Accurate Machine & Tool Corp., Madison, Alabama (FA2487-21-D0008); Greene Machine & Manufacturing Inc., Macon, Georgia (FA2487-21-D-0018); Zitec Inc., Niceville, Florida (FA2487-21-D-0028; and Willerding Acquisition Corp., O’Fallon, Missouri (FA2487-21-D-0038), have each been awarded a ceiling $9,800,000 multiple-award, indefinite-delivery/indefinite-quantity contract for munitions material handling equipment (MMHE). This contract provides for manufacturing and refurbishing in support of MMHE. Work will be performed at each contractor’s facilities and is expected to be completed May 25, 2026. This award is the result of a competitive acquisition with four offers received. Fiscal 2021 research, development, test and evaluation funds will be used and each contractor proposed a different amount for the first delivery order at the time of award. Resource Management Concepts Inc., Lexington Park, Maryland, has been awarded an $8,193,615 modification (P00014) to contract FA4890-18-F-5008 to exercise an option for support services to Headquarters Air Combat Command. This contract provides advisory and assistance support services to efforts directly associated with the Directorate of Operations, Flight Operations Division, and Acquisition Management and Integration Center (AMIC). NAVY
Garco Construction Inc., Spokane, Washington, is awarded a $54,249,000 firm-fixed-price contract which provides for design-bid-build services for the construction of tank farm improvements at Naval Fuel Depot Manchester. The total cumulative face value of the contract including the award of two options will be $54,249,000. This contract award does not involve foreign military sales. The work to be performed is the construction of two above-ground fuel storage tanks to replace the existing underground fuel storage tanks. Work will be performed in Manchester, Washington, and is expected to be completed by February 2024. The solicitation was posted to beta.sam.gov and four offers were received. Fiscal 2021 military construction funds in the amount of $54,088,500; fiscal 2021 defense working capital fund in the amount of $36,000; and fiscal 2021 operation and maintenance (Navy) funds in the amount of $124,500, are obligated on this award. The Naval Facilities Engineering Systems Command, Northwest, Silverdale, Washington, is the contracting activity (N44255-21-C-1006).
SOLUTE Inc., San Diego, California, is awarded a $46,600,000 indefinite-delivery/indefinite-quantity Small Business Innovation Research (SBIR) Phase III contract to deliver professional services for systems engineering, software engineering, cybersecurity engineering, DevSecOps (development, security and operations) engineering, and network engineering. Work will be performed in San Diego, California. Work is expected to be completed by May 2026 if all options are exercised. This contract includes a one-year base ordering period and four one-year optional ordering periods, which if exercised, would bring the estimated cumulative value to $46,600,000. Either research, development, test and evaluation (Navy); or operation and maintenance (Navy) could be used for obligations at the task order level. No funding will be obligated at the time of award. One task order will be issued following contract award in order to satisfy the minimum quantity of $100,000, per the terms and conditions of the contract. Fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $113,594 will be obligated on the task order. Funding will not expire at the end of the fiscal year. This contract is not competitively procured because this contract is a negotiated SBIR Phase III effort. In accordance with the Small Business Administration Office of Investment and Innovation – SBIR Policy Directive, as amended Feb. 24, 2014, the competition for SBIR phase I and phase II satisfies any competition requirement of the Armed Services Procurement Act, the Federal Property and Administrative Services Act and the Competition in Contracting Act. Therefore, any agency that intends to fund a SBIR phase III project is not required to conduct another competition in order to satisfy these statutory provisions. EG Designbuild LLC,* Germantown, Maryland, is awarded $11,248,000 firm-fixed-price task order N4008521F5390 under a multiple award construction contract for roof repair at Norfolk Naval Shipyard. Work will be performed in Portsmouth, Virginia, and is expected to be completed by November 2022. This project will remove the existing roof system above the fifth and sixth floors of Building 510 and replace with a concrete pavement roofing system, relocate rooftop heating, ventilation and air conditioning, and electrical equipment, and demolish the glass periscope tower on the top of the sixth floor concrete roof. Fiscal 2021 operation and maintenance, (Navy) funds in the amount of $11,248,000 are obligated on this award and will expire at the end of the current fiscal year. Northrop Grumman Systems Corp., Aerospace Systems, Melbourne, Florida, is awarded a $9,529,494 modification (P00035) to a previously awarded fixed-price-incentive-fee contract (N0001915C0091). This modification adds scope to procure two additional E-2D Delta System/Software Configuration Build IV (DSSC4) developmental test aircraft, increasing the quantity from three to five. This modification also provides for the upgrade of the mission computer display memory from 32GB to 64GB. Work will be performed in Melbourne, Florida (64.3%); McLean, Virginia (9.3%); McKinney, Texas (7.8%); Rolling Meadows, Illinois (5.7%); Broomfield, Colorado (4.0%); Ronkonkoma, New York (2.6%); St, Augustine, Florida (1.6%); Gardena, California (1.1%); and various locations within the continental U.S. (3.6%), and is expected to be completed in June 2022.
