DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

AIR FORCE

Pratt & Whitney, East Hartford, Connecticut, has been awarded a $2,740,747,815 firm-fixed-price contract for F-117 engine sustainment support. Work will be performed at United Airlines, San Francisco, California; Columbus Engine Center, Columbus, Georgia; and Tinker Air Force Base, Oklahoma, and is expected to be completed by Sept. 30, 2022.  This contract involves foreign military sales to the United Kingdom, Canada, United Arab Emirates, Kuwait, Qatar, India, Australia and Strategic Airlift Capability.  This award is the result of a sole-source acquisition.  Foreign military sales funds; and operations and maintenance funds in the amount of $52,707,534 are being obligated at the time of award.  Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8124-18-D-0001).  (Awarded Oct. 1).

XL Scientific LLC Verus Research, Albuquerque, New Mexico, has been awarded an $11,000,000 single award, indefinite-delivery/indefinite-quantity contract, with cost-plus-fixed-fee completion type task orders, to research high-power electromagnetics effects on analog and digital electronic systems, and to perform effects testing on such systems, as well as to build, run and validate models from basic physics models up to the engagement and mission levels that can be used to predict the effectiveness of high-power electromagnetics weapons against electronic targets.  Work will be performed at Phillips Research Site, Kirtland Air Force Base, New Mexico, and is expected to be completed by Sept. 29, 2020.  Full and open competition was sought, and three proposals were received.  Fiscal 2017 research and development funds in the amount of $379,000 are being obligated at the time of award.  Air Force Research Laboratory Detachment 8, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9451-17-D-0068) (FA9451-17-F-0024).

General Atomics Aeronautical Systems Inc., Poway, California, has been awarded a $10,153,077 cost-fixed-price-fee order from a basic ordering agreement to stand up an organic depot support capability at Oklahoma City Air Logistics Complex for the MQ-9 fuel system reparable components.  This includes line replaceable and shop replaceable units for all programs-of-record sub-system configurations.  This award is the result of a sole-source acquisition.  Work will be performed in Oklahoma City, Oklahoma, and is expected to be complete by Oct. 7, 2019.  Fiscal 2016 and 2017 procurement funds in the amount of $9,864,489 are being obligated at time of award.  Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-15-G-4040).

NAVY

DCS Corp.,* Alexandria, Virginia, is being awarded a $207,596,336 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide system engineering, analysis, research, development, logistics, and configuration and data management services to the Naval Air Warfare Center Weapons Division’s aircraft integrated pProduct teams, which are critical in the development, integration, test, evaluation, and fielding of new and upgraded capabilities to Naval aircraft, such as the F/A-18, EA-18G, F-35, AV-8B, AH-1/UH-1, and unmanned aerial systems.  Work will be performed in China Lake, California (86.5 percent); Eglin Air Force Base, Florida (7 percent); Ridgecrest, California (5 percent); Point Mugu, California (1 percent); Cherry Point, North Carolina (0.2 percent); Yuma, Arizona (0.2 percent); and Patuxent River, Maryland (0.1 percent), and is expected to be completed in October 2022.  Fiscal 2017 research, development, test and evaluation (Navy) funds in the amount of $200,000 will be obligated at time of award; all of which will expire at the end of the current fiscal year.  This contract was competitively procured via an electronic proposal as a 100 percent small business set-aside; two offers were received.  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-18-D-0006).

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $172,874,170 firm-fixed-price undefinitized contract action to procure 200 AGM-154C Block III joint standoff weapons, 212 containers, various component parts and support equipment for spares, and engineering and technical support for the government of Qatar.  Work will be performed in Tucson, Arizona (36.6 percent); Glascoed, Wales, United Kingdom (15.6 percent); Dallas, Texas (11.7 percent); Glasgow, Scotland, United Kingdom (6.2 percent); Vergennes, Vermont (5.3 percent); Minneapolis, Minnesota (3.4 percent); Richardson, Texas (2.9 percent); Andover, Massachusetts (2.5 percent); McAlester, Oklahoma (2 percent); Joplin, Missouri (2 percent); Tulsa, Oklahoma (1.9 percent); Goleta, California (1.6 percent); Williamsport, Pennsylvania (1.5 percent); Berryville, Arkansas (1.1 percent); Bohemia, New York (1.1 percent); Orchard Park, New York (1 percent); Pinellas Park, Florida (0.8 percent); Boulder, Colorado (0.7 percent); Valencia, California (0.4 percent) and various locations within the continental U.S. (1.7 percent), and is expected to be completed in June 2020.  Foreign military sales funds in the amount of $84,708,344 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1002).

ARMY

Chavis Inc.,* Maxton, North Carolina (W91247-17-D-0015); Outside the Box LLC,* Richmond, Virginia (W91247-17-D-0014); CMC Building Inc.,* Bolton, North Carolina (W91247-17-D-0013); Lifecycle Construction Services LLC,* Fredericksburg, Virginia (W91247-17-D-0017); W4 Construction Group,* Pontiac, Michigan (W91247-17-D-0018); and Civil Works Contracting LLC,* Wilmington, North Carolina (W91247-17-D-0016), will share in a $49,000,000 firm-fixed-price contract for a broad range of  maintenance, repair, and minor construction projects at Fort Bragg, North Carolina. Bids were solicited via the Internet with 17 received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 29, 2011. Mission Installation Contracting Command, Fort Bragg, North Carolina is the contracting activity.  (Awarded Sept. 30, 2017)

MISSILE DEFENSE AGENCY

Strategic Alliance Business Group (SABG),* Arlington, Virginia is being awarded a $34,301,873 competitive cost-plus-fixed-fee and cost-plus-incentive-fee contract. Under this new contract, the contractor will provide support with customer and end-user communications about space, services, and cost. The contractor will support the planning and programming for operational requirements to ensure facility availability, to support corporate and regulatory compliance for facility operations and sustainment, and to support and assist in the oversight and management of all aspects of facility operations to create an optimal, safe and cost effective environment for the building occupants and integration for geographically dispersed locations. The work will be performed in Dahlgren, Virginia; Fort Greely, Alaska; Redstone Arsenal, Alabama; Fort Belvoir, Virginia; Pacific Missile Range Facility, Hawaii; Vandenberg Air Force Base, California; and Wake Island, Hawaii, with an estimated completion date of October 2022. This contract was competitively procured via publication on the Federal Business Opportunities website with four proposals received. Fiscal 2017 research, development, test and evaluation funds in the amount of $110,000 are being obligated at time of award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0147-18-C-0004).
