DEFENSE LOGISTICS AGENCY

Atlantic Diving Supply Inc.,* doing business as ADS, Virginia Beach, Virginia (SPE2DS-21-D-0004); W.S. Darley & Co., Itasca, Illinois (SPE2DS-21-D-0006); Owens and Minor Distribution Inc., Mechanicsville, Virginia (SPE2DS-21-D-0003); Regulus Global LLC, Virginia Beach, Virginia (SPE2DS-21-D-0002); and TQM LLC, doing business as Two Rivers Medical, Greer, South Carolina (SPE2DS-21-D-0005), are sharing a maximum $516,953,713 firm-fixed-price, indefinite-delivery/indefinite-quantity contract under solicitation SPE2DS-17-R-0002 for the Foreign Military Sales Medical and Surgical Tailored Logistics Support program. These were competitive acquisitions with eight responses received. These are one-year base contracts with four one-year option periods. Locations of performance are Virginia, Illinois and South Carolina, with a May 3, 2022, ordering period end date. Using customers are foreign military services worldwide. Type of appropriation is fiscal 2021 through 2022 defense working capital funds and Foreign Military Sales funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Twin Disc Inc., Racine, California, has been awarded a maximum $28,970,463 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for hydraulic servo valves. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a five-year contract with no option periods. Location of performance is California, with a May 3, 2026, performance completion date. Using military service is Army. Type of appropriation is fiscal 2021 through fiscal 2026 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-21-D-0036).

ARMY

Atlantic Diving Supply Inc., Virginia Beach, Virginia (W81XWH-19-D-0007, P00004); The Lighthouse for the Blind, St. Louis, Missouri (W81XWH-19-D-0008, P00004); and TQM LLC, St. Charles, Missouri (W81XWH-19-D-0009, P00005), will compete for each order of the $45,000,000 firm-fixed-price contract for medical, surgical, pharmaceutical, dental, laboratory, veterinary equipment and material sets. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of May 3, 2024. U.S. Army Medical Research Acquisition Activity, Fort Detrick, Maryland, is the contracting activity.

Baker Jacobs JV, Pittsburgh, Pennsylvania, was awarded an $8,413,620 modification (P00004) to contract W912ER-20-F-0033 for additional critical utility designs for an aircraft hangar. Work locations and funding will be determined with each order, with an estimated completion date of July 21, 2023. U.S. Army Corps of Engineers, Middle East District, is the contracting activity.

AIR FORCE

Yulista Integrated Solutions Inc., Huntsville, Alabama, has been awarded a $32,945,523 firm-fixed-price, cost-reimbursable, requirements contract for the repair and building of the Upgraded Heads Up Display (UHUD) AN/AVQ-29A kits, repair of the non-kit UHUDs, and to revise the technical content to properly represent all depot-level procedures required to repair UHUDs. The UHUD assets are necessary to support the current mission requirements of the A-10 aircraft. Work will be performed in Warner Robins, Georgia, and is expected to be completed May 3, 2031. No funds are being obligated at the time of award. Air Force Sustainment Center, Robins Air Force Base, Georgia, is the contracting activity (FA8539-21-D-0008).

UES Inc., Dayton, Ohio, has been awarded a $19,999,484 cost-plus-fixed-fee contract, for molecular and environmental exposure threat assessment technologies to sustain and optimize Airman readiness. This contract provides for research, development, and field-testing to detect and assess molecular and environmental threats to optimize Airman readiness. Work will be performed in Dayton, Ohio, and is expected to be completed Aug. 1, 2025. Fiscal 2020 research, development, test and evaluation funds in the amount of $3,155,329 will be obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-21-C-6252).

Western Metal Supply Co. Inc., Escondido, California, has been awarded a $9,399,778 contract for the design and build of F-35A aircraft shelters. This contract provides for design, manufacture, and installation of F-35A aircraft shelters. Work will be performed at Royal Air Force (RAF) Lakenheath, U.K., and is expected to be completed June 30, 2022. This award is the result of a competitive acquisition and two offers were received. Fiscal 2020 other procurement funds in the full amount of are being obligated at the time of award. The 48th Contracting Squadron, RAF Lakenheath, U.K., is the contracting activity (FA5587-21-F-0119).

NAVY

Weston and Sampson, Portsmouth, New Hampshire, is awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract with a maximum amount of $30,000,000 for architect-engineer (A-E) services for multi-discipline utility design in the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic area of operations. Task order 0001 is awarded $401,340 for designing replacement of pump test equipment in Building 300 at Portsmouth Naval Shipyard in Kittery, Maine.  Work for this task order is expected to be completed by November 2021. Work on this contract will primarily be performed in Maine. The work to be performed provides for the comprehensive A-E services required for planning, design, and construction services in support of sustainment, restoration, repair, replacement, demolition, modernization, and new construction and/or improvements to utility infrastructure, distribution systems and facility infrastructure. Projects include, but are not limited to, electrical generation and distribution, industrial control and communications, power plant thermal systems, compressed air production, mechanical utility distribution, fire protection and alarm systems, sanitary sewer, oily waste water collection, pump stations, potable and process water, storm drainage, roadways, parking lots, site development, bridges, railroad, and crane rails. Architect-engineer services may include multiple disciplines or single disciplines, including but not limited to project manager, architect, civil, geotechnical, structural, mechanical, electrical, fire protection, and cost engineering. Specialized services for telecommunications may be required. Facility types may include, but are not limited to, utility and energy infrastructure and systems or shore facilities, waterfront facilities and associated infrastructure.   The term of the contract is not to exceed 60 months with an expected completion date of April 2026.  Fiscal 2021 other procurement (Navy) contract funds in the amount of $401,340 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by operations and maintenance (Navy) funds. This contract was competitively procured via the contract opportunities website on beta.sam.gov with seven proposals received. NAVFAC Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-21-D-0005).

General Dynamics Mission Systems, Pittsfield, Massachusetts, was awarded a $17,367,349 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract, for engineering and technical services to support combat systems and command, control, communications, computers and intelligence (C5I); and hull, mechanical and electrical (HM&E) equipment, components, software, training and equipment for the Austal Independence variant of the Littoral Combat Ship program. Work under this contract will be performed in Pittsfield, Massachusetts (80%); San Diego, California (5%); Philadelphia, Pennsylvania (5%); Mobile, Alabama (5%); Singapore (5%), and is expected to be completed by May 2026. Fiscal 2021 other procurement (Navy) funds in the amount of $1,300,000 ($500 indefinite delivery/indefinite quantity contract minimum guarantee) will be obligated at time of award via an individual task order and will not expire at the end of the current fiscal year. All other funding will be made available at the task order level as contracting actions occur. This contract was not competitively procured via beta.sam.gov. This contract was procured on a sole source basis in accordance with 10 U.S. Code 2304(c)(1) — only one responsible source and no other supplies or services will satisfy agency requirements. Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded a $12,628,264 cost-plus-incentive-fee contract modification to previously awarded contract N00024-17-C-6259 to exercise options for Navy equipment, long-lead material, and spares. Work will be performed in Manassas, Virginia (65%); Clearwater, Florida (32%); Syracuse, New York (2%); and Marion, Florida (1%), and is expected to be completed by July 2026. Fiscal 2021 shipbuilding and conversion (Navy) funds in the amount of $10,654,350 (89.86%); fiscal 2021 other procurement (Navy) funds in the amount of $1,177,826 (9.93%); fiscal 2016 shipbuilding and conversion (Navy) funds in the amount of $20,000 (0.17%); and fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $5,000 (0.04%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.
