Defense contracts valued at $7 million and above

AIR FORCE

Lockheed Martin Space, Sunnyvale, California, has been awarded a not-to-exceed $4,934,360,150 undefinitized modification (P00034) to contract FA8810-18-C-0005 which consists of all work associated with the manufacturing, assembly, integration, test, and delivery of three Next Generation Geosynchronous (NGG) Earth orbiting space vehicles (SV), and delivery of ground mission unique software and ground sensor processing software.  Additionally, this modification includes engineering support for launch vehicle integration and launch and early on-orbit checkout for all three NGG SVs.  Work will be performed in Sunnyvale, California, and is expected to be completed May 31, 2028.  Fiscal 2021 research, development, test and evaluation funds in the amount of $99,000,000 are being obligated at the time of award.  Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity (FA8810-18-C-0005).

The Boeing Co., St. Louis, Missouri, has been awarded a not-to-exceed $21,670,000 fixed-price, cost-plus-fixed-fee and time and materials undefinitized contract action for F-15S to F-15SA conversion support.  This contract provides support for the conversion of the Royal Saudi Air Force F-15S into an F-15SA aircraft, which includes program management, reach-back support for the 48 continental United States and Washington, D.C.; temporary on-site for outside the continental U.S. assistance (if needed); and round robin repairs.  Work will primarily be performed in St. Louis, Missouri, and is expected to be complete by Dec. 30, 2022.  This contract involves Foreign Military Sales (FMS) to the kingdom of Saudi Arabia and is the result of a sole-source acquisition.  FMS funds in the full amount are being obligated at the time of award.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8575-21-F-0001). U.S. TRANSPORTATION COMMAND

Eastern Airlines LLC, Wayne, Pennsylvania, has been awarded a firm-fixed-price contract (HTC711-21-D-C001) in the amount of $284,932,621.  The contract provides door-to-door, time-definite, pick-up and delivery, transportation, timely and accurate shipment tracking, government third party payment system participation, customs clearance processing (if applicable) and shipment data reporting.  This contract provides heavyweight delivery services for domestic and international shipments.  Work will be performed internationally and domestically, with an expected completion date of Sept. 30, 2022.  The initial contracts were awarded in April 2019.  The estimated program value is for three and a half years.  Ordering is decentralized and funding is provided by multiple government agencies.  U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.

NAVY

H2O Guam JV, Aiea, Hawaii, is awarded a $97,995,000 firm-fixed-price contract for the repair and modernization of Lima Wharf and appurtenances at Apra Harbor, Naval Base Guam.  The work to be performed provides for the repair and modernization of Lima Wharf and associated facilities, to include comprehensive civil, structural, mechanical, utilities, fire protection, electrical and telecommunication repairs.  Site utility system repairs include potable water, storm sewer, sanitary sewer, steam system connections, bilge and oily waste water system connections, replacement of the electrical power substation and power mounds, ship-to-shore and lighting electrical distribution and installation of telecom duct banks, fiber optic lines and supervisory control and data acquisition system.  Environmental site mitigation and monitoring will be provided as required during dredging and sheet pile work.  Work will be performed in Santa Rita, Guam, and is expected to be completed by November 2023.  Fiscal 2021 operation and maintenance (Navy) contract funds in the amount of $97,995,000 are obligated on this award and will expire at the end of the current fiscal year.  This contract was competitively procured via the beta.SAM.gov website with three proposals received.  Naval Facilities Engineering Systems Command, Marianas, Guam, is the contracting activity (N40192-21-C-1300).

CORRECTION:  The contract awarded on Dec. 29, 2020, for Compendium International Inc., Foothill Ranch, California (N62473-21-D-1017), was announced with an incorrect award amount.  The correct award amount is $25,000,000.

ARMY

ECS Federal LLC, Fairfax, Virginia, was awarded a $32,303,584 modification (P00010) to contract W911QX-18-C-0037 to develop an environment plan, a model plan and cloud services.  Work will be performed in Fairfax, Virginia, with an estimated completion date of Jan. 3, 2022.  Fiscal 2020 research, development, test and evaluation, Defense funds in the amount of $32,303,584 were obligated at the time of the award.  The U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

CORRECTION:  The $16,290,940 modification (0003BP) to contract W52P1J-12-G-0028 announced on Dec. 30, 2020, to Amentum Services Inc.,* Germantown, Maryland, for Army prepositioned stocks was actually awarded Dec. 31, 2020.

DEFENSE LOGISTICS AGENCY

Melton Sales & Service,* Columbus, New Jersey, has been awarded maximum $14,133,474 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for truck hoist assemblies.  This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1.  This is a five-year contract with no option periods.  Location of performance is New Jersey, with a Jan. 4, 2026, ordering period end date.  Using military service is Army.  Type of appropriation is fiscal 2021 through 2026 Army working capital funds.  The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-21-D-0023).

DEFENSE HEALTH AGENCY

American Systems Corp., Chantilly, Virginia, was awarded a cost-plus-fixed-fee contract with a value of $17,734,184.  The contract provides sustainment of the software suites contained in the Theater Medical Information Program-Joint.  This contract has a period of performance from Jan. 5, 2021, to Sept. 4, 2021.  Work will primarily occur in Chantilly, Virginia.  The contract will be funded by fiscal 2021 operation and maintenance funds.  Defense Health Agency, Contracting Division – Defense Healthcare Management Systems, Falls Church, Virginia, is the contracting activity (HT0038-21-C-0001).
