DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

AIR FORCE

Veterans Construction Coalition, Norfolk, Virginia, has been awarded a not-to-exceed $76,500,000 indefinite-delivery/indefinite-quantity contract for design-build and design-bid-build construction projects. The contractor will provide broad range of maintenance, repair, alteration and new construction work on various real property facilities. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Dec. 12, 2021. This award is the result of a competitive acquisition. Fiscal 2018 operations and maintenance funds in the amount of $50,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8601-18-D-0012).

Northrop Grumman Systems Corp., McLean, Virginia, been awarded a $23,608,513 cost-plus-fixed-fee contract for research and development of the precise reference sensing for collaborative electronic warfare program.  The purpose of the will be to perform on-site positioning, navigation and timing technology development; prototyping; integration; and modeling, simulation, wargaming and analysis. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by June 29, 2023.  This award is the result of a competitive acquisition. Fiscal 2017 research and development funds in the amount of $777,628, and fiscal 2018 research and development funds in the amount of $100,000 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-18-C-1020).

Zel Technologies LLC, Hampton, Virginia, has been awarded a $20,000,000 firm-fixed-price, with a cost-reimbursable line item, indefinite-delivery/indefinite-quantity contract for radiochemistry laboratory support, program management, simulation and modeling support, and nuclear physics/engineering subject matter expertise.  This contract provides for radiation safety services, radiochemistry laboratory services, simulation, modeling and system integration, expert panel and subject matter expertise, and research and development services.  Work will be performed at Patrick Air Force Base, Florida; and Melbourne, Florida, and is expected to be completed by May 31, 2023. Fiscal 2018 operations and maintenance funding in the amount of $636,639 is being obligated at the time of award.  Headquarters Air Combat Command, Patrick Air Force Base, Florida, is the contracting activity (FA7022-18-D-0002). Alutiiq Commercial Enterprises LLC, Tinker Air Force Base, Oklahoma, has been awarded a $13,615,429 modification (P00053) to contract FA8101-16-C-0006 for continuation of civil-engineer services-operations management.  This contract modification provides civil engineering operation services beginning Aug. 1, 2018.  Work will be performed at Tinker Air Force Base, Oklahoma, and is expected to be completed by July 31, 2019.  Fiscal 2016 operations and maintenance; and defense working capital funds in the amount of $3,822,927 are being obligated at time of award. Total cumulative face value of the contract is $248,398,108.  Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

Breeze‐Eastern Corp., Whippany, New Jersey, has been awarded a $12,775,468 firm‐fixed‐price contract for depot-level repair/overhaul of the rescue hoist and control box. This requirement is recurring within 638th Supply Chain Management Group, Air Force Materiel Command. Work will be performed at Breeze-Eastern Corp., Whippany, New Jersey, and is expected to be completed by July 1, 2023. This award is the result of a sole‐source acquisition. No working capital funds will be obligated at contract award. Robins Air force Base, Georgia, is the contracting activity (FA8524‐18‐D‐0002).

Battelle Memorial Institute, Columbus, Ohio, has been awarded a $9,500,000 cost-plus-fixed-fee, with firm-fixed-price and cost-reimbursable line items, indefinite-delivery/indefinite-quantity contract for computational and experimental chemistry, and computer modeling support. This contract provides for scientific and technical research and development in computational and experimental chemistry, and computer modeling to include ChemCAD modeling of a wide variety of materials, atmospheric chemistry modeling, computational chemistry for determining reaction rates for key chemical reactions, and atmospheric emissions pollution modeling.  Work will be performed in Columbus, Ohio, and is expected to be completed by Nov. 30, 2021.  Fiscal 2017 operations and maintenance funding in the amount of $69,853 are being obligated at the time of award.  Headquarters Air Combat Command, Patrick Air Force Base, Florida, is the contracting activity (FA7022-17-D-0008). Peraton Inc., Herndon, Virginia, has been awarded an $8,246,928 firm-fixed-price incentive modification (P00016) to contract FA8823-14-C-0003 for Eastern Range Command Destruct Modernization. The contract modification is for developmental test and evaluation scheduling. Work will be performed at Patrick Air Force Base, Florida, and is expected to be completed April 25, 2022. Fiscal 2017 procurement funds are being obligated at the time of award. Total cumulative face value of the contract is $50,412,237. Range and Network Contracting Division, Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.

CORRECTION:  The modification (P00008) to contract FA8682-16-C-0004awarded to Raytheon Missile Systems, on June 29, 2018 for Lot 11 Miniature Air Launched Decoy Jammer vehicles and support equipment was awarded with the incorrect funding type.  The correct funding is fiscal 2018 procurement funds.  All other contract information is correct.

NAVY 

Performance Aircraft Services Inc., Grapevine, Texas, is awarded a $57,076,912 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the removal and replacement of sealant on fuel cells and aircraft surfaces, as well as on the internal surface of wing fuel tanks for up to 16 E-6B aircraft.  In addition, this contract provides for the application of upgraded fuel cell sealant to achieve weight savings.  Work will be performed in Waco, Texas (75 percent); and Oklahoma City, Oklahoma (25 percent), and is expected to be completed in May 2023.  No funds are being obligated at time of award; funds will be obligated on individual task orders as they are issued.  This contract was not competitively procured pursuant to U.S. Code 2304(c)(1).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-D-0118).

Orbital Sciences Corp. Chandler, Arizona, is awarded $52,880,606 for modification P-00001 to a previously awarded firm-fixed-price, cost-plus-fixed-fee, cost contract (N00019-18-C-1047) to exercise an option for the procurement of 18 Lot 12 full rate production GQM-163A Coyote Supersonic Sea Skimming Target (SSST) base vehicles and D6AC long lead steel in support of the GQM-163A SSST for the Navy; and the governments of Japan and Israel.  Work will be performed in Chandler, Arizona (50 percent); Camden, Arkansas (37 percent); Vergennes, Vermont (6 percent); Lancaster, Pennsylvania (5 percent) and Hollister, California (2 percent), and is expected to be completed in May 2022.  Fiscal 2018 weapons procurement (Navy) funds in the amount of $49,961,065; and foreign military sales funds in the amount of $2,919,541 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

General Electric, Lynn, Massachusetts was awarded $37,025,000 for modification P00002 to performance based logistics contract (N00383-18-D-N901) for the repair, replacement, and program support of 773 F414 engine (F/A-18 E, F, and EA-18G aircraft).  Work will be performed at various General Electric locations within the U.S. (99 percent); and the Fleet Readiness Center, Jacksonville, Florida (1 percent).  Work will be completed by Sept. 30, 2018. Fiscal 2018 Navy working capital funds in the amount of $37,025,000 will be obligated at the time of award and will not expire at the end of the end of the fiscal year. One firm was solicited for this non-competitive requirement, and one offer was received in accordance with Federal Acquisition Regulation 6.302-1. Naval Supply Systems Command Weapon Systems Support, Mechanicsburg, Pennsylvania is the contracting activity.  (Awarded June 29, 2018)

Huntington Ingalls Inc., Ingalls Shipbuilding, Pascagoula, Mississippi, is awarded a $27,469,298 cost-plus-fixed-fee contract modification to a previously awarded contract (N00024-17-C-4444) for the execution of USS Fitzgerald (DDG 62) emergent repair and restoration. This effort shall provide for additional collision repairs as well as maintenance and modernization of USS Fitzgerald (DDG 62). Work will be performed in Pascagoula, Mississippi, and is expected to be completed by January 2020. Fiscal 2018 operations and maintenance (Navy); and fiscal 2017 other procurement (Navy) funding in the amount of $20,621,275 will be obligated at time of award, and $19,981,782 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity. 

ARMY

Arcadis U.S. Inc., Highlands Ranch, Colorado, was awarded a $27,000,000 firm-fixed-price contract for hazardous, toxic, radioactive, waste and military munitions clean up. Bids were solicited via the Internet with 14 received. Work locations and funding will be determined with each order, with an estimated completion date of July 1, 2023. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-18-D-0004).

General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $19,659,091 modification (00057) to contract W56HZV-17-C-0067 for Abrams systems technical support. Work will be performed in Sterling Height, Michigan, with an estimated completion date of Sept. 30, 2020. Fiscal 2018 operations and maintenance (Army) funds in the amount of $19,659,091 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.
