DEFENSE MICROELECTRONICS ACTIVITY

IBM Global Business Services, Reston, Virginia (HQ0727-19-D-4000), is being awarded a $275,000,000 indefinite-delivery/indefinite-quantity contract.  The purpose of this contract is to enable “trusted” manufacturing flows in the Trusted Foundry Access II contractor’s fabrication facilities; to enable a wide-range of associated leading-edge semiconductor technologies and services; and to create a trusted supply chain with the contractor, fully certified and accredited, to deliver classified and trusted mask and wafer fabrication within an “open” commercial environment.  This program provides the additional layer of security to the commercial environment that permits government access to advanced technology manufacturing capabilities for trusted and classified programs.  In addition, the program provides subject matter expertise and consulting services to assess and propose additional tasking for the enablement, support, or accreditation of new facilities, systems, tools and processes to further the strategic goals of the Defense MicroElectronics Activity (DMEA) in advanced semiconductor technologies. Five task orders for the initial performance period totaling $15,562,838 are being issued concurrently using fiscal 2019 funds. Work will be performed in Burlington, Vermont; East Fishkill, New York; Annapolis Junction, Maryland; Malta, New York; Bromont, Quebec; and Boise, Idaho. NAVY

Alfab Inc.,* Enterprise, Alabama, is awarded a $127,898,545 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide new and refurbished Airfield Matting 2 (AM2) packages in accordance with Naval Air Systems Command drawing packages.  AM2 matting consists of landing matting (F71/F72); heavy duty matting (F73); and spacer matting (F78).  Work will be performed in Enterprise, Alabama, and is expected to be completed in May 2024.  Fiscal 2019 other procurement (Navy) funds in the amount of $1,013,100 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  This contract was a small business set-aside, competitively procured via an electronic request for proposal, with two offers received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-19-D-0129).

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded a $63,102,113 cost-plus-incentive-fee and cost-only modification to previously awarded contract N00024-13-C-5225 to exercise an option and provide incremental funding in support of the continued development, integration, and production of the Navy’s AN/SQQ-89A(V)15 Surface Ship Undersea Warfare (USW) system.  The AN/SQQ-89A(V)15 is the USW combat system with the capabilities to search, detect, classify, localize and track undersea contacts, and to engage and evade submarines, mine-like small objects and torpedo threats.  The contract is for development, integration and production of future Advanced Capability Build and Technical Insertion baselines.  Work will be performed in Manassas, Virginia (83 percent); Lemont Furnace, Pennsylvania (10 percent); Syracuse, New York (6 percent); and Hauppauge, New York (1 percent), and is expected to be completed by May 2020.  Foreign Military Sales; fiscal 2019 and 2015 shipbuilding and conversion (Navy); fiscal 2019 research, development, test and evaluation; fiscal 2019 operations and maintenance (Navy); and fiscal 2019 other procurement (Navy) funding the amount of $11,136,938 will be obligated at the time of award, and $1,100,000 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Q.E.D. Systems Inc., Virginia Beach, Virginia, is awarded a $19,578,649 cost-type modification to previously awarded contract N00024-15-C-4404 for third-party advanced planning services in support of Chief of Naval Operations-scheduled availabilities, continuous maintenance availabilities (CMAVs), inactivation CMAVs, sustainment availabilities, phased modernization availabilities, re-commissioning availabilities, continuous maintenance and emergent maintenance windows of opportunity for Navy amphibious ship classes (LPD 17, LSD 41 and LSD 49 classes).  Work will be performed in Norfolk, Virginia (53 percent); San Diego, California (36 percent); and Everett, Washington (11 percent), and is expected to be completed by May 2020.  Fiscal 2019 operations and maintenance (Navy) funding in the amount of $1,888,000 will be obligated at time of award and will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

ARMY

S.J. Amoroso Construction Co. Inc., Redwood City, California, was awarded a $122,514,220 firm-fixed-price contract for a community living center at Veterans Affairs Long Beach System main campus. Bids were solicited via the internet with two received. Work will be performed in Long Beach, California, with an estimated completion date of Nov. 5, 2021. Fiscal 2019 interagency agreement funds in the amount of $122,514,220 were obligated at the time of the award. U.S. Army Corps of Engineers, Los Angeles, California, is the contracting activity (W912PL-19-C-0001).

The Boeing Co., St. Louis, Missouri, was awarded an $18,943,540 firm-fixed-price contract to implement, integrate, test, upgrade and field to the Longbow Crew Trainer Generation 4 and Generation 5. One bid was solicited with one bid received. Work will be performed in St. Louis, Missouri, with an estimated completion date of April 1, 2022. Fiscal 2018 aircraft procurement, Army funds in the amount of $18,943,540 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-19-F-0045).

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $16,338,763 modification (P00220) to contract W56HZV-15-C-0095 for Joint Light Tactical Vehicle packaged kits. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of July 31, 2020. Fiscal 2017 and 2019 other procurement, Army funds in the amount of $16,338,763 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

L3 Technologies Inc., Salt Lake City, Utah, was awarded an $11,613,150 firm-fixed-price contract for production, engineering and logistical support. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of May 21, 2021. Woodlawn Manufacturing LTD, Marshall, Texas, was awarded a $7,041,448 firm-fixed-price contract for the fabrication, assembly, and delivery of Canister Metal Parts Assembly and Canister Base Assembly which will support the load, assemble, and pack of 155mm illuminating projectiles. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of May 20, 2024. DEFENSE LOGISTICS AGENCY

Remy Battery Co. Inc., Milwaukee, Wisconsin, has been awarded a maximum $43,092,821 firm-fixed-price with economic-price-adjustment contract for storage battery.  This was a competitive acquisition with two responses received.  This is a three-year contract with no option periods.  Location of performance is Wisconsin, with a May 20, 2022, performance completion date.  Using military services are Army and Air Force.  Type of appropriation is fiscal 2018 through 2021 defense working capital funds.  The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7LX-19-D-0142).

Propper International Inc., Mayaguez, Puerto Rico, has been awarded a maximum $12,771,847 firm-fixed-price, indefinite-quantity contract for packs.  This was a competitive acquisition with four responses received.  This is a one-year base contract with two one-year option periods.  Location of performance is Puerto Rico, with a May 31, 2020, performance completion date.  Using military service is Marine Corps.  Type of appropriation is fiscal 2019 through 2020 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-19-D-1168).

Rocky Brands Inc., Nelsonville, Ohio, has been awarded a maximum $9,019,834 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for boots.  This was a competitive acquisition with two responses received.  This is a one-year base contract with two one-year option periods.  Location of performance is Puerto Rico, with a May 20, 2020, performance completion date.  Using customer is Navy.  Type of appropriation is fiscal 2019 through 2020 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-19-D-1150).

Labatt Food Service, San Antonio, Texas, has been awarded a maximum $7,542,088 fixed-price with economic-price-adjustment, indefinite-quantity contract for full line food distribution.  This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1.  This is a 196-day contract with no option periods.  Locations of performance are Texas and New Mexico, with a Nov. 30, 2019, performance completion date.  Using customers are Army, Air Force, Marine Corps and federal civilian agencies.  Type of appropriation is fiscal 2019 defense working capital funds.  The contracting agency is Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-19-D-3223). CORRECTION:  The contract announced on May 17, 2019, for Arch Chemicals Inc., Alpharetta, Georgia (SPE601-19-D-1526), was announced with the incorrect award date.  The correct award date is May 21, 2019.

AIR FORCE

Raytheon Missile Systems, Tucson, Arizona, has been awarded a $24,500,000 modification (P00005) to previously awarded contract FA8675-15-D-0135 for Advanced Medium Range Air-to-Air Missile System Improvement Program software architecture and design risk reduction efforts to counter evolving threats.  This modification provides a ceiling increase in the maximum ordering amount of the contract to facilitate new task orders, and brings the total cumulative face value of the contract to $95,500,000.  Work will be performed in Tucson, Arizona, and is expected to be complete by Sept. 30, 2022.  No funds are being obligated at the time of award.  Air Force Life Cycle Management Center, Eglin Air Force Base, Florida is the contracting activity.

DEFENSE INFORMATION SYSTEMS AGENCY

Iridium Satellite LLC, Tempe, Arizona, was awarded a non-competitive firm fixed price contract modification (P00010) for the extension of services on the current Airtime contract.  The face value of this action is $8,452,000. The total cumulative face value of the contract is $460,779,000. The original solicitation was issued on the basis of other than full and open competition pursuant to 10 U.S. Code 2304(c)(1), only one responsible source and no other type of supplies or services would satisfy agency requirements. Performance will be at the contractor’s facility.  The period of performance for the option period is May 22, 2019, through June 21, 2019.  The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC104714C4000).
