MISSILE DEFENSE AGENCY
Venturi Inc., Huntsville, Alabama, is being awarded a $51,478,645 cost-plus-fixed-fee contract, including options, for advisory and assistance services for logistics support to the Missile Defense Agency’s (MDA) technical, engineering, advisory and management support. This contract will support development, implementation, sustainment, and assessment of logistics processes, procedures, plans and policies to support and sustain the Ballistic Missile Defense System throughout the acquisition life cycle. This includes supporting logistics management performance based logistics and integrated product support elements in accordance with applicable MDA and Department of Defense guidelines. This support also enhances the development of enterprise and program (element-specific) policies, plans, processes, procedures, implementation of guidance, and the interpretation of internal and external agency regulations, policies, directives, and other related documents. Work will be performed at Huntsville, Alabama; Colorado Springs, Colorado; Dahlgren, Virginia; Hanscom Air Force Base, Massachusetts; Vandenberg Air Force Base, California; and Fort Bliss, Texas, with an expected completion date of July 2021. Fiscal 2016 research, development, testing, and evaluation funds in the amount of $2,908,100 are being obligated at time of award. A total of five offers were received and this contract was competitively awarded. The government selected for award the most advantageous proposal representing the best value to the government. L-3 National Security Solutions (NSS), Colorado Springs, Colorado, has been awarded a $43,874,673, fixed-price incentive contract for Consolidated Air Force Satellite Control Network (AFSCN) modifications, maintenance and operations. Contractor will provide continued operations and maintenance at AFSCN mission locations, AFSCN factory compatibility testing and phase in sustainment activities for same systems. The AFSCN is a critical operational national resource used to deploy and operate national security space systems. It provides globally-distribute telemetry, tracking, and commanding support for pre-launch, deployment, and on orbit anomaly resolution and disposal operations. The Boeing Co. – Defense, Space & Security Missile and Unmanned Airborne Systems; St. Louis, Missouri, has been awarded a $7,663,455 modification (P00007) to previously awarded contract FA2103-16-C-0061 for engineering and manufacturing development of the B61-12 tailkit assembly. This modification adds additional test assets, materials, and hardware to enable the development of the tailkit assembly. Work will be performed at St Louis, Missouri, and is expected to be complete by May 16, 2019. No funds are being obligated at the time of award. The modification will be incrementally funded. ATK Launch Systems Inc., Corinne, Utah, has been awarded a $7,581,050 task order on previously awarded contract FA9300-10-D-0003 for the Missile Component Advanced Technologies (MCAT) program. Contractor will provide for all aspects of MCAT solid rocket propulsion. The solid rocket motors (SRM) technologies to be developed under the MCAT Program include motor cases, internal and external case insulation, nozzles including exit cones, thrust vector control, thrust vector actuators, propellant, propellant ingredients, health management, aging and surveillance, advanced solid rocket materials, model and simulation tools, sensors and the characterization and mitigation of hazards with SRMs and their propellants. This task order encompasses a demonstration motor approach to advance SRM technology elements to enhance affordability and establish the design, fabrications, and testing approach for accelerated incorporation into future production programs. Work will be performed at Corinne, Utah, and is expected to be complete by Nov. 9, 2018. Fiscal 2016 research and development, test and evaluation funds in the amount of $605,000 are being obligated at the time of award. The Boeing Co., St. Louis, Missouri, is being awarded a $33,863,858 firm-fixed-price, cost-plus-fixed-fee task order (0006) against a previously awarded basic ordering agreement (N00019-16-G-0001) for integrated logistics support and sustaining engineering services in support of F/A-18 A-F and EA-18G aircraft for the Navy and the governments of Australia, Finland, Kuwait, Malaysia; Switzerland, Canada, and Spain. Services to be provided include engineering, provisioning, information systems, technical data updates, support equipment engineering, training and software integration support. Work will be performed in St. Louis, Missouri (76 percent); El Segundo, California (15 percent); Bethpage, New York (5 percent); and San Diego, California (4 percent), and is expected to be completed in December 2016. ECS Federal LLC, Fairfax, Virginia, is being awarded an $8,685,758 modification to a previously awarded cost-plus-fixed-fee contract (N00421-14-F-0060) to exercise an option to deliver enterprise-wide information technology services to Naval Air Systems Command and its respective customers. This effort will provide help desk services, desk-side services, and organizational messaging and communications. Work will be performed in Patuxent River, Maryland (99.7 percent); and San Diego, California (0.3 percent), and is expected to be completed in June 2017. Fiscal 2016 working capital funds (Navy) in the amount of $2,217,841 will be obligated at time of award, none of which will expire at the end of the current fiscal year. UPDATE: Manson Construction Co., Seattle, Washington, was awarded modification P00015 at $9,614,000 on Feb. 10, 2016, and is being awarded modification P00016 at $834,342 to increase the dollar value under a the previously awarded firm-fixed-price contract (N62473-11-C-2850) for the screening of dredge spoils for discarded munitions and radiological debris from Pier 12 demolition, replacement and dredging project at Naval Base San Diego. The work to be performed provides for an operational deep draft pier for the incoming destroyers and amphibious assault ships (DDG-1000 and LHA), and will also provide the required 4160V Shore Power transformers by mid-2016. Completion of this pier will meet the current as well as the future operational requirements of the Navy. After award of both of these modifications, the total cumulative contract value will be $120,569,123. Work will be performed in San Diego, California, and is expected to be completed by July 2016. Fiscal 2013 military construction (Navy) contract funds in the amount of $10,448,342 were obligated on this award and will not expire at the end of the current fiscal year. DEFENSE HEALTH AGENCY
FCN Inc., Rockville, Maryland, was awarded a $10,387, 236 fixed-price contract to provide CISCO service and maintenance support to include maintaining deployed CISCO hardware throughout the Defense Health Agency and military treatment facilities (MTFs) worldwide. This is a nine-month base transition-in period with four 12-month option periods. Procurement of CISCO-branded equipment is a requirement not only for compatibility, but also to ensure compliance with existing CISCO warranty and maintenance service agreements. Existing CISCO infrastructure provides network protection at MTFs, which ensures personally identifiable information is safeguarded and also routes routine network traffic. The subscriptions are for Military Health System physicians, physician assistants, nurse case managers, physical therapists, occupational therapists, dentists and other medical providers. The contract will also provide related account management service, subject matter training resources, non-standard report preparation and cybersecurity requirements. This contract was a “brand name” acquisition, and fiscal 2016 operations and maintenance funds in the amount of $10,387,236 are being obligated at time of award.
