NAVY

Northrop Grumman Systems Corp., San Diego, California, is awarded an $81,992,887 cost-plus-fixed-fee contract. This contract provides for sustainment, engineering, logistics, test, mission control, and operator training systems support for MQ-4C Triton unmanned aircraft systems (UAS). This effort also includes procurement of field service representatives and technical support to ensure that the MQ-4C Triton UAS aircraft are mission-capable for intelligence, surveillance, and reconnaissance missions supporting Triton’s early operational capability and initial operating capability. In addition, this effort supports reach-back engineering support for both the Navy and the government of Australia MQ-4C Triton UAS assets. Work will be performed in Patuxent River, Maryland (36.5%); San Diego, California (22.5%); various locations outside the continental U.S. (12.7%); various locations within the continental U.S. (8.8%); Jacksonville, Florida (7.7%); Mayport, Florida (6.5%); and Baltimore, Maryland (5.3%), and is expected to be completed in March 2022. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $52,700,590, fiscal 2021 operation and maintenance (Navy) funds in the amount of $8,376,000; and foreign cooperative project funds in the amount of $40,880 will be obligated at the time of award, $8,376,000 of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001921C0060).

Northrop Grumman Systems Corp., Bethpage, New York, is awarded a $52,206,297 cost-plus-fixed-fee and cost modification to previously awarded contract N00024-17-C-6311 for engineering services to support the Littoral Combat Ship mission modules. Work will be performed in Bethpage, New York (33%); Mayport, Florida (19%); San Diego, California (19%); Port Hueneme, California (19%); Pittsfield, Massachusetts (6%); and various locations, each less than 1% (4%), and is expected to be completed by March 2022. Fiscal 2021 operation and maintenance (Navy) ($13,277,704; 61%); fiscal 2021 other procurement (Navy) ($5,230,176; 24%); fiscal 2021 research, development, test, and evaluation (Navy) ($2,605,997; 12%); and fiscal 2020 research, development, test, and evaluation (Navy) funding in the amount of $780,325 (3%), will be obligated at the time of award. Funds in the amount of $14,058,029 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Stratascorp LLC, doing business as Stratascorp Technologies,* Virginia Beach, Virginia, has been awarded a $28,211,143 firm-fixed-price task order (N3220521F1092) to previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N3220519D1000). This task order is for continued command, control, communications, and computers (C4) afloat operations and sustainment support. The contractor will provide technical support services for the various C4 capabilities aboard Military Sealift Command’s fleet of ships; the operation and sustainment of the MSC Network Operations Centers (MNOCs); and future C4 capabilities hosted at the Navy Fleet Network Operation Centers (FLTNOCs). The support includes, but is not limited to, knowledge management, cybersecurity, maintenance and sustainment, modernization, equipment, and asset management, MNOCs and future FLTNOCs, and training. The task order period of performance commences March 15, 2021, through Dec. 31, 2021. Fiscal 2021 working capital funds (Navy) in the amount of $11,943,053; and fiscal 2021 working capital funds (Transportation) in the amount of $7,349,104 are being incrementally funded at time of award. Fiscal 2022 working capital funds (Navy) in the amount of $7,255,463; and fiscal 2022 working capital funds (Transportation) in the amount of $1,663,523 will be obligated Sept. 30, 2021. Work under this task order will be performed at various world-wide locations. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity.

Hensel Phelps Construction Co., Honolulu, Hawaii, is awarded a $24,500,000 firm-fixed-price task order N6274221F9927 under a multiple award construction contract for the design and construction of a fuel station at Marine Corps Base Guam, Joint Region Marianas, Guam. The task order also contains one unexercised option, which if exercised, would increase cumulative task order value to $24,612,762. The work to be performed provides for the design and construction of a central fuel station to serve the Marine Corps base on Guam and to support its tactical activities. The project will include fueling stations, a fuel storage facility, a fuel administration building, and a generator building. The option, if exercised, provides for furniture, fixtures, and equipment. Work will be performed in Finegayan, Guam, and is expected to be completed by August 2023. Fiscal 2021 military construction (Navy) contract funds in the amount of $24,500,000 are obligated on this award and will not expire at the end of the current fiscal year. Five proposals were received for this task order. Naval Facilities Engineering Systems Command Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-19-D-1332).

General Electric Aircraft Engines, Lynn, Massachusetts, is awarded a $23,826,287 modification (P00002) to firm-fixed-price order (N0001920F0843) against a previously issued basic ordering agreement (N0001920G0006). This modification exercises an option to procure eight complete CT7-8A6 spare engines and various engine components in support of the VH-92A Presidential Helicopter program for the Navy. Work will be performed in Lynn, Massachusetts (75.8%); and Erlanger, Kentucky (24.2%), and is expected to be completed in March 2022. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $23,826,287 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

SOLPAC Construction Inc., doing business as Soltek Pacific Construction Co., San Diego, California, is awarded a $21,960,000 firm-fixed-price task order N6247321F4392 under a multiple award construction contract for construction of a regional maintenance training facility at Travis Air Force Base, California. The task order also contains six unexercised options and two planned modifications, which if exercised, would increase the cumulative task order value to $22,479,000. The work to be performed provides for the construction of a regional maintenance training facility that will house KC-46A maintenance training devices and associated equipment, large scale mock-ups, classrooms, and training devices to provide specialized hands-on training. The options, if exercised, provide for enhanced flooring, a shade structure, a water softener, a depressed floor slab, and under-floor drains and conduits. Work will be performed at Travis Air Force Base, California, and is expected to be completed by January 2023. Fiscal 2017 military construction (Defense-wide) contract funds in the amount of $4,581,647; and fiscal 2021 military construction (Defense-wide) contract funds in the amount of $17,378,353 are obligated on this award and will not expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

3T Federal Solutions LLC, Austin, Texas, has been awarded a maximum $35,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract under solicitation SPE2DH-16-R-0002 for medical equipment and accessories for the Defense Logistics Agency electronic catalog. This was a competitive acquisition with 144 responses received. This is a five-year contract with no option periods. Location of performance is Texas, with a March 14, 2026, ordering period end date. Using military services are Army, Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2021 through 2026 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DH-21-D-0060).

Unity Technologies Corp.,* Myersville, Maryland, has been awarded a maximum $24,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for professional support services. This was a competitive acquisition with 13 responses received. This is a five-year contract with no option periods. Locations of performance are Maryland and Pennsylvania, with a March 31, 2026, performance completion date. Using customer is Defense Logistics Agency Distribution. Type of appropriation is fiscal 2021 through 2026 defense working capital funds. The contracting activity is the Defense Logistics Agency Distribution, New Cumberland, Pennsylvania (SP3300-21-D-0005).

TK&K Services LLC, Alpharetta, Georgia, has been awarded a maximum $8,256,336 firm-fixed-price contract for ground fuel services at Naval Air Station, Meridian, Mississippi. This was a competitive acquisition with 10 responses received. This is a four-year base contract with one five-year option period and one six-month extension. Locations of performance are Georgia and Mississippi, with a May 31, 2025, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2021 through 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE603-21-C-5001). NOTE: The original contract awarded on Sept. 29, 2020 (SPE603-20-R-0504) was protested in October 2020 and a stop work order was immediately issued which resulted in termination of the contract.

UPDATE: Advanced Material Handling LLC, Lithia Springs, Georgia (SPE8EC-21-D-0079), has been added as an awardee to the multiple award contract for commercial construction equipment, issued against solicitation SPE8EC-17-R-0005 and awarded Aug. 29, 2017.

CORRECTION: The multiple award contract announced on Feb. 25, 2021, for various types of fuel has several updates. The contract value for BPPNA GOT/IST, Chicago, Illinois (SPE602-21-D-0475), has increased from $223,310,230 to $278,959,802. The contract value for Petromax Refining Co.,* Houston, Texas (SPE602-21-D-0474), has increased from $211,806,891 to $216,358,792. The contract value for Phillips 66 Co., Houston, Texas (SPE602-21-D-0463), has increased from $71,492,582 to $78,730,927. The contract value for Alon USA LP, Dallas, Texas (SPE602-21-D-0459), has increased from $27,802,354 to $39,930,282. The contract value for BP Products, Chicago, Illinois (SPE602-21-D-0476), has increased from $13,729,650 to $23,757,098. The contract value for Lazarus Energy Holdings LLC,* Houston, Texas (SPE602-21-D-0467), has increased from $8,239,759 to $45,062,032. And the contract for ExxonMobil Corp., Spring, Texas (SPE602-21-D-0472), for $114,876,540 has been terminated.

MISSILE DEFENSE AGENCY

COLSA Corp., Huntsville, Alabama, is being awarded modification P00010 to increase the ceiling by $30,000,000 and extend the ordering period of an existing indefinite-delivery/indefinite-quantity contract.  The new ceiling of this contract is increased from $35,000,000 to $65,000,000, and the ordering period is extended from March 16, 2021, to Sept. 15, 2021. Under this modification, the contractor will provide continued support for the Advanced Research Center (ARC) for mission essential modeling and simulation, analyses, test and evaluation, and experimentation. These efforts will continue network and information infrastructure, test and developmental support, and cybersecurity and network security improvements. The work will be performed in Huntsville, Alabama. The four existing task orders will be modified to extend the period of performance by six months, from March 16, 2021, to Sept. 15, 2021. Fiscal 2021 research, development, test and evaluation funds in the amount of $6,390,515 are being obligated on this award. One offeror was solicited and one offer was received. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0859-20-D-0001)

AIR FORCE

Amentum Service Inc., Germantown, Maryland, has been awarded a $18,308,694 modification (P00061) to contract FA4890-16-C-0007 to provide program support for Air Combat Command’s Unmanned Aircraft System Operations Center Support, providing the warfighter long endurance, real time reconnaissance and surveillance, and precision attack against fixed and time critical targets. Work will be performed at Creech Air Force Base, Nevada; Holloman AFB, New Mexico; Ellsworth AFB, South Dakota; Whiteman AFB, Missouri; Shaw AFB, South Carolina; Ramstein Air Base, Germany; and Kadena AB, Japan, and is expected to be completed March 31, 2022. Fiscal 2021 operation and maintenance funds in the full amount are being obligated at time of award. This modification brings the total cumulative face value of the contract to $119,050,656. Acquisition Management and Integration Center, Joint Base Langley-Eustis, Virginia, is the contracting activity.

Rockwell Collins Inc., Cedar Rapids, Iowa, has been awarded a $16,633,274 firm-fixed-price, cost-plus-fixed-fee contract for the full-rate production of Diminishing Manufacturing Sources Replacement of Avionics for Global Operations and Navigation (DRAGON) for the Airborne Warning and Control System (AWACS) E-3 airframe. This contract provides for the fabrication and delivery of Rockwell Collins B-Kit items, installation and checkout spares items, and software and associated ancillary items, to be installed on 25 AWACS aircraft. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed March 2028. This award is the result of a sole-source acquisition. Fiscal 2020 and 2021 aircraft procurement funds in the full amount are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8730-21-C-0027).
