DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

NAVY

Philadelphia Gear Corp., King of Prussia, Pennsylvania, is being awarded a firm-fixed-price contract for non-recurring engineering of main reduction gears for DDG 51 Arleigh Burke class guided missile destroyers. This contract includes options which, if exercised, would bring the cumulative value of this contract to $1,040,688,650. Work will be performed in Santa Fe Springs, California (79.2 percent); Kansas City, Missouri (7.2 percent); St. Augustine, Florida (3.6 percent); Latrobe, Pennsylvania (2.1 percent); Erie, Pennsylvania (1.1 percent); and other locations of less than one percent each (6.8 percent), and is expected to be completed by February 2017. This contract was competitively procured via the Federal Business Opportunities website, with two offers received. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-16-C-4202).

Huntington Ingalls Industries Newport News Shipbuilding, Newport News, Virginia, was awarded a $14,541,714 modification to previously awarded contract N00024-15-C-4301 for the exercise of an option for new work, including the planning for new work, arising from changes to the availability work package for the submarine USS Columbus (SSN 762) engineering overhaul.  Work will be performed in Newport News, Virginia, and is expected to be completed by May 2019.  Fiscal 2016 operation and maintenance (Navy) funding in the amount of $500,000 will be obligated at time of award and will expire at the end of the current fiscal year. The Supervisor of Shipbuilding, Conversion and Repair, Newport News, Virginia, is the contracting activity.

General Dynamics Information Technology Inc., Fairfax, Virginia, is being awarded a $14,269,353 option year under a previously awarded indefinite-delivery/indefinite-quantity, cost-reimbursement type contract (N66001-12-D-0060) for support of technology insertion; software and systems engineering; modeling and simulation; system level and systems integration testing; and integrated logistics in support of communications, information technology, and other command, control, communications, computers, and intelligence efforts.  Work will be performed in San Diego, California (85 percent); and Fairfax, Virginia (15 percent), and work is expected to be completed Feb. 11, 2017. No funds will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  Funding will be obligated via task orders as they are issued using operations and maintenance (Navy); and research, development, test and evaluation funds. This contract was competitively procured via request for proposal N66001-11-R-0026 published on the Federal Business Opportunities website and the Space and Naval Warfare Systems Command e-Commerce Central website. This contract is part of a multiple award contract under which two awardees will compete for task periods during the ordering period.  Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity.

The Cameron Bell Corp., doing business as Gov Solutions Group,* Daniel Island, South Carolina, is being awarded a $13,199,621 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for project management and technical support services to develop and sustain the Space and Naval Warfare Systems Center Pacific (SSC Pacific) Navy Enterprise Resource Planning and Business Intelligence Reporting Analysis Systems.  This three-year contract includes one two-year option period which, if exercised, would bring the potential value of this contract to $22,066,430.  Work will be performed on-site primarily in the San Diego, California, region (90 percent); and occasionally at SSC Pacific detachments and other Space and Naval Warfare Systems Command (SPAWAR) locations such as Charleston, South Carolina; and New Orleans, Louisiana (10 percent).  Work is expected to be completed Feb. 11, 2019.  No funds will be obligated at the time of award.  Funding will be obligated via task orders as they are issued using operations and maintenance (Navy) funds.   This contract was competitively procured via 100 percent small business set-aside solicitation via publication on the Federal Business Opportunities website and the SPAWAR e-Commerce Central website, with three offers received and one was selected for award. Space and Naval Warfare Systems Center Pacific, San Diego, California, is the contracting activity (N66001-16-D-0055).

Science Applications International Corp. Bristol General Contractors LLC,* Anchorage, Alaska, is being awarded $9,340,395 for firm-fixed-price task order 0002 under a previously awarded, multiple award construction contract (N62473-15-D-2404) for the repair of Bachelors Enlisted Quarters Building 620597 at Marine Corps Base, Camp Pendleton.  This project will repair and replace damaged materials and systems to include plumbing, mechanical, roofing, electrical, interior finishes, and renovate the billeting rooms, restrooms, office areas, and laundry rooms.  The task order also contains two unexercised options and a planned modification, which if exercised, would increase cumulative task order value to $11,321,219.  Work will be performed in Oceanside, California, and is expected to be completed by August 2017.  Fiscal 2016 operation and maintenance (Marine Corps) contract funds in the amount of $9,340,395 are obligated on this award and will expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

Northrop Grumman Corp., Bethpage, New York, is being awarded $9,272,555 for ceiling-priced delivery order 7492 under previously awarded basic ordering agreement N00383-12-G-034G for eight line items of repair for the Advanced Electronic Attack System used in support of the EA-18G aircraft.  Work will be performed in Baltimore, Maryland (58 percent); Crane, Indiana (25 percent); and Bethpage, New York (17 percent).  Work is expected to be completed by February 2017.  Working capital funds (Navy) in the amount of $4,543,552 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was a sole-source pursuant to the authority set forth in 10 U.S. Code 2304(c)(1) and Federal Acquisition Regulation 6.320-1.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

ManTech Systems Engineering Corp., Fairfax, Virginia, is being awarded a $9,080,803 modification to a previously awarded contract (N00024-14-C-4110) to for the accomplishment of the uninterrupted enterprise support to the Navy Ship Maintenance and Logistics Support Information Systems Program. ManTech Systems Engineering Corp. will provide expert engineering support in the areas of information technology life cycle planning, operations and sustainment, documentation, program management, application technical refresh, testing, training, and deployment. Work will be performed in Norfolk, Virginia (55 percent); Mechanicsburg, Pennsylvania (10 percent); Rocket Center, West Virginia (9.1 percent); Kittery, Maine (7.1 percent); Washington, District of Columbia (6 percent); San Diego, California (5 percent); Fairfield, California (2 percent); Mayport, Florida (2 percent); Indian Head, Maryland (1 percent); and other locations less than one percent (2.8 percent total), and is expected to be completed by May 2016.  Fiscal 2016 operations and maintenance (Navy); and fiscal 2016 working capital fund (Navy) funding in the amount of $6,464,842 will be obligated at time of award.  Contract funds in the amount of $5,735,012 will expire at the end of the current fiscal year.  The Naval Sea Logistics Center, Mechanicsburg, Pennsylvania, is the contracting activity.

AIR FORCE

Raytheon Missile Co., Tucson, Arizona, has been awarded a $27,194,893 modification (P00022) to previously awarded contract FA8675-15-C-0022 to provide life of type buys and obsolescence components under the Advanced Medium Range Air-to-Air Missile (AMRAAM) Lots 28-30 production. Work will be performed at Tucson, Arizona, and is expected to be complete by Jan. 31, 2017. This contract involves foreign military sales. Fiscal 2016 procurement funds in the amount of $18,506,295 are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

Block Mems LLC, Marlborough, Massachusetts, has been awarded a $9,408,808 cost-plus-fixed-fee contract for research and development. Contractor will develop a portable system for real-time standoff detection and identification of trace chemical residues on surfaces using active infrared spectroscopy at a 30-meter range. Work will be performed at Marlborough, Massachusetts, and is expected to be complete by Oct. 16, 2020. This award is the result of a competitive acquisition, with 17 offers received. Fiscal 2015 research, development, test and evaluation funds in the amount of $2,837,286 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-16-C-9106).

ARMY

ASM Research, Fairfax, Virginia, was awarded a $20,000,000 modification (P00009) to contract W91WAW-12-D-0010 to continue Army Training Requirements and Resources System services, with an estimated completion date of Feb. 13, 2017.  Funding and work location will be determined with each order.  Army Contracting Command, Ft. Knox, Kentucky, is the contracting activity.

MISSILE DEFENSE AGENCY

Raytheon Missile Systems, Tucson, Arizona, has been awarded a $17,159,513 modification under contract HQ0276-10-C-0005 establishing a cost-plus-incentive-fee contract line item number and a cost-type contract line item number to continue efforts for design and test of common hardware/software capability to be integrated into the Standard Missile-3 Block IIA. The modification brings the total cumulative face value of the contract to $1,647,330,029 from $1,630,170,516.  Work will be performed in Tucson, Arizona, with an expected Phase I completion date of Nov. 30, 2016. Fiscal 2016 research, development, test and evaluation funds in the amount of $3,200,000 will be obligated at the time of award. The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.

DEFENSE FINANCE AND ACCOUNTING SERVICE

CACI Inc. Federal, Chantilly, Virginia, has been awarded a not-to-exceed $10,008,638 modification (P00003) to previously awarded contract HQ0423-15-F-5001 for comptroller mission systems support for the Office of the Under Secretary of Defense (Comptroller).  This modification exercises Option Year 1 with a period of performance of Feb. 16, 2016, through Feb. 15, 2017.  The modification brings the total cumulative face value of the contract to $17,600,717 from $7,592,078.   Work will be performed at the Pentagon, and in remote locations within the National Capital Region.  Department of Defense operations and maintenance funds in the amount of $10,008,638 are being obligated at time of award. The Defense Finance and Accounting Service in Columbus, Ohio, is the contracting activity.
