AIR FORCE

Pivotal Software Inc., San Francisco, California, has been awarded a $121,351,531 ceiling, fixed-base, production, other transaction agreement for support of Air Force Life Cycle Management Center Detachment 12, Kessel Run. This agreement provides for utilization of the prototyped methodology and the software and services that support them across the entire Air Force Air Operations Center, serving as a follow-on to the successful prototype agreement between Pivotal Software Inc. and the Army Contracting Command-New Jersey. Work will be performed primarily in Boston and Cambridge, Massachusetts; and Washington, District of Columbia, and is expected to be complete by May 30, 2020. This award is the result of a sole-source acquisition. Fiscal 2019 operations and maintenance funds in the amount of $668,750; and fiscal 2019 research, development, test and evaluation funds in the amount of $19,123,950, are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8730-19-9-0005).

General Dynamics Information Technology, Westwood, Massachusetts, has been awarded a $23,420,416 firm-fixed-price modification (P00007) to previously awarded task order FA8051-18-F-0045 to support the Air Force Civil Engineering Center (AFCEC) in procurement of professional information technology services for AFCEC’s Control Systems Cybersecurity Initiative. This modification provides for the full funding of Option Year One. Work will be performed in Panama City Beach, Florida, as well as various locations worldwide, and is expected to be complete by Aug. 19, 2020. Fiscal 2019 operations and maintenance funds in the full amount are being obligated at the time of award. This modification brings the total cumulative face value of this contract to $46,007,865. D&D Machinery Sales Inc., San Antonio, Texas, has been awarded an $8,940,500 requirements contract for the C-17 Globemaster program. This contract provides for the procurement of the Aircraft Engine Ground Handling Trailer, which is required to incorporate I-beam rails to interface with the rollers on the engine cradle. Work will be performed in San Antonio, Texas, and is expected to be complete by Sept. 18, 2023. This award is the result of a competitive acquisition and three offers were received. Fiscal 2017 and 2018 procurement funds in the full amount are being obligated at the time of award. NAVY

Raytheon Solipsys Corp., Fulton, Maryland, was awarded a $92,800,000 firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for licenses and lifecycle support activities needed to upgrade and sustain the Multi Source Correlator Tracker and Tactical Display Framework software applications within the Common Aviation Command and Control software baseline. The program is managed within the portfolio of Program Executive Officer Land Systems, Quantico, Virginia. Work will be performed in Fulton, Maryland, and is expected to be complete by May 22, 2024. Fiscal 2019 operations and maintenance (Marine Corps) funds in the amount of $2,442,053; fiscal 2019 research development test and evaluation (Marine Corps) funds in the amount of $175,000; and research, development, test, and evaluation (Navy) funds in the amount of $875,000 will be obligated on the first delivery order (M67854-19-F-0014) immediately following the base indefinite-delivery/indefinite-quantity contract award (M67854-19-D-0007). Operations and maintenance funds will expire the end of the current fiscal year. This contract was not competitively procured in accordance with Federal Acquisition Regulation 6.302-1 – only one responsible source and no other supplies or services will satisfy agency requirements,” and 10 U.S. Code § 2304(c)(1). General Atomics Aeronautical Systems Inc., Poway, California, is awarded $36,467,263 for modification P00002 to a previously awarded firm-fixed-price contract (N00019-18-C-1063). This modification provides for nine months of Group 5 unmanned air system intelligence, surveillance, and reconnaissance services. These services are in support of outside the continental U.S. (OCONUS) Task Force Southwest and Marine Corps operations utilizing contractor-owned/contractor-operated MQ-9 unmanned air systems. Work will be performed in Yuma, Arizona (35 percent); Poway, California (15 percent); and OCONUS locations (50 percent), and is expected to be completed in February 2020. Fiscal 2019 operations and maintenance Overseas Contingency Operations (Navy) funds in the amount of $36,467,263 will be obligated at time of award, all of which will expire at the end of the current fiscal year. Archer Western Federal JV, Chicago, Illinois, is awarded a $19,298,950 firm-fixed-price contract for construction of a fire station located at Marine Corps Base Quantico. The project is to construct a low-rise, brick-faced, standing seam metal roof, cast stone detailed Georgian style fire station with associated facilities which shall include dispatch; training spaces; living quarters; kitchen/dining/day room spaces; administrative offices; recreation, fitness, locker and shower rooms; personal protective equipment storage; laundry; self-contained breathing apparatus maintenance; hazmat storage; compressed air maintenance and storage; hose storage, storage for emergency medical technician equipment; equipment maintenance and storage, and vehicle bays. This project will provide anti-terrorism/force protection (AT/FP) features and comply with AT/FP regulations and physical security mitigation in accordance with Department of Defense minimum anti-terrorism standards for buildings. Work will be done in Quantico, Virginia, and is expected to be completed 630 days after award. Fiscal 2018 military construction funds in the amount of $19,298,950 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website and Federal Business Opportunities website, with four proposals received. The Naval Facilities Engineering Command, Washington, District of Columbia, is the contracting activity (N40080-19-C-0023).

CAE USA Inc., Tampa, Florida, is awarded a $12,676,732 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract provides for commercial classroom and simulator training for the Navy UC-12B/F/M non-ProLine; UC-12F/M ProLine 21 aircraft (a Navy configured Raytheon/Beechcraft King Air B200); the UC-12W ProLine 21 (a Navy configured Raytheon/Beechcraft King Air B350); and the UC-12W ProLine Fusion (a Navy configured Raytheon/Beechcraft King Air B350) aircraft to support the Navy’s Command Aircraft Crew Training. Work will be performed in Morristown, New Jersey (78 percent); Dothan, Alabama (19 percent); and Dallas, Texas (3 percent), and is expected to be completed in June 2024. No funds will be obligated at the time of award. Funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposals; two offers were received. Alpha Marine Services LLC, Galliano, Louisiana, is awarded an $11,710,536 modification under a previously awarded firm-fixed-price contract (N3220518C3520) to fund the first one-year option period for the charter hire of U.S.-flagged Maritime Support Vessel M/V Kellie Chouest in support of U.S. Southern Command. This contract includes a 12-month base period, three 12-month option periods, and one 11-month option period, which, if exercised, would bring the cumulative value of this contract to $57,464,816. Work will be performed at sea, and if all options are exercised work will be completed by April 30, 2023. Fiscal 2019 operations and maintenance funds in the amount of $11,710,536 are obligated at the time of award and will expire at the end of the current fiscal year. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with three offers received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity.

General Dynamics-Ordinance and Tactical Systems (OTS) Inc., Williston, Vermont, is awarded $7,500,000 for modification P00007 to a firm-fixed-price delivery order (0008) against a previously placed basic ordering agreement (N00019-16-G-0007). This modification procures 37 A/A49E-7(V4) gun turrets for AH-1Z helicopters for the Navy (25); and the government of Bahrain (12). Work will be performed in Saco, Maine (80 percent); and Williston, Vermont (20 percent), and is expected to be completed in January 2022. Fiscal 2019 aircraft procurement (Navy); and Foreign Military Sales (FMS) funds in the amount of $7,500,000 will be obligated at time of award, none of which will expire at the end of the fiscal year. This order combines purchases for the Navy ($4,975,950; 66 percent); and the government of Bahrain ($2,524,050; 34 percent) under the FMS Program. DEFENSE LOGISTICS AGENCY

General Electric – Aviation, Cincinnati, Ohio, has been awarded a maximum $79,702,840 fixed-price requirements contract for F110-GE-100 aircraft engine support. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a four-year base contract with one, one-year option period. Locations of performance are Kansas and Texas, with a May 31, 2023, performance completion date. Using military service is Air Force and involves foreign military sales to the Egyptian Air Force. Type of appropriation is fiscal 2019 through 2023 Foreign Military Sales funding. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia (SPE4AX-19-D-9439).

Peckham Vocational Industries, doing business as Peckham Inc.,** Lansing, Michigan, has been awarded a maximum $24,490,040 modification (P00009) exercising the first one-year option period of a one-year base contract (SPE1C1-18-D-N041) with a one-year option period for extended cold weather fleece jackets. This is a firm-fixed-price contract.  Locations of performance are Michigan, Florida, and Puerto Rico, with a June 5, 2020, performance completion date.
