DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

NAVY

Harris Corp., Clifton, New Jersey, is being awarded $161,049,786 for modification P00002 to a previously awarded firm-fixed-price contract (N00019-17-C-0090) to exercise an option for the procurement of 86 full-rate production lot 15 Integrated Defensive Electronic Countermeasures AN/ALQ-214 A(V)4/5 Onboard Jammer systems for the F/A-18 aircraft.  In addition, this option provides for the procurement of eight WRA1 A(V)4 receiver/processors and seven WRA2 A(V)4 modulators.  This option exercise is in support of the Navy; and the government of Australia.  Work will be performed in Clifton, New Jersey (59 percent); San Jose, California (14 percent); San Diego, California (7 percent); Rancho Cordova, California (5 percent); Mountain View, California (3 percent); and various locations throughout the continental U.S.(12 percent), and is expected to be completed in May 2021.  Fiscal 2018 aircraft procurement (Navy); and foreign military sales funds in the amount of $161,049,786 are being obligated at time of award, none of which expire at the end of the current fiscal year.  This contract combines purchases for the Navy ($101,101,938; 63 percent); and the government of Australia ($59,947,848; 37 percent) under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Northrop Grumman Systems Corp., Rolling Meadows, Illinois, is being awarded $88,863,058 for modification P00003 to a previously awarded fixed-price-incentive-firm contract (N00019-17-C-0037) to exercise an option for the procurement of 96 D(V)2 processors, 439 D(V)2 antenna detectors, 278 D(V)2 radar receivers, 102 D(V)2 low band arrays, 176 D(V)2 battery handle assemblies, 19 D(V)2 circuit card assemblies (CCA), 28 C(V)2 processors, 16 C(V)2 antenna detectors, 36 C(V)2 radar receivers, and 99 C(V)2 CCAs.  This option exercise includes technical engineering, logistics and management services to fabricate, assemble, test and deliver AN/APR-39 C/D(V)2 systems and associated hardware in support of Navy and Army customers.  Work will be performed in Rolling Meadows, Illinois (53 percent); Woburn, Massachusetts (12 percent); Lansdale, Pennsylvania (9 percent); Menlo Park, California (6 percent); Longmont, Colorado (6 percent); and various locations within the continental U.S. (14 percent), and is expected to be completed in August 2020.  Fiscal 2016, 2017 and 2018 aircraft procurement (Navy); fiscal 2017 and 2018 aircraft procurement (Army); and working capital (Navy) funds in the amount of $88,863,058 will be obligated at time of award, $1,630 of which will expire at the end of the current fiscal year.  This option combines purchase for the Navy ($69,649,248; 78 percent); and the Army ($19,213,810; 22 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

BAE Systems Jacksonville Ship Repair LLC, Jacksonville, Florida, is being awarded a $9,613,062 firm-fixed-price contract for dry-dock selected restricted availability repair work onboard USS Philippine Sea (CG 58).  The work consists of dry-docking, structural and tank repairs, propulsion system repairs, ventilation and auxiliary system repairs, temporary services, habitability preservations, structural preservations, ship alterations and miscellaneous repairs.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $71,892,174.  Work will be performed in Jacksonville, Florida, and is expected to be completed by March 2019.  Fiscal 2018 operations and maintenance (Navy) in the amount of $9,613,062 will be obligated at time of award and will expire at the end of the current fiscal year.  This contract was competitively procured with three proposals solicited via email under the indefinite-delivery/indefinite–quantity, multiple award contracts, with two offers received.  Southeast Regional Maintenance Center, Mayport, Florida, is the contracting activity (N40027-17-D-1007).

Corps Solutions LLC,* Stafford, Virginia, is being awarded a $44,429,527 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the purchase of range control facilities support services.  Work will be performed in Quantico, Virginia (29 percent); Camp Pendleton, California (12 percent); Bridgeport, California (12 percent); Townsend Bombing Range, Georgia (9 percent); Okinawa, Japan (8 percent); 29-Palms, California (7 percent); Kaneohe Bay, Hawaii (7 percent); Cherry Point, North Carolina (2 percent); Bellows Air Force Station, Hawaii (2 percent); Parris Island, South Carolina (2 percent); Iwakuni, Japan (2 percent); Guam (2 percent); Yuma, Arizona (2 percent); Puuloa, Hawaii (1 percent); Camp Fuji, Japan (1 percent); Camp Lejeune, North Carolina (1 percent); Miramar, California (1 percent), and is expected to be completed by March 2, 2023.  If the six-month option period is exercised, the contract will continue through Sept. 2, 2023.  Fiscal 2018 operations and maintenance (Marine Corps) funds in the amount of $6,841,798 will be obligated on the first delivery order and will expire Sept. 30, 2018.  This contract was competitively procured as a small business set-aside via the Federal Business Opportunities website, with two offers received.  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-18-D-7853).

ARMY

Hensel Phelps Construction Co., Honolulu, Hawaii, has been awarded a $74,987,000 firm-fixed-price contract for the construction of a behavioral health and dental clinic addition at Schofield Barracks, Hawaii. Bids were solicited via the Internet with eight received. Work will be performed in Schofield Barracks, Hawaii, with an estimated completion date of Feb. 22, 2020. Fiscal 2016 military construction funds in the amount of $74,987,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Honolulu, Hawaii, is the contracting activity (W9128A-18-C-0001).

Ideal Industries Inc., Sycamore, Illinois, has been awarded a $49,525,324 firm-fixed-price contract for procurement of general mechanics toolkits. Bids were solicited via the Internet with six received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 14, 2023. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-18-D-0028).

BAE Systems Land & Armaments, Sterling Heights, Michigan, has been awarded a $9,256,260 modification (P00038) to contract W56HZV-12-C-0358 for cost overrun funding for engineering change proposal 2 for Bradley fighting vehicle. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of Sept. 14, 2018. Fiscal 2018 research, development, test and evaluation funds in the amount of $9,256,260 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

AIR FORCE

Utah State University Research Foundation/Space Dynamics Laboratory, North Logan, Utah, has been awarded a $29,780,420 cost-plus-fixed-fee modification (0019) to previously awarded contract FA9453-16-D-0004 task order 0001 for Space Situational Awareness (SSA) sensor development. This modification provides for the development of advanced space situational awareness sensor concepts, analyses and designs in support of the Space Vehicles Directorate Threat Warning and Assessment, and Detect, Track, Identify and Characterize SSA programs. This modification brings the total cumulative face value of the task order to $40,755,020.  Work will be performed in North Logan, Utah; and Kirtland Air Force Base, New Mexico, and is expected to be complete by March 15, 2023. Fiscal 2018 research, development, test and evaluation funds in the amount of $127,750 are being obligated at time of award.  The Air Force Research Laboratory, Kirtland AFB, New Mexico, is the contracting activity.

The Boeing Co., St. Louis, Missouri, has been awarded a $20,970,424 contract for the procurement of GBU-57 massive ordnance penetrators.  Work will be performed in St. Louis, Missouri, and is expected to be complete by July 31, 2020. This award is the result of a sole-source acquisition. Fiscal 2016 production funds in the amount of $20,970,424 are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8681-18-C-0038).

Vectrus Systems Corp., Maxwell Air Force Base, Alabama, has been awarded a $9,159,108 fixed-price-incentive modification (P-00021) to previously awarded contract FA3002-17-C-0009 to exercise option one for base operations support.  This modification brings the total cumulative face value of the contract to $37,201,850.  Work will be performed at Maxwell-Gunter Air Force Base, Alabama, and is expected to be complete by March 31, 2019.  Fiscal 2018 operations and maintenance funds in the amount of $9,159,108 will be obligated at the time of the award. 42nd Contracting Squadron, Montgomery Air Force Base, Alabama, is the contracting activity.

UIC Science LLC, Barrow, Alaska, has been awarded a $7,664,917 firm-fixed-price contract for remedial action construction activities.  The contract provides for the full range of activities necessary to perform redial action construction and site closeout.  Work will be performed at Barter Island Long Range Radar Station, Alaska, and is expected to be complete by April 19, 2019.  This award is the result of a sole-source acquisition.  Fiscal 2017 Defense Environmental Restoration Act funds in the amount of $7,664,917 are being obligated at the time of award. Air Force Installation Contracting Agency, 772nd Enterprise Sourcing Squadron, Joint Base San Antonio-Lackland, Texas, is the contracting activity (FA8903-17-C-0032). (Awarded Sept. 20, 2017)

Lockheed Martin Aeronautics Co., Marietta, Georgia, has been awarded a $7,633,301 indefinite-delivery/indefinite-quantity contract for C-5 contractor logistics support services. This contract provides for supply chain management, repair, and technical support services. Work will be performed in Marietta, Georgia; and Greenville, South Carolina, and is expected to be complete by July 1, 2018. This award is a result of a sole-source acquisition. A combination of fiscal 2018 transportation working capital funds; and operations and maintenance funds in the amount of $7,633,301 are being obligated at the time of award. Air Force Life Cycle Management Center, Warner-Robins Air Force Base, Georgia, is the contracting activity (FA8525-16-D-0003).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

General Dynamics Mission Systems Inc., San Antonio, Texas, has been awarded a $24,521,299 modification P00026 to previously awarded contract HR0011-16-C-0001 for classified information technology services. The modification brings the total cumulative face value of the contract to $76,962,858 from $52,441,559. Work will be performed in Arlington, Virginia, with an expected completion date of February 2019. Fiscal 2018 research and development funds in the amount of $2,465,168 are being obligated at time of award. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity.

Systems & Technology Research, Woburn, Massachusetts, has been awarded a $12,091,198 contract with an option for the Defense Advanced Research Projects Agency Tactical Exploitation of the Acoustic Channel program. Fiscal 2017 research and development funds in the amount of $567,570; and fiscal 2018 research and development funds in the amount of $1,000,000 are being obligated at the time of award. Work will be performed in Falmouth, Massachusetts (37 percent); Largo, Maryland (9 percent); Columbia City, Indiana (13 percent); and Tempe, Arizona (1 percent), with an estimated completion date of August 2019. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity.
