Gen Probe-Inc., Marlborough, Massachusetts, was awarded a $178,500,000 firm-fixed-price contract for Panther Fusion SARS-CoV-2 assays, Aptima SARS-CoV-2 assays, multiplex test kits and associated reagents and consumables. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of May 2, 2024. U.S. Army Health Contracting Activity, San Antonio, Texas, is the contracting activity (W81K04-21-D-0010).

Systems Application & Technologies Inc., Largo, Maryland, was awarded a $44,297,235 firm-fixed-price contract for aerial target flight services. Bids were solicited via the internet with two received. Work will be performed at Redstone Arsenal, Alabama, with an estimated completion date of May 3, 2021. Fiscal 2020 research, development, test and evaluation, Army in the amount of $7,230,457 were obligated at the time of the award. U.S. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-21-C-0015).

Lockheed Martin Corp., Orlando, Florida, was awarded a $15,308,297 modification (P00028) to contract W31P4Q-18-C-0130 for the procurement of the Electromechanical Control Actuation System. Work will be performed in Orlando, Florida, with an estimated completion date of July 31, 2023. Fiscal 2019 other procurement, Army funds in the amount of $15,308,297 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Alliance WSP JV LLC,* Alexandria, Virginia (W91278-21-D-0035); HB&A-The Schreifer Group JV,* Alexandria, Virginia (W91278-21-D-0036); Marstel-Day/Atkins MP JV LLC,* Fredericksburg, Virginia (W91278-21-D-0037); and The Urban Collaborative LLC,* Eugene, Oregon (W91278-21-D-0038), will compete for each order of the $9,999,999 firm-fixed-price contract for architect and engineering services. Bids were solicited via the internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of April 29, 2026. U.S. Army Corps of Engineers, Mobile, Alabama, is the contracting activity.

U.S. TRANSPORTATION COMMAND

North Star Terminal and Stevedore Co. LLC, Anchorage, Alaska, was awarded a firm-fixed-price contract in the amount of $54,626,570 for stevedoring and related terminal services. The locations of performance are the Ports of Alaska, Valdez, Seward, and Whittier, Alaska.  The contract period of performance is from May 15, 2021, to May 14, 2026.  U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity (HTC71121DR033).

NAVY

Serco – IPS Corp., Herndon, Virginia, is awarded a $37,644,745 cost-plus-fixed-fee and cost-only modification to previously awarded contract N00174-18-C-0015 for professional support services in the areas of program management, administrative support, surface ship modernization, inactive ships, surface ships readiness, surface training systems, business and financial management, records management, and information technology support for Naval Sea Systems Command Surface Warfare (SEA 21). Work will be performed in Washington, D.C. (55%); Norfolk, Virginia (19%); San Diego, California (18%); Mayport, Florida (2%); Yokosuka, Japan (2%); Sasebo, Japan (1%); Manama, Bahrain (1%); Pascagoula, Mississippi (1%); and Pearl Harbor, Hawaii (1%), and is expected to be complete by April 2021. Fiscal 2020 research, development, test and evaluation (Navy) funds in the amount of $80,128; fiscal 2021 other procurement (Navy) funds in the amount of $1,457,333; and fiscal 2021 operation and maintenance (Navy) funds in the amount of $21,380,463 will be obligated at time of award, of which $21,460,591 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Lockheed Martin Rotary and Mission Systems, Baltimore, Maryland, is awarded a not-to-exceed $15,560,859 undefinitized modification to previously awarded contract N00024-11-C-2300 for the implementation of configuration management changes on select Freedom-variant Littoral Combat Ships (LCS). The LCS new construction contract provides for the design, construction, integration, and testing of the Littoral Combat Ship, which operates with focused-mission packages that deploy manned and unmanned vehicles to execute a variety of missions, including anti-submarine warfare, surface warfare, and mine countermeasures. Work will be performed in Marinette, Wisconsin, and is expected to be completed by May 2022. Fiscal 2016 shipbuilding and conversion (Navy) funds in the amount of $4,426,941 (57%); and fiscal 2015 shipbuilding and conversion (Navy) funds in the amount of $3,353,488 (43%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

AIR FORCE

Sigmatech Inc., Colorado Springs, Colorado, has been awarded a $17,345,725 One Acquisition Solution for Integrated Services task order for Launch, Range, and Networks advisory and assistance support. This contract provides for technical support in the areas of operations, planning, budgeting, resource analysis, requirements development and justification, mission communications engineering and enterprise support, configuration control, project integration, studies, aeronautical procedures and program reviews in support of mission operations, research and development needed to support system development and integration, and sustainment activities. Work will be performed at Peterson Air Force Base, Colorado, and is expected to be completed April 12, 2026. This award is the result of a competitive acquisition and one offer was received. Fiscal 2021 U.S. Space Force operation and maintenance funds in the amount $2,748,595 are being obligated at the time of award. Space Operations Command, Peterson AFB, Colorado, is the contracting activity (FA2518-21-F-0007).

DEFENSE LOGISTICS AGENCY

Kampi Components Co. Inc.,* Fairless Hills, Pennsylvania, has been awarded an estimated $8,401,511 indefinite-quantity contract for vehicle and aircraft kits and equipment including battery charging stations, oil change stations and parts or storage of units for maintenance supplies. This was sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year base contract with two one-year option periods. Locations of performance are Pennsylvania and Texas, with a May 6, 2024, performance completion date. Using military services are Army, Navy and Air Force. Type of appropriation is fiscal 2021 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7MX-21-D-0084).
