NAVY

American Electronic Warfare Associates Inc., California, Maryland, is awarded a $99,749,577 cost-plus-fixed-fee, cost reimbursable indefinite-delivery/indefinite-quantity contract. This contract provides engineering and technical services in support of the Naval Air Warfare Center Aircraft Division’s Battlespace Modeling and Simulation. Engineering and technical support provided includes the development and maintenance of Battlespace simulation tools, application of battlespace simulation tools to specific customer requirements, development of warfare scenarios, development and integration of battlespace entity models and behaviors, Battlespace distributed simulation, verification, validation and accreditation, and operation and maintenance customer support for delivered battlespace products. Work will be performed in Patuxent River, Maryland, and is expected to be completed in April 2024. No funds will be obligated at the time of award. Funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposal; one offer was received. The Boeing Co., Seattle, Washington, is awarded $93,632,264 for cost-plus-fixed-fee delivery order N0001919F2963 against a previously issued basic ordering agreement (N00019-16-G-0001). This order provides for the manufacture, test, installation, integration, and qualification of up to eight Wideband Satellite Communication kits in the P-8A Poseidon aircraft for the Navy. Work will be performed in Seattle, Washington (83 percent); Patuxent River, Maryland (15 percent); and St. Louis, Missouri (2 percent), and is expected to be completed in April 2024. Fiscal 2019 research, development, test and evaluation (Navy) funds in the amount of $19,118,429 are being obligated on this award, none of which will expire at the end of the current fiscal year. West Point Contractors Inc.,* San Diego, California, is awarded a maximum amount $30,000,000 indefinite-delivery/indefinite-quantity contract for commercial and institutional building construction alterations, renovations, and repair projects at Naval Air Station Lemoore. Projects will be primarily design-bid-build (fully designed) task orders or task order with minimal design effort (e.g. shop drawings). Projects may include, but are not limited to, alterations, repairs, and construction of administration buildings, maintenance/repair facilities, aircraft control towers, hangars, fire stations, office buildings, laboratories, dining facilities and related structures. Work will be performed in Lemoore, California. The term of the contract is not to exceed 60 months with an expected completion date of April 2024. Fiscal 2019 operations and maintenance (Navy) contract funds in the amount of $5,000 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by operations and maintenance (Navy). Southwest Research Institute, San Antonio, Texas, is awarded a $12,656,761 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide for the development, test, and demonstration of integrated Network Enhanced Telemetry (iNET) software reference applications. In addition, this contract provides systems integration laboratory and standards support for the maturation of the Telemetry Network System currently being developed by the iNET program from its current state through deployment of early operational capability and initial operational capability. Work will be performed in San Antonio, Texas, and is expected to be completed in April 2024. No funds will be obligated at the time of award. Funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded $9,500,000 for modification P00070 to a previously awarded fixed-price-incentive-firm contract (N00019-14-C-0050) in support of the VH-92A aircraft. This modification provides for the integration of the Mission Communications System Version 3.0 hardware changes. Work will be performed in Patuxent River, Maryland, and is expected to be completed in April 2020. Fiscal 2019 research, development, test and evaluation (Navy) funds in the amount of $6,000,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. SOLPAC Construction Inc., doing business as Soltek Pacific Construction Co., San Diego, California, is awarded $14,646,000 for firm-fixed-price task order N6247319F4495 under a previously awarded multiple award construction contract (N62473-18-D-5855) for the design and construction of the Naval Operational Support Center at Naval Air Station Lemoore. The facility will support a variety of functions including administration, conference, training, drill hall, and storage. The project includes all pertinent site improvements and site preparations, mechanical and electrical utilities, excavation and grading, foundations, roofing, telecommunications, plumbing, heating, ventilation, and air conditioning, and fire protection systems. The task order also contains five unexercised options and two planned modifications, which if exercised would increase the cumulative task order value to $17,042,000. Work will be performed in Lemoore, California, and is expected to be completed by March 2021. Fiscal 2018 military construction (Navy Reserve) contract funds in the amount of $14,646,000 are obligated on this award and will not expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

City Light & Power FTC LLC,* Greenwood Village, Colorado, has been awarded a $49,979,346 modification (P00010) to a 50-year contract (SP0600-17-C-8325) with no option periods for additional utility services for the electric distribution systems at Fort Campbell and Blue Grass Army Depot, Kentucky. This is a fixed-price with economic-price-adjustment contract. Locations of performance are Kentucky and Colorado, with a Nov. 9, 2068, performance completion date. Using military service is Army. Type of appropriation is fiscal 2019 through 2068 Army operations and maintenance funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

U.S. SPECIAL OPERATIONS COMMAND

Technology Service Corp.,* Arlington, Virginia, was awarded a maximum $49,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract (H92408-19-D-0001) for the long endurance unmanned aircraft system in support of U.S. Special Operations Command (USSOCOM). Fiscal 2019 operations and maintenance funds in the amount of $15,596,960 were obligated at the time of award. A majority of the work will be performed at Ft. Bragg, North Carolina. This contract is a Small Business Innovative Research, Phase III, award in accordance with the Small Business Act. USSOCOM Headquarters, Tampa, Florida, is the contracting activity.

ARMY

Kiewit Infrastructure South Co., Orlando, Florida, was awarded a $23,596,318 firm-fixed-contract for Herbert Hoover Dike rehabilitation structure replacements reconstruction. Bids were solicited via the internet with two received. Work will be performed in Jacksonville, Florida, with an estimated completion date of Nov. 25, 2021. Fiscal 2019 other funds in the amount of $23,596,318 were obligated at the time of the award. U.S. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity (W912EP-19-C-0012).

Windamir Development Inc.,* McDonough, Georgia, was awarded an $11,507,959 firm-fixed-price contract for special operations forces combat medic training facility. Bids were solicited via the internet with nine received. Work will be performed in Fort Bragg, North Carolina, with an estimated completion date of Oct. 2, 2020. Fiscal 2017 military construction funds in the amount of $11,507,959 were obligated at the time of the award.
