engineering and management services for advance planning and design in support of the post shakedown availability for the Littoral Combat Ship PCU Montgomery (LCS-8).  Austal will provide design, planning, and material support services for the vessel.  Efforts will include program management, advance planning, engineering, design, material kitting, liaison, and scheduling.  Work will be performed in Mobile, Alabama (92.3 percent); Mayport, Florida (4.5 percent); and San Diego, California (3.2 percent), and is expected to be completed by July 2017. Fiscal 2011 and 2016 shipbuilding and conversion (Navy) funding in the amount of $11,794,802 will be obligated at time of award.  No contract funds will expire at the end of the current fiscal year.  The Supervisor of Shipbuilding, Conversion and Repair, Gulf Coast, Pascagoula, Mississippi, is the contracting activity.

Electric Boat Corp., Groton, Connecticut, is being awarded a not-to-exceed $8,500,000 undefinitized contract action against a previously awarded contract (N00024-10-C-2118) for procuring a ship set of XHT material for a Virginia Class Submarine.  The work will be performed in Groton, Connecticut, and is scheduled to be completed by January 2018.   Fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $4,250,000 will be obligated at time of award and will not expire at the end of this fiscal year.  The Supervisor of Shipbuilding, Conversion and Repair, Groton, Connecticut, is the contracting activity.

ARMY

Raytheon Co. was awarded a $350,627,927 firm-fixed-price contract for the Advanced Range Tracking and Imaging System.  Bids were solicited via the Internet with four received, with an estimated completion date of May 5, 2021. Funding and work location will be determined with each order. Army Program Executive Office, Simulation, Training and Instrumentation, Orlando, Florida, is the contracting activity (W900KK-16-D-0001).

CWG JV, McLean, Virginia, was awarded a $36,114,652 firm-fixed-price contract for the designing and construction of the KC-46A Depot Maintenance Complex Support Infrastructure, Tinker Air Force Base, Oklahoma, with an estimated completion date of May 5, 2018.  Eight bids were solicited with eight received.  Fiscal 2016 military construction funds in the amount of $36,114,652 were obligated at the time of the award.  Army Corps of Engineers, Tulsa, Oklahoma, is the contracting activity (W912BV-16-C-0029).

DEFENSE LOGISTICS AGENCY

Verathon Inc., Bothell, Washington, has been awarded a maximum $28,982,025 fixed-price with economic price adjustment contract for medical equipment and accessories. This was a competitive acquisition with 91 responses received. This is a five-year contract with no option periods. Location of performance is Washington, with a May 4, 2021, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DH-16-D-0015).

Direct Energy Business LLC, Pittsburgh, Pennsylvania, has been awarded a maximum $17,661,809 firm-fixed-price contract for electricity and ancillary services. This was a competitive acquisition with three responses received. This is a three-year contract with no option periods. Location of performance is Pennsylvania and Illinois, with a May 31, 2019, performance completion date. Using customers are Army, Air Force and federal civilian agencies. Types of appropriation are fiscal 2016 through fiscal 2019 Army and Air Force operations and maintenance funds and U.S. Department of Agriculture funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-D-8011).

AIR FORCE

L-3 Communications Link Simulation & Training, Arlington, Texas, has been awarded a not-to-exceed $8,499,996 undefinitized contract action (P00070) to previously awarded contract FA8621-13-C-6323. Contractor will upgrade existing Block 15 Predator Mission Aircrew Training System devices to the Blue Box High Definition configuration. Work will be performed at Arlington, Texas, and is expected to be complete by Nov. 30, 2017. Fiscal 2014 aircraft procurement funds in the amount of $2,327,800 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Riverside Research Institute, New York, New York, has been awarded a $7,617,941 cost-plus-fixed-fee contract for research and development. Contractor will provide multi-model analog sensing to adaptively determine what features to compute from signals emitted by a device during training/testing, extracting sub-bands of interest, de-noising the individual signals, and removing interfering transmissions by other devices in the vicinity. Work will be performed at New York, New York, and is expected to be complete by June 30, 2020. This award is the result of a competitive acquisition with 45 offers received. Fiscal 2015 and 2016 research, development, test and evaluation funds in the amount of $2,065,771 are being obligated at the time of award. Air Force Research Laboratory, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8650-16-C-7624).
