DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

NAVY

Ambyth Shipping Micronesia Inc., Piti, Guam (N00189-18-D-0013); Crane Worldwide Logistics LLC, Houston, Texas (N00189-18-D-0014); Global Defense Logistics SRL, Washington, District of Columbia (N00189-18-D-0015); Multinational Logistics Services Ltd., Catania, Italy (N00189-18-D-0016); MLSUSA Corp., Longmeadow, Massachusetts (N00189-18-D-0017); Shipping Consultants Associated Ltd., Manchester, United Kingdom (N00189-18-D-0018); and Ship Supply of Florida Inc., Miami, Florida (N00189-18-D-0019), are being awarded an estimated $211,500,000 in multiple award, firm-fixed price, indefinite-delivery/indefinite-quantity contracts that will include terms and conditions for the placement of firm-fixed-price task orders to provide non-commercial husbanding support services on a port-by-port basis for U.S. ships and U.S. naval ships as well as U.S. Coast Guard ships visiting non-Navy ports.  The contracts will run concurrently and will include a 60-month base ordering period with an option for an additional six-month ordering period pursuant to Federal Acquisition Regulation 52.217-8.  If the option period is exercised, the total estimated value of the contracts combined will be $235,000,000.  Work will be performed in West Coast continental U.S. (34.2 percent); Caribbean (21.1 percent); South America (16.5 percent); Commonwealth of the Northern Mariana Islands (8.8 percent); Mexico (6.7 percent); Canada (4.9 percent); Central America (2.8 percent); Bermuda (2.7 percent); and Panama (2.3 percent).   The ordering period of the contract is expected to be completed by February 2023; if all options are exercised, the ordering period will be completed by August 2023.  Fiscal 2018 operations and maintenance (Navy) funds in the amount of $14,000 will be obligated ($2,000 on each of the seven contracts to fund the contracts’ minimum amounts), and funds will expire at the end of the current fiscal year.  This contract was competitively procured for the award of multiple contracts pursuant to the authority set forth in Federal Acquisition Regulation 16.504.  The requirement was posted to the Federal Business Opportunities website, with nine offers received. Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department Norfolk, Virginia, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded $147,963,919 for modification P00033 to a previously awarded cost-plus-incentive-fee contract (N00019-12-C-0070).  This modification provides for the procurement of Israel-unique weapons certification, modification kits, and electronic warfare analysis in support of the F-35 Lightning II Israel system design and development to provide 3F+ fleet capability for the government of Israel under the Foreign Military Sales program.  Work will be performed in Orlando, Florida (37.1 percent); El Segundo, California (17.6 percent); Fort Worth, Texas (17.2 percent); Nashua, New Hampshire (10.3 percent); Samlesbury, United Kingdom (9.8 percent); South Bend, Indiana (6.7 percent); St. Louis, Missouri (1.1 percent); and Wallingford, Connecticut (0.2 percent), and is expected to be completed in December 2021.  Foreign military sales funds in the amount of $147,963,919 will be obligated at time of award.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

BAE Systems, Information and Electronic Systems Integration Inc., Greenlawn, New York, is being awarded $28,299,762 for modification P00006 to a previously awarded, firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N00019-17-D-0003).  This modification exercises an option for the procurement of up to 528 AN/APX-117A(V), AN/APX-118A(V) and AN/APX-123A(V) Identification Friend or Foe (IFF) transponders; up to 590 Mode 5 change kits; up to 13 integrations of Mode 5 change kits; up to 18 Mode 4/5 remote control units; up to 42 IFF mounting trays; up to 600 shop replaceable assemblies for the IFF transponders; up to 40 Mode 4/5 chassis and up to 73 IFF transponder repairs for the Navy.  In addition, this option exercise provides for the procurement of up to 200 RT-1912 to RT-1912A conversion kits in support of Army.  Work will be performed in Greenlawn, New York (85 percent); and Austin, Texas (15 percent), and is expected to be completed in December 2018.  No funds will be obligated at time of award.  Funds will be obligated on individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Baltimore, Maryland, is being awarded an $8,362,442 cost-plus-fixed-fee contract for engineering support services for the Freedom variant Littoral Combat Ship, including program planning and control, resource management, cost and schedule control, status meetings, documentation preparation and transmittal and reporting.  Work will be performed in Moorestown, New Jersey (50 percent); San Diego, California (25 percent); and Jacksonville, Florida (25 percent), and is expected to be completed by September 2019.  Fiscal 2017 other procurement (Navy); and fiscal 2018 research, development, test and evaluation (Navy) funding in the amount of $473,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) (only one responsible source and no other supplies or services will satisfy agency requirements). The Naval Surface Warfare Center Port Hueneme Division, Port Hueneme, California, is the contracting activity (N63394-18-F-2202).

Lockheed Martin Corp., Baltimore, Maryland, is being awarded an $8,000,000 modification to previously awarded contract N00024-11-C-2300 to exercise an option for post delivery support for USS Billings (LCS 15).  This option exercise will perform the planning and implementation of deferred design changes that have been identified during the construction period.  The corrections and upgrades are necessary to support Billings’ sail-away and follow-on post delivery test and trials period.  Work will be performed in Marinette, Wisconsin (57 percent); Hampton, Virginia (14 percent); Moorestown, New Jersey (11 percent); San Diego, California (11 percent); and Washington, District of Columbia (7 percent), and is expected to be complete by December 2019. Fiscal 2013 shipbuilding and conversion (Navy) funding in the amount of $8,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

ARMY

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $106,310,284 modification (P00095) to contract W56HZV-15-C-0095 for 416Joint Light Tactical Vehiclesand 832 kits (includes installed and packaged kits). Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of March 31, 2019. Fiscal 2016 and 2017 other procurement, Army funds in the amount of $106,310,284 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

Sevenson Environmental Services Inc.,* Niagara Falls, New York (W912DQ-18-D-3000); Tetra Tech EC Inc., Langhorne, Pennsylvania (W912DQ-18-D-3001); Conti Federal Services Inc.,* Edison, New Jersey (W912DQ-18-D-3002); OBG/Baker Federal Solutions JV, Moon Township, Pennsylvania (W912DQ-18-D-3003); CH-CAPE JV, Englewood, Colorado (W912DQ-18-D-3004); Aptim Federal Services LLC, Alexandria, Virginia (W912DQ-18-D-3005); and CDM A JV, Fairfax, Virginia (W912DQ-18-D-3006), will share in a $92,500,000 contract for environmental remedial action work primarily for the U.S. Army Corps of Engineers Northwestern Division and the Environmental Protection Agency Region 2. Bids were solicited via the Internet with 11 received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 1, 2023. U.S. Army Corps of Engineers, Kansas City, Missouri, is the contracting activity.

Weeks Marine, Covington, Louisiana, was awarded a $19,976,213 modification (P00007) to contract W912BU-17-C-0004 for construction of five new storm-water drainage and outfall systems for long-term storm management in Margate City, New Jersey. Work will be performed in Margate City, New Jersey, with an estimated completion date of April 15, 2019. Fiscal 2014 operations and maintenance Army funds in the amount of $19,976,213 were obligated at the time of the award. U.S. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity.

Mason & Hanger/HB&A JV, Lexington, Kentucky, was awarded a $9,000,000 contract for master planning projects within the Great Lakes and Ohio River Division mission boundaries. Bids were solicited via the Internet with 10 received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 1, 2023. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-18-D-0004).

AIR FORCE

L-3 Communications EO/IR Inc., Santa Rosa, California, has been awarded a $90,000,000 ceiling indefinite-delivery/indefinite-quantity contract for electro-optical and infrared sensors and features. This contract provides an ordering avenue for MX series turrets and features. Work will be performed in Burlington, Canada, and is expected to be complete by Dec. 31, 2022, with the option to extend through Dec. 31, 2027.  This award is the result of a sole-source acquisition. Funding will be obligated on each individual delivery order, and fiscal 2018 operations and maintenance funds in the amount of $10,140 are being obligated on the first order. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-18-D-4016).
