DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE
NAVY
Portillo Concrete, Inc.,* Lemon Grove, California (N62473-16-D-1853); Pave-Tech Inc.,* Vista, California (N62473-16-D-1854); Command Performance Constructors, Inc.,* Signal Hill, California (N62473-16-D-1855); Romero General Construction Corp.,* Escondido, California (N62473-16-D-1856); and Cutting Edge Concrete Services, Inc.,* Oro Grande, California (N62473-16-D-1857); were each being awarded an indefinite-delivery indefinite-quantity small business set-aside multiple award construction contract for new construction, repair, and renovation of paving projects at various locations within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR). The maximum dollar value including the base period and four option years for all five contracts combined is $99,000,000. The work to be performed provides for new construction, repair, and renovation of paving construction projects. Projects may include, but are not limited to: repair of deteriorated asphalt and portland cement concrete pavement, cold milling of existing asphalt pavement, asphalt overlays, construction of new asphalt or portland cement concrete pavement, and pavement marking. No task orders are being issued at this time. Work will be performed within the NAVFAC Southwest AOR including, but not limited to, California (90 percent); Arizona (2 percent); Nevada (2 percent); Utah (2 percent); Colorado (2 percent); and New Mexico (2 percent). The term of the contract is not to exceed 60 months, with an expected completion date of May 2021. Fiscal 2016 operation and maintenance (Navy) contract funds in the amount of $25,000 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by operation and maintenance (Navy); Navy working capital funds, and military construction (Navy). This contract was competitively procured via the Navy Electronic Commerce Online website, with 15 proposals received. These five contractors may compete for task orders under the terms and conditions of the awarded contract. Airborne Tactical Advantage Co. LLC, Newport News, Virginia, is being awarded a $43,142,639 modification to a previously awarded firm-fixed-price, cost reimbursement, indefinite-delivery/indefinite-quantity contract (N00019-15-D-0026) to exercise an option in support of the Contracted Air Services (CAS) Program. The CAS Program provides contractor owned and operated Type III High Subsonic and Type IV Supersonic aircraft to United States Navy Fleet customers for a wide variety of airborne threat simulation capabilities. Work will be performed in Newport News, Virginia (44 percent); Point Mugu, California (37 percent); and various locations outside the continental United States (19 percent), and is expected to be completed in May 2017. Fiscal 2016 operations and maintenance (Navy) funds in the amount of $14,380,880 will be obligated at time of award, all of which will expire at the end of the current fiscal year. BAE Systems Southeast Shipyards Mayport, LLC, Jacksonville, Florida, is being awarded a $32,546,563 firm-fixed-price contract for Drydock Selected Restricted Availability (DSRA) repair work onboard USS Farragut (DDG 99). The DSRA consists of structural and tank repairs, propulsion system repairs, ventilation and auxiliary systems repairs, temporary services habitability preservations, structural preservations, ship alterations, and miscellaneous. This contract includes options which, if exercised, would bring the cumulative value of this contract to $33,697,942. Work will be performed in Jacksonville, Florida, and is expected to be completed by January 2017. Fiscal 2016 operations and maintenance (Navy) and research, development, test and evaluation (Defense agencies) funding in the amount of $32,546,563 will be obligated at time of award and funds in the amount of $30,495,297 will expire at the end of the current fiscal year. This contract was competitively procured with three proposals solicited via the Federal Business Opportunities website, with two offers received. Electric Boat Corp., Groton, Connecticut, is being awarded a $16,366,653 undefinitized modification to a previously awarded contract (N00024-13-C-2128) for the manufacturing of tactical missile tubes in support of the common missile compartment program for submarines. The common missile compartment program is a joint United States/ United Kingdom effort and this modification includes a Foreign Military Sales to the United Kingdom (100 percent).Work will be performed in Quonset Point, Rhode Island, and is expected to be completed by August 2018. Foreign military sales funding in the amount of $5,009,500 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. Laguna Components,* Laguna Beach, California (N68936-16-D-0030); Archer Technologies,* Shawnee, Oklahoma (N68936-16-D-0031); Impact Components,*; San Diego, California (N68936-16-D-0032); and Space Vector Corp.,* Chatsworth, California (N68936-16-D-0033); are each being awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contracts for various electronic components used in the manufacturing of airborne telemetry and instrumentation systems that are part of various guided weapons delivered to the Fleet. Components include integrated circuits; resistors; capacitors, inductors, transformers, passive semiconductor devise, and connectors. The estimated aggregate ceiling for all contracts is $9,500,000, with the companies having an opportunity to compete for individual orders. Work will be performed at each awardee’s facility sites in Laguna Beach, California; Shawnee, Oklahoma; Chatsworth, California; and San Diego, California, respectively, and is expected to be completed in May 2021. Funds are not being obligated at time of award; funds will be obligated on individual orders as they are issued. These contracts were competitively procured via an electronic request for proposals as a 100 percent small business set-aside; 7 offers were received. The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity.
MISSILE DEFENSE AGENCY
Booz Allen Hamilton, McLean, Virginia, is being awarded a $62,719,885 cost-plus-fixed-fee contract (including options) for advisory and assistance services for security programs support to the Missile Defense Agency’s technical, engineering, advisory and management support. This contract provides support to develop, implement, maintain, and assess security, emergency management, and program protection for the emerging and fielded Ballistic Missile Defense System (BMDS) around the world, and missile defense technologies, facilities, information, and people. To support the government review and disclosure of U.S. classified military information and controlled unclassified information to foreign governments and international organizations; international visits and assignments to the Missile Defense Agency (MDA); technology transfer; and munitions export/import licensing for all MDA personnel, offices, components, and support contractors or organizations that receive funding from MDA. To assist the government in declassification of documents related to all MDA research, development, and acquisition programs, including test and evaluation activities, and fielding of the BMDS worldwide. Work will be performed at Huntsville, Alabama; Colorado Springs, Colorado; Fort Greely, Alaska; Vandenberg Air Force Base, California; Kirtland Air Force Base, New Mexico; Dahlgren, Virginia; Falls Church, Virginia; and the National Capital Region, with an expected completion date of May 2021. Fiscal 2016 research, development, test and evaluation funds in the amount of $2,645,000 are being obligated at time of award. This contract was a competitively awarded acquisition with three offers being received. The government selected for award the most advantageous proposal representing the best value to the government. ManTech Advanced Systems International Inc., Herndon, Virginia, is being awarded a $32,068,507 cost-plus-fixed-fee contract (including options) for advisory and assistance services for counterintelligence in support of technical, engineering, advisory and management support. This contract provides support for the Defense Agency Counterintelligence Program missions and functional areas authorized by Department of Defense Directive 5240.02 that detect, identify, assess, exploit, penetrate, degrade, and counter or neutralize intelligence collection efforts, other intelligence activities, sabotage, espionage, sedition, subversion, assassination, and terrorist activities directed against the Missile Defense Agency, its personnel, information, material, facilities, and activities worldwide. Work will be performed at Colorado Springs, Colorado; Dahlgren, Virginia; Huntsville, Alabama; Vandenberg Air Force Base, California; Kirtland Air Force Base, New Mexico; and the National Capital Region which includes Fort Belvoir, Virginia, with an expected completion date of June 2021. Fiscal 2016 research, development, test and evaluation funds in the amount of $1,601,000 are being obligated at time of award. This contract was a competitively awarded acquisition with four offers being received. The government selected for award the most advantageous proposal representing the best value to the government. DEFENSE LOGISTICS AGENCY
Agera Energy LLC,* Briarcliff Manor, New York, has been awarded a maximum $44,641,353 firm-fixed-price contract for electricity. This was a competitive acquisition with five responses received. This is a three-year contract with no option periods; delivery begins Jan. 1, 2017. Locations of performance are New York and Illinois, with a Dec. 31, 2019, performance completion date. Using customer is Department of Energy (DOE). Type of appropriation is fiscal 2017 through fiscal 2020 DOE funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-D-8013).
