AIR FORCE

Georgia Tech Applied Research Corp. (GTARC), Atlanta, Georgia, has been awarded a ceiling $998,000,000 indefinite-delivery/indefinite-quantity contract for Defense Research, Engineering, Science and Technology Development II.  This contract provides for the continued acquisition of essential engineering, and research and development capability by GTARC.  Work will primarily be performed in Atlanta, Georgia, and is expected to be completed by February 2032.  This award is the result of a sole-source acquisition.  Fiscal 2020 research, development, test and evaluation funds in the amount of $12,199 are obligated at the time of award on the same day delivery order. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8730-21-D-0001).

Lockheed Martin Missiles and Fire Control, Orlando, Florida, has been awarded a $428,406,732 firm-fixed-price contract, for 400 Lot 19 Joint Air-to-Surface Standoff Missile – Extended Range missiles with containers, training and production preparation, tooling and test equipment and hardware spares.  Work will be performed in Orlando, Florida, and is expected to be completed July 31, 2025.  This award is the result of a sole-source acquisition. Fiscal 2021 missile procurement funds in the full amount are being obligated at the time of award.  Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8682-21-C-0001).

Lockheed Martin, Orlando, Florida, has been awarded a $414,251,844 firm-fixed-price contract, for 137 Lots 4 and 5 Long Range Anti-Ship Missiles, tooling and test equipment.  Work will be performed in Orlando, Florida; and Troy, Alabama, and is expected to be completed March 21, 2025.  This contract involves Foreign Military Sales (FMS) and is the result of a sole-source acquisition.  Fiscal 2020 Navy weapon procurement funds in the amount of $56,173,414; fiscal 2021 Navy weapon procurement funds in the amount of $125,782,310; fiscal 2021 Air Force missile procurement funds in the amount of $17,707,234; fiscal 2021 Office of the Secretary of Defense, Strategic Capabilities Office research, development, test and evaluation funds in the amount of $5,850,340; and FMS funds in the amount of $208,738,546, are being obligated at the time of award.  Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8682-21-C-0004).

Safran Data Systems, Norcross, Georgia, has been awarded a $45,200,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for intrusion detection system supplies and ancillary services.  The contractor will furnish all personnel, equipment, labor, tools, materials and other items necessary to provide recorders, parts, technical engineering support, upgrades and the ability to refurbish or repair for the sustainment of airborne data recorders and ground data recorders for the Air Force Test Center at Edwards Air Force Base, California; Eglin AFB, Florida; and other Department of Defense and National Aeronautics and Space Administration activities in the continental U.S.  Work is expected to be completed Feb. 11, 2026.  Fiscal 2021 research, development, test and evaluation funds in the amount of $350,239 are being obligated at the time of award.  Air Force Test Center, Edwards AFB, California, is the contracting activity (FA9302-21-D-0005).

NAVY

Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $29,498,008 cost-plus-fixed-fee modification (P00004) to previously awarded contract N00019-19-C-0083.  This modification adds scope for the development, test, delivery and integration of military code capable Global Positioning System receivers to be integrated into the recertified Tomahawk All-Up-Round for the Navy.  Work will be performed in El Segundo, California (50%); Tucson, Arizona (45%); and Nashville, Tennessee (5%), and is expected to be completed in August 2023.  Fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $9,654,124; and fiscal 2020 research, development, test and evaluation (Navy) funds in the amount of $1,758,642, will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Raytheon Co., Intelligence, Information and Services, Indianapolis, Indiana, is awarded a $14,921,191 modification (P00014) to previously awarded cost reimbursable, cost-plus-fixed-fee order N00421-19-F-0531 issued under basic ordering agreement N00019-15-G-0003.  This modification increases the scope and provides updates to the CV-22 mission planning system to support the suite of integrated radio frequency countermeasures.  Additionally, this modification provides capability defect package problem reports in support of the V-22 software support activity.  Work will be performed in Indianapolis, Indiana, and is expected to be completed in September 2022.  Fiscal 2020 procurement (defense wide) funds in the amount of $758,908 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center, Aircraft Division, Patuxent River, Maryland, is the contracting activity.

ARMY

General Dynamics Land Systems Inc., Sterling Heights, Michigan, was awarded a $16,582,968 modification (P00128) to contract W56HZV-17-C-0067 for engineering efforts to develop a conversion approach for one M1A2S tank and one M1A2K tank provided by the government to be converted into two M1A2T tanks.  Work will be performed in Sterling Heights, Michigan, with an estimated completion date of June 30, 2022.  Fiscal 2020 Foreign Military Sales funds in the amount of $16,582,968 were obligated at the time of the award.  U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.

Simatech Inc., Huntsville, Alabama, was awarded a $9,299,848 time-and-materials contract for technical support for the Unmanned Aircraft Systems Project Manager’s Office.  Bids were solicited via the internet with 11 received.  Work will be performed in Huntsville, Alabama, with an estimated completion date of Feb. 21, 2022.  Fiscal 2021 and 2022 aircraft procurement (Army) funds; and 2021operation and maintenance (Army) funds in the amount of $9,299,848, were obligated at the time of the award.  U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-15-A-0028).

Julius Kaaz Construction Co. Inc., Leavenworth, Kansas, was awarded an $8,544,534 firm-fixed-price contract for various concrete repairs and modernization for Fort Leavenworth, Kansas.  Bids were solicited via the internet with six received.  Work locations and funding will be determined with each order, with an estimated completion date of Mar. 28, 2024.  U.S. Army Field Directorate Office, Fort Eustis, Virginia, is the contracting activity (W91QF4-21-D-0001).

U.S. TRANSPORTATION COMMAND

The U.S. Transportation Command awarded a firm-fixed-price contract (HTC711-21-DR008) in the amount of $15,408,182 with Virginia International Terminals LLC.  The contract’s performance consists of stevedoring and related terminal services at the Ports of Virginia.  Specifically, work will be performed at Norfolk International Terminals; Hampton Roads Harbor; Portsmouth Marine Terminal; and Newport News Marine Terminal.  The contract period of performance is from Feb. 21, 2021, to Feb. 20, 2026.  Fiscal 2021 transportation working capital funds will be obligated at task order award.  The U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity. DEFENSE LOGISTICS AGENCY

Sikorsky, Stratford, Connecticut, has been awarded a maximum $8,591,645 firm-fixed-price delivery order (SPRPA1-21-F-C10U) against five-year basic ordering agreement SPRPA1-17-G-C101 for H-53 retractable landing gear.  This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1.  This is a three-year contract with no option periods.  Location of performance is Connecticut, with a June 11, 2023, performance completion date.  Using military service is Navy.  Type of appropriation is fiscal 2021 Navy working capital funds.  The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.
