Ahtna-CDM JV *, Irvine, California (N62473-19-D-1220); Speedway Orion JV *, Vista, California (N62473-19-D-1221); Gideon Contracting, LLC *, Port Hueneme, California (N62473-19-D-1222); Durable Good-Men JV *, Fresno, California (N62473-19-D-1223); Fed Con – VC JV *, Ojai, California (N62473-19-D-1224); and Teehee Engineering Inc. *, Carlsbad, California (N62473-19-D-1225), are each awarded an indefinite-delivery/indefinite-quantity multiple award construction contract for new construction, renovation, and repair of general building construction projects at various government installations located in California, Arizona, Nevada, Utah, Colorado, and New Mexico.  The maximum dollar value including the base period and one option period for all five contracts combined is $249,000,000.  The work to be performed provides for new construction, renovation, and repair within the North American Industry Classification System code 236220, primarily by design-build or secondarily by design-bid-build, of general building construction projects.  The work to be performed provides for the design, construction, supervision, equipment, material, labor and all means necessary for new construction, renovation, and repair of general building construction projects at various government installations.  These six contractors may compete for task orders under the terms and conditions of the awarded contract.  No task orders are being issued at this time.  All work on these contracts will be performed at various government installations located in California (80 percent), Arizona (16 percent), Nevada (1 percent), Utah (1 percent), Colorado (1 percent), and New Mexico (1 percent).  The terms of the contracts are not to exceed 60 months, with an expected completion date of June 2024.  Fiscal 2019 operations and maintenance, Navy (O&M, N) contract funds in the amount of $30,000 are obligated on this award and will expire at the end of the current fiscal year.  Each company will be awarded $5,000 to satisfy the guaranteed minimum.  Future task orders will be primarily funded by military construction (Navy); operations and maintenance (Navy and Marine Corps); and Navy working capital funds.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 43 proposals received.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

Heffler Contracting Group *, El Cajon, California, is awarded a maximum amount $49,000,000 indefinite-delivery/indefinite-quantity contract for plumbing, heating, and air-conditioning alterations, renovations, and repair projects at Naval Bases Coronado, Point Loma, and San Diego, and Marine Corps Air Station Miramar.  Projects will be primarily design-bid-build (fully designed) task orders or task order with minimal design effort (e.g. shop drawings).  Projects may include, but are not limited to, alterations, repairs, and construction of plumbing, heating, and air-conditioning system installation projects.  Work will be performed in San Diego, California.  The term of the contract is not to exceed 60 months with an expected completion date of June 2024.  Fiscal 2019 operation and maintenance (Navy) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by operation and maintenance (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with six proposals received.  The Naval Facilities Engineering Command Southwest, San Diego, California, is the contracting activity (N62473-19-D-2627).

The Boeing Co., Seattle, Washington, is awarded $40,620,354 for modification P00143 to a previously awarded firm-fixed-price contract (N00019-14-C-0067).  This modification procures 13 mechanisms to be provided as ancillary equipment for U. S. Navy P-8A aircraft and two forward mechanisms to be provided as ancillary equipment for the P-8A trainers.  Work will be performed in Seattle, Washington (90 percent) and Dallas, Texas (10 percent), and is expected to be completed in November 2022.  Fiscal 2017 and 2018 aircraft procurement (Navy) funds in the amount of $40,620,354 will be obligated at time of award, $1,486,752 of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

J. Davis Construction Management Inc. *, Oxnard, California, is awarded with a maximum of $30,000,000 indefinite-delivery/indefinite-quantity contract for new work, additions, alterations, maintenance, and repairs of roofing systems at Naval Base Ventura County.  Projects will be primarily design-bid-build (fully designed) task orders or task order with minimal design effort (e.g. shop drawings).  Projects may include, but are not limited to, new work, additions, alterations, maintenance, and repairs of roofing systems projects.  Work will be performed in Port Huenemem California (50 percent) and Point Mugu, California (50 percent).  The term of the contract is not to exceed 60 months with an expected completion date of June 2024.  Fiscal 2019 operation and maintenance (Navy) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year.  Future task orders will be primarily funded by operation and maintenance (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with eight proposals received.  The Naval Facilities Engineering Command Southwest, San Diego, California, is the contracting activity (N62473-19-D-2620).

Transphorm, Inc.*, Goleta, California, is awarded $15,869,322 for modification P00002 to a previously awarded cost-plus-fixed-price contract (N68335-19-C-0107) to exercise an option.  This option modification procures the continued services and materials necessary to conduct research and development for the United States based dedicated production source of Gallium Nitride Epitaxy for high performance Radio Frequency and Millimeter Wave Electronics.  Work will be performed in Goleta, California, and is expected to be completed in June 2022.  Fiscal 2019 research, development, test and evaluation (Department of Defense) funds in the amount of $10,000,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

ARMY

Trumbull Corp. & Brayman Construction Corp. Joint Venture, Pittsburgh, Pennsylvania, was awarded an $89,066,531 modification (P00008) to contract W911WN-15-C-0009 for construction of the Charleroi Locks and Dam, River Chamber completion.  Work will be performed in Monessen, Pennsylvania, with an estimated completion date of Sept. 25, 2023. Fiscal 2019 civil construction funds in the amount of $89,066,531 were obligated at the time of the award.  U.S. Army Corps of Engineers, Pittsburgh, Pennsylvania, is the contracting activity.

AIR FORCE

The Raytheon Co., Aberdeen Proving Grounds, Maryland, has been awarded a $14,983,835 firm-fixed-price modification (P00001) previously awarded contract FA8634-19-C-2700 to exercise two options.  This modification provides for the retrofitting the F-15 fleet with Mode 5 capable Identify Friend or Foe units, including 196 F-15C/D APX-114, and 196 F-15 C/D APX-119 retrofit units, which provide National Security Agency approved cryptography and robust anti-jam interrogation and reply encryption capabilities.  Work will be performed at Aberdeen Proving Ground, Maryland, and Largo, Florida, and is expected to be complete by December 2021.  Fiscal year 2019 procurement funds in the full amount are being obligated at the time of award.  This modification brings the total cumulative face value of the contract to $36,170,547. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio is the contracting activity.

DEFENSE LOGISTICS AGENCY

Camel Manufacturing Co., Pioneer, Tennessee, has been awarded a maximum $10,222,198 firm-fixed-priced, indefinite-delivery/indefinite-quantity contract for manufacturing and delivery of the expandable tent frame and components.  This was a competitive acquisition with two responses received.  This is a one-year base contract with four one-year option periods.  Location of performance is Tennessee, with a June 4, 2020, performance completion date.  Using military services are Army, Navy, Air Force, and Marine Corps.  Type of appropriation is fiscal 2019 through 2020 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-19-D-1169).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Systems & Technology Research, LLC*, Woburn, Massachusetts, has been awarded a $7,043,368 cost-plus-fixed-fee modification (P00007) to previously awarded contract HR001118C0004 for a research project for undersea sensing systems.  The modification brings the total cumulative face value of the contract to $19,273,602 from $12,230,234.  Work will be performed in Woburn, Massachusetts (8%); Arlington, Virginia (8%); Groton, Connecticut (81%), Middletown, Rhode Island (1%); and Seattle, Washington (2%) with an estimated completion date of March 2020.  Fiscal 2019 research and development funds in the amount of $7,043,368 are being obligated at time of award.  The Defense Advanced Research Projects Agency (DARPA), Arlington, Virginia, is the contracting activity.
