DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

DEFENSE LOGISTICS AGENCY

BP Products North America, Chicago, Illinois, has been awarded a minimum $244,625,032 firm-fixed-price with economic-price-adjustment contract for jet fuel. This was a competitive acquisition with 11 responses received. This is a one-year contract with a 30-day carry-over period. Locations of performance are Illinois, Turkey, and a defense fuel support point serving the Central European Pipeline System with a June 30, 2018, performance completion date. Type of appropriation is fiscal 2017 through 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-17-D-0501).

L-3 Communications Corp., Londonderry, New Hampshire, has been awarded a maximum $17,879,432 firm-fixed-price, indefinite delivery/indefinite quantity contract for multifunction lasers. This is a three-year contract with no option periods. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is New Hampshire, with a May 14, 2020, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through 2020 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-17-D-0062).

AIR FORCE

Raytheon Co., Baltimore, Maryland, has been awarded a $49,000,000 ceiling contract for T-38A/B and A-10 Automatic Dependent Surveillance – Broadcast. Contractor will provide means for compliance with the Federal Aviation Administration Automatic Dependent Surveillance – Broadcast mandate. Work will be performed at Baltimore, Maryland; Largo, Florida; and Indianapolis, Indiana, and is expected to be complete by May 16, 2023. This award is the result of a sole-source acquisition and offers were solicited and offers were received. Fiscal 2017 research, development, test, and evaluation funds in the amount of $1,500,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity.

ARMY

Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded a $37,628,500 firm-fixed-price contract for overhaul of a quantity of 381 UH-60 tail rotor blades. One bid was solicited and one bid received. Work will be performed in Dallas, Texas, with an estimated completion date of March 31, 2109. Fiscal 2017 other funds in the amount of $18,437,965 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-C-0061).

Cayo LLC,* Fort Worth, Texas, was awarded a $22,974,427 firm-fixed-price contract for a hurricane protection system, New Orleans to Venice Non-Federal West Bank, and Pointe Celeste Pump Station Fronting Protection Plaquemines Parish, Louisiana. Bids were solicited via the Internet with five received. Work will be performed in Port Sulphur, Louisiana, with an estimated completion date of Oct. 31, 2019. Fiscal 2014 other funds in the amount of $22,974,427 were obligated at the time of the award. U.S. Army Corps of Engineers, Vicksburg, Mississippi, is the contracting activity (W912P8-17-C-0026).

Fidelity Technologies Corp., Reading, Pennsylvania, was awarded a $21,986,841 modification (P00034) to contract W56HZV-13-C-0052 for armor B-kits for 120 Heavy Expanded Mobility Tactical Truck A4 and 183 M915A5 trucks. Work will be performed in Reading, Pennsylvania, with an estimated completion date of May 31, 2019. Fiscal 2017 other procurement (Army) funds in the amount of $21,986,841 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

Bencor Global Inc., Frisco, Texas, was awarded a $17,500,000 modification (P00021) to contract W911WN-14-C-0002 for the East Branch cutoff wall rehabilitation construction project, East Branch River Lake, Wilcox, Pennsylvania. Work will be performed in Wilcox, Pennsylvania, with an estimated completion date of Jan. 26, 2020. Fiscal 2017 other funds in the amount of $17,500,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Pittsburgh, Pennsylvania, is the contracting activity.(Awarded April 27, 2017)

System Studies and Simulation Inc.,* Huntsville, Alabama, was awarded a $10,139,382 modification (000401) to contract W31P4Q-09-A-0019 for non- Army Aviation and Missile Research Development Center technical support for the Precision Fire Rockets and Missiles Systems Project Office. Work will be performed in Huntsville, Alabama, with an estimated completion date of March 31, 2018. Fiscal 2017, 2018 and 2019 other procurement; research, development, test and engineering; and operations and maintenance (Army) funds in the amount of $10,139,382 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

DRS Network and Imaging Systems LLC, Melbourne, Florida, was awarded a $7,240,468 modification (P00067) to contract W56HZV-12-C-0199 for system technical support services, system sustainment technical support services, and post production software support services for the direct support electrical system test set, embedded diagnostics, software loader/verifier, and chassis modernization embedded diagnostics. Work will be performed in Melbourne, Florida, with an estimated completion date of Feb. 28, 2018. Fiscal 2017 operations and maintenance (Army); and other funds in the amount of $7,240,478 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

NAVY

Vigor Marine LLC, Portland, Oregon, is being awarded a $12,833,725 firm-fixed-price contract for a 77-calendar day shipyard availability for the regular overhaul and dry docking of USNS Cesar Chavez (T-AKE 14).  Work will include clean and gas-free tanks, voids, cofferdams and spaces, propulsion motor and cooler, main generator maintenance and cleaning, high voltage switchboard and emergency switchboard cleaning, five year main engine flex hose replacement, dry-docking and undocking, propeller shaft and stern tube inspect, freshwater (closed loop) stern tube lubrication, E-stream upgrade station, underwater hull cleaning & painting, freeboard cleaning & painting, sea valve replacements, renew flight deck nonskid, and reverse osmosis unit sea-chest installation.  The contract includes options which, if exercised, would bring the total contract value to $12,629,046.  Work will be performed in Portland, Oregon, and work is expected to be completed by Sept. 15, 2017.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $12,629,046 are being obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with two offers received.  The U. S. Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-17-C-4205).

Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $10,182,617 cost-plus-award-fee modification to previously awarded contract (N00024-12-C-2312) to exercise options for DDG 51 class follow yard services.  The follow yard services contract provides liaison and technical support; engineering, design, and configuration management; systems engineering team; turnkey; and crew indoctrination and orientation.  Work will be performed in Pascagoula, Mississippi (97 percent); Washington, District of Columbia (2 percent); and Bath, Maine (1 percent), and is expected to be completed by October 2017.  Fiscal 2012, 2013 and 2015 shipbuilding and conversion (Navy) funding in the amount of $9,618,956 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
