DEFENSE INFORMATION SYSTEMS AGENCY

L-3 Communications Integrated Systems L.P., Greenville, Texas, was awarded a non-competitive firm-fixed-price contract to provide senior leaders and their support staff with high throughput military Ka-band communications while traveling via aircraft. The face value of this action is $5,781,475 funded by fiscal 2018 operations and maintenance funding. The total cumulative face value of the contract is $240,000,000. Performance will primarily be in California and Washington.  Proposals were solicited via electronic means, and one proposal was received.  The synopsis/notice of intent was posted on June 15, 2018 on the Federal Business Opportunities (FedBizOpps) webpage. The period of performance is Aug. 17, 2018 through Sept. 30, 2018, with six 12-month option periods.  The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC101318C0002). DEFENSE LOGISTICS AGENCY

The Boeing Co., St. Louis, Missouri, has been awarded a maximum $217,033,045 undefinitized contractual action delivery order (SPRPA1-18-F-0LB5) against a five-year base contract (SPRPA1-14-D-002U) with one five-year option period for F/A-18 aircraft spare parts. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. Location of performance is Missouri, with a Dec. 30, 2022, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2018 through fiscal 2023 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

General Dynamics Land Systems Inc., Sterling Heights, Michigan, has been awarded a maximum $20,257,520 firm-fixed-price contract for hull mission processor unit containers. This is a three-year supply contract to purchase 181 units with the option to purchase 181 additional units. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. Location of performance is Michigan, with a Nov. 24, 2020, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-C-0295).

NAVY

The Boeing Co., St. Louis, Missouri, is awarded a $152,485,214 cost-plus-incentive-fee contract to design, development, integrate and test the Infrared Search and Track System (IRST) Block II, Phase II engineering change as a replacement to the IRST Block I system in support of the F/A-18E/F aircraft.  Work will be performed in Orlando, Florida (86 percent); and St. Louis, Missouri (14 percent), and is expected to be completed in December 2021.  Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $13,000,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1022).

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $26,127,742 cost-plus-incentive-fee, cost-plus-fixed-fee order (N0001918F2038) against a previously issued basic ordering agreement (N00019-14-G-0020).  This order provides for non-recurring engineering activities associated with the F-35 Autonomic Logistics Information System (ALIS) Security Architecture Phase III design, development, integration and test of the ALIS Sovereign Data Management (SDM) system in support of the Air Force, Marine Corps, Navy and F-35 international partners.  This effort provides F-35 international partners the capability to review and block messages to prevent sovereign data loss.  Additionally, the effort includes studies and recommendations to improve the security architecture of ALIS.  Work will be performed in Fort Worth, Texas (53 percent); and Orlando, Florida (47 percent), and is expected to be completed in June 2020.  Fiscal 2017 and 2018 research, development, test and evaluation (Air Force, Marine Corps and Navy); and international partner funds in the amount of $26,127,742 will be obligated at time of award, $6,912,067 of which will expire at the end of the fiscal year.  This order combines purchases for the Air Force ($10,769,545; 41 percent); Marine Corps ($7,895,656; 30 percent); Navy ($1,988,809; 8 percent), and international partners ($5,473,732; 21 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

M&M Manufacturing LLC, Lajas, Puerto Rico, is awarded $10,384,670 for modification P00006 to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (M67854-17-D-1217) for the production and delivery of the Marine Corps Pack System and Pack Components.  This modification increases the maximum ceiling of the base contract to $35,895,531.  Work will be performed in Lajas, Puerto Rico, and is expected to be complete by Sept. 14, 2022.  No funds will be obligated at the time of award and funds will be obligated on future delivery orders.  This modification was not competitively procured.  The statutory authority permitting use of other than full and open competition is Title 10 U.S. Code 2304 (c)(1),(d)(1)(B) as implemented by Federal Acquisition Regulation 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity.

Science Applications International Corp. (SAIC), Reston, Virginia, is being awarded a $7,137,580 cost-plus-fixed-fee modification to previously awarded contract N00024-14-C-6301 to exercise an option for the Mine Warfare and Environmental Decision Aids Library program. This option exercise is for the Mine Warfare and Environmental Decision Aids Library (MEDAL), which provides mine warfare situational awareness, mission planning, evaluation and asset management software to support existing and emerging mine warfare missions, users and systems. Work will be performed in McLean, Virginia (94 percent); Charleston, South Carolina (3 percent); Los Angeles, California (2 percent); and Hampton, Virginia (1 percent), and is expected to be completed by September 2019. Fiscal 2018 other procurement (Navy) and fiscal 2018 research, development, test and evaluation (Navy) funding in the amount of $917,618 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

ARMY

Six3 Intelligence Solutions Inc./CACI, McLean, Virginia, was awarded a $125,807,584 modification (P00021) to contract W911W4-16-C-0006 for intelligence support services to the U.S. Forces-Afghanistan and Resolute Support director of intelligence. Work will be performed in Kabul, Afghanistan, with an estimated completion date of Feb. 28, 2020. Fiscal 2018 operations and maintenance Army funds in the amount of $23,577,527 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

Oklahoma Department of Rehabilitation Services, Oklahoma City, Oklahoma, was awarded a $10,000,000 modification (P00010) to contract W9124L-16-D-0001 for full food service. Work locations and funding will be determined with each order, with an estimated completion date of March 31, 2019. U.S. Army Mission and Installation Contracting Command, Fort Sill, Oklahoma, is the contracting activity.

AIR FORCE

ForcePoint Federal LLC, Herndon, Virginia, has been awarded a $9,053,370 indefinite-delivery/indefinite-quantity contract. This contract provides for user activity monitoring capability to detect, deter, and mitigate the insider threat on a classified network.  Work will be performed in Herndon, Virginia; and San Antonio, Texas, and is expected to be complete by Aug. 16, 2021.  This award is the result of a sole-source acquisition.  Fiscal 2018 operations and maintenance funds in the amount of $1,269,366.30 are being obligated at the time of award.  The Secretary of the Air Force, Concepts, Development, and Management Office, Pentagon, Washington, District of Columbia, is the contracting activity (FA7146-18-D-0393).
