Produce Source Partners Inc.,* Ashland, Virginia, has been awarded a maximum $189,000,000 firm-fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for fresh fruits and vegetables. This is a 54-month contract with no option periods. This was a competitive acquisition with two responses received. Location of performance is Virginia, with an Aug. 21, 2022, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and Department of Agriculture schools. Type of appropriation is fiscal 2018 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-18-D-P320).

National Industries for the Blind,** Alexandria, Virginia, has been awarded a maximum $17,700,984 modification (P00007) exercising the one-year option period of a one-year base contract (SPE1C1-17-D-B012) with a one-year option period for various types of coats and trousers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Locations of performance are Virginia, Alabama, Maryland, New Jersey and North Carolina, with an Aug. 31, 2019, estimated performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2018 through 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Goodwill Industries of South Florida,** Miami, Florida, has been awarded a maximum $7,570,665 modification (P00003) exercising the one-year option period of a one-year base contract (SPE1C1-17-D-N010) with a one-year option period for various types of coats and trousers. The modification brings the maximum dollar value of the contract to $13,036,646 from $5,465,981. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Florida, with an Aug. 31, 2019, estimated performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2018 through 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

UPDATE: E-One Inc., Ocala, Florida (SPE8EC-18-D-0008), has been added as an awardee to a multiple-award contract for commercial fire and emergency vehicles, issued against solicitation SPE8EC-17-R-0006 announced May 5, 2017.

NAVY

Northrop Grumman Systems Corp., Aerospace Systems, Melbourne, Florida, is being awarded a $99,771,416 firm-fixed-price contract for long-lead parts and support associated with the full rate production Lot 7 E-2D Advanced Hawkeye program.  Work will be performed in El Segundo, California (29 percent); Syracuse, New York (29 percent); Melbourne, Florida (14 percent); Rolling Meadows, Illinois (7 percent); Menlo Park, California (6 percent); Greenlawn, New York (4 percent); Owego, New York (2 percent); Indianapolis, Indiana (2 percent); Edgewood, New York (2 percent); Woodland Hills, California (2 percent); Marlborough, Massachusetts (1 percent); Independence, Ohio (1 percent); and various locations within the U.S. (1 percent), and is expected to be completed in December 2022.  Fiscal 2018 aircraft procurement (Navy) funds in the amount of $99,771,416 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1037).

Northrop Grumman Systems Corp., Aerospace Systems, Melbourne, Florida, is being awarded $50,645,223 for modification P00054 to a previously awarded fixed-price incentive contract (N00019-13-C-9999) to exercise an option for non-recurring engineering, product support, engineering investigations, engine and software support activity efforts for the full rate production Lot 6 E-2D Advanced Hawkeye program.  Work will be performed in Melbourne, Florida (68 percent); Syracuse, New York (18 percent); St. Augustine, Florida (4 percent); Norfolk, Virginia (4 percent); Indianapolis, Indiana (2 percent); Greenlawn, New York (1 percent); Woodland Hills, California (1 percent); Falls Church, Virginia (1 percent); and various locations within the continental U.S. (1 percent), and is expected to be completed in March 2019.  Fiscal 2018 aircraft procurement (Navy) funds in the amount of $50,645,223 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Digital Receiver Technology Inc., Germantown, Maryland, is being awarded a $23,827,359 indefinite-delivery/indefinite-quantity contract for portable, ruggedized, and man-packable surveillance equipment and their associated peripherals in support of Combat Direction Systems Activity Dam Neck’s role as in-service engineering agent, technical design agent, and acquisition engineering agent.  Work will be performed in Germantown, Maryland, and is expected to be completed in February 2023.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $30,610 will be obligated at time of award and will expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) – only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Virginia, is the contracting activity (N0017818D5000).

RQ Construction LLC, Carlsbad, California, is being awarded a $23,164,000 firm-fixed-price contract for the construction of the Contingency Mass Migration Complex at Naval Station Guantanamo Bay.  The project will include site shaping for tents, concrete pads for camp headquarters, galleys and dumpsters, perimeter and service roads, and a mass notification system. Supporting facilities include utility systems (electrical, water, and sanitary sewer), exterior lighting, information systems to include fiber optic cable service, utility infrastructure expansion, vehicle parking area, storm drainage, and removal of two family housing trailer units.  The contract also contains 10 unexercised options, which if exercised would increase cumulative contract value to $27,117,000.  Work will be performed in Guantanamo Bay, Cuba, and is expected to be completed by December 2019.  Fiscal 2014 and 2017 military construction (Army) contract funds in the amount of $23,164,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with five proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-18-C-1308).

Carleton Life Support Systems Inc., Davenport, Iowa, is being awarded a $9,729,826 firm-fixed-price contract for the manufacture of Universal Water Activated Release System fittings for use on the parachute release system of various aircraft.  Work will be performed in Davenport, Iowa, and the delivery period is expected to be completed by September 2019.  This effort combines purchases using fiscal 2016 and 2017 procurement of ammunition (Air Force) funds (43.12 percent); fiscal 2018 procurement of ammunition (Navy and Marine Corps) funds (7.31 percent); Israel (12.57 percent); Turkey (6.13 percent); Korea (6.12); Egypt (4.99 percent); United Arab Emirates (3.39 percent); Belgium (2.62 percent); Saudi Arabia (2.03 percent); Netherlands (1.99 percent); Portugal (1.84 percent); Taiwan (1.69 percent); Denmark (1.22 percent); Chile (1.01 percent); and various other countries (3.97 percent), under the Foreign Military Sales program funds in the amount of $9,729,826 will be obligated at the time of award.  Funds in the amount of $3,758,945 will expire at the end of the current fiscal year.  One firm was solicited for this non-competitive requirement, and one offer was received under authority 10 U.S. Code 2304 (c)(1).  Naval Supply Systems Command Weapon Systems Support, Mechanicsburg, Pennsylvania, is the contracting activity (N00104-18-C-K027).

General Dynamics Electric Boat, Groton, Connecticut, is being awarded $8,788,219 for cost-plus-fixed-fee modification P00023 to previously awarded contract (N00014-13-C-0187) for the future submarine science and technology research effort.  Electric Boat will perform investigations to develop and demonstrate technology for Navy submarines.  With the award of this modification, the total cumulative value of this contract is $23,453,010.  Work will be performed in Cambridge, Massachusetts (44 percent); Groton, Connecticut (29 percent); Pawcatuck, Connecticut (20 percent); Airmont, New York (3 percent); Canonsburg, Pennsylvania (1 percent); and future performance in Mystic, Connecticut (3 percent).  Work is expected to be completed Dc. 31, 2018.  Fiscal 2018 research, development, test and evaluation funds in the amount of $825,000 will be obligated at the time of award.  No funds will expire at the end of the current fiscal year.  This contract was competitively procured under Office of Naval Research Broad Agency Announcement (BAA) 12-001 Long Range BAA for Navy and Marine Corps Science and Technology.  Since proposals will be received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown.  The Office of Naval Research, Arlington, Virginia, is the contracting activity.

ARMY

Raytheon/Lockheed Martin Javelin JV, Tucson, Arizona, was awarded a $94,886,553 modification (PZ0095) to foreign military sales (France, Taiwan, Jordan, Qatar, Turkey, and Lithuania) contract W31P4Q-13-C-0129 for Javelin weapon system deliverables including rounds, command launch units, and battery coolant unit spares. Work will be performed in Tucson, Arizona, with an estimated completion date of Aug. 31, 2020. Fiscal 2018 other procurement (Army) funds in the amount of $94,886,553 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Bethel Federal-UNIT JV,* Anchorage, Alaska, was awarded a $33,156,000 firm-fixed-price contract to construct an F-35A hangar and squadron operations, Aircraft Maintenance Unit Squad No. 2 at Eielson Air Force Base, Alaska. Bids were solicited via the Internet with four received. Work will be performed in Eielson Air Force Base, Alaska, with an estimated completion date of Nov. 1, 2019. Fiscal 2017 military construction funds in the amount of $33,156,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Anchorage, Alaska, is the contracting activity (W911KB-18-C-0009).

Phylway Construction LLC,* Thibodaux, Louisiana, was awarded an $11,844,750 firm-fixed-price contract for Gulf Intracoastal Waterway, Calcasieu Lock 2017, south chamber guidewall replacement. Bids were solicited via the Internet with three received. Work will be performed in Calcasieu Parish, Louisiana, with an estimated completion date of July 31, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $11,844,750 were obligated at the time of the award. U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-18-C-0007).

AIR FORCE

AECOM Technical Services Inc., Los Angeles, California (FA8903-18-D-0003); Burns & McDonnell Engineering Co. Inc., Kansas City, Missouri (FA8903-18-D-0005); Tetra Tech Inc., Collinsville, Illinois (FA8903-18-D-0012); and Weston Solutions Inc., West Chester, Pennsylvania (FA8903-18-D-0013), have been awarded a combined, not-to-exceed $49,000,000 indefinite-delivery/indefinite-quantity contract to provide architect-engineer services for Department of Defense petroleum, oil, and lubricant facilities. Work will be performed in a variety of locations around the world, as determined by individual task orders. Work is expected to be complete by Feb. 28, 2023. This award is the result of a competitive acquisition and 21 offers were received.  Thirteen total awards were made. Defense Logistics Agency working capital funds will be obligated on individual task orders. The 772nd Enterprise Sourcing Squadron, Air Force Installation Contracting Agency, Joint Base San Antonio, Texas, is the contracting activity.

Raytheon Co., Baltimore, Maryland, has been awarded a $30,000,000 ceiling increase modification (P00003) to previously awarded contract FA8220-17-D-0001 for T-38A/B, C-17, C-5, & A-10 . Automatic Dependent Surveillance – Broadcast. This modification provides the means for compliance with the Federal Aviation Administration Automatic Dependent Surveillance – Broadcast mandate.  Work will be performed in Baltimore, Maryland, Largo, Florida, and Indianapolis, Indiana.  Work is expected to be complete by May 16, 2023. No funds are being obligated at the time of award. Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity.

Millennium Engineering and Integration Co., Arlington, Virginia, has been awarded a $9,951,573 cost-plus-fixed-fee task order for Vulcan launch systems and Next Generation Launcher launch systems new entrant certification support.  This task order provides for systems engineering and integration services for the government during certification of the Vulcan and Next Generation Launcher systems. Work will be performed in Decatur, Alabama; Chandler, Arizona; Los Angeles Air Force Base, California; Vandenberg Air Force Base, California; Centennial, Colorado; Cape Canaveral Air Force Station, Florida; Bacchus, Utah; Promontory, Utah; and Kent, Washington.  Work is expected to be complete by Feb. 21, 2019. This award is the result of a competitive acquisition and six offers were received. Fiscal 2018 procurement funds in the amount of $9,951,573 are being obligated at the time of award. Space and Missile Systems Center Launch Systems Enterprise Directorate Contracting, Los Angeles Air Force Base, California, is the contracting activity (FA8811-17-F-4001).

National Aerospace Solutions LLC, Arnold Air Force Base, Tennessee, has been awarded a $8,074,014 modification (P00041) to previously awarded contract FA9101-15-C-0500 for test operations and sustainment. This modification provides for test operations, technology development, equipment and facility sustainment, capital improvements and support services for Arnold Engineering Development Complex (AEDC), and brings the total cumulative face value of the contract to approximately $426,700,000.  Work will be performed at AEDC, Arnold Air Force Base, Tennessee, and is expected to be complete by June 30, 2018.  Air Force Test Center, Arnold Air Force Base, Tennessee, is the contracting activity.
