General Electric Co., Lynn, Massachusetts, is awarded a $219,999,984 modification (P00012) to previously awarded firm-fixed-price contract N00019-18-C-1061. This modification exercises an option to procure 48 F414-GE-400 engines and engine devices in support of the F/A-18 Super Hornet production aircraft for the Navy. Work will be performed in Lynn, Massachusetts (59%); Hooksett, New Hampshire (18%); Rutland, Vermont (12%); and Madisonville, Kentucky (11%), and is expected to be completed in August 2023. Fiscal 2021 aircraft procurement (Navy) funds in the amount $219,999,984 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
Archer Western Federal JV, Chicago, Illinois, is awarded a $102,629,610 firm-fixed-price contract for design-build projects for two operations centers at Marine Corps Base (MCB) Camp Lejeune, North Carolina. The contract also contains six unexercised planned modifications, which if exercised, would increase cumulative contract value to $136,508,039. These projects design and construct a multi-story administrative and academic instruction facility for II Marine Expeditionary Force and 2nd Marine Expeditionary Brigade Headquarters, a multi-story administrative facility for 2nd Marine Logistics Group Headquarters, and renovation and construction of a multi-story administrative addition for 2nd Marine Division Headquarters. Work will be performed in MCB Camp Lejeune, North Carolina, and is expected to be completed by May 2025. Fiscal 2020 military construction (Marine Corps) contract funds in the amount of $102,629,610 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the beta.SAM.gov website with nine proposals received. The Naval Facilities Engineering Systems Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-21-C-0017).
Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $60,132,529 modification (P00011) to previously awarded firm-fixed-price, cost reimbursable indefinite-delivery/indefinite-quantity contract N00019-19-D-0015. This modification increases the ceiling and adds scope to procure additional ancillary mission equipment/pilot flight equipment initial spares, including global, base, deployment and afloat spares packages in support of F-35 Lot 14 aircraft deliveries for the Navy, Air Force, Marine Corps, non-Department of Defense participants and Foreign Military Sales customers’ operational aircraft. Work will be done at Fort Worth, Texas, and is expected to be completed in September 2020. No funds are being obligated at time of award; funds will be obligated on individual orders as they are issued. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
Jas. W. Glover Ltd., Honolulu, Hawaii (N62478-21-D-4016); Kiewit Infrastructure West Co., Honolulu, Hawaii (N62478-21-D-4017); and Road & Highway Builders LLC, Honolulu, Hawaii (N62478-21-D-4018), are each awarded indefinite-delivery/indefinite-quantity multiple award design-bid-build construction contracts for construction projects, located primarily within the Naval Facilities Engineering Systems Command (NAVFAC) Hawaii area of responsibility (AOR). The maximum dollar value including the base period and four option years for all three contracts combined is $48,000,000. No task orders are issued at this time. The work includes labor, supervision, tools, materials and equipment necessary to perform asphaltic concrete pavement, airfield asphalt concrete pavement, roadway or parking lot asphaltic concrete pavement, airfield, roadway or parking lot concrete pavement and other incidental related work to include, but not be limited to, sidewalks and curbs, marking and striping of pavement, area lighting, drainage systems, grading and miscellaneous drainage improvements within the State of Hawaii. All work on the contract will be performed within the NAVFAC Hawaii AOR. The term of the contract is not to exceed 60 months, with an expected completion date of December 2025. Fiscal 2021 operation and maintenance (Navy) (O&M,N) contract funds in the amount of $15,000 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by O&M,N. This contract was competitively procured via the beta.SAM.gov website with six proposals received. These three contractors may compete for task orders under the terms and conditions of the awarded contract. NAVFAC Hawaii, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity.

Huntington Ingalls Inc., Newport News Shipbuilding Division, Newport News, Virginia, is awarded a $12,531,003 cost-plus-fixed fee and cost-plus-incentive fee contract for maintenance and modernization onboard USS Dwight D. Eisenhower (CVN 69) during the fiscal 2021 planned incremental availability at Norfolk Naval Shipyard (NNSY). Work will be performed in Portsmouth, Virginia (88%); Newport News, Virginia (11%); and Norfolk, Virginia (1%), and is expected to be completed by September 2021. Fiscal 2021 operation and maintenance (Navy) funding in the amount of $1,779,436 will be obligated at the time of award and will expire at the end of the current fiscal year. In accordance with 10. U.S. Code 2304 (c)(1), this contract was not competitively procured. Only one responsible source, Huntington Ingalls Inc., Newport News Shipbuilding Division, will satisfy the Navy’s requirement to support certain nuclear ship alterations and propulsion plant maintenance during the USS Dwight D. Cobham Mission Systems, Davenport, Iowa, is awarded an $8,267,228 firm-fixed-price order (N00421-21-F-0103) against previously issued basic ordering agreement N00421-17-G-0006. This order provides for the production and delivery of 196 GGU-25A oxygen concentrators, 80 GGU-25A oxygen concentrator spares and associated production and technical data support for the Navy T-45 aircraft. Work will be performed in Davenport, Iowa, and is expected to be completed in October 2023. Fiscal 2020 aircraft procurement (Navy) funds in the amount of $4,114,995; and fiscal 2019 aircraft procurement (Navy) funds in the amount of $4,152,233 will be obligated at time of award, $4,114,995 of which will expire at the end of the current fiscal year. The Naval Air Warfare Command, Aircraft Division, Patuxent River, Maryland, is the contracting activity.

Northrop Grumman Systems Corp., Charlottesville, Virginia, has been awarded a $10,429,905 firm-fixed-price contract for a one-time purchase of inertial measuring units. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This contract has a 32-month lead-time with no option periods. Location of performance is Virginia, with an Aug. 21, 2023, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2021 through 2023 Navy working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Mechanicsburg, Pennsylvania (SPRMM1-21-P-YA82).
AIR FORCE
