MISSILE DEFENSE AGENCY

L-3 Communications Integrated Systems L.P., doing business as L3 Aeromet, Tulsa, Oklahoma, is being awarded an indefinite-delivery/indefinite-quantity contract with a maximum amount of $172,719,699. A single initial task order in the amount of $22,878,503 is being issued. Under this contract, the contractor will provide support for the Airborne Sensors (ABS) program. These efforts will continue operations and sustainment of the High Altitude Observatory (HALO) aircraft and sensor equipment, mission planning and flight test execution, and improvement and modernization efforts. The work will be performed in Tulsa, Oklahoma. The ordering period will September 2021 through September 2026. One offeror was solicited and one offer was received. Fiscal 2021 research, development, test and evaluation funds in the amount of $5,000,000 are being obligated on this award. NAVY

Jacobs/HDR JV, Arlington, Virginia, is awarded a $34,017,960 firm-fixed-price task order (N6247021F4068) under an indefinite-delivery/indefinite-quantity contract for third party inspections of all Navy privatized homes with the exception of units scheduled for disposition or demolition. The work to be performed provides for all management, labor, supplies, equipment, information technology, materials, and transportation necessary to perform a thorough inspection and assessment of the structural integrity and habitability of each home at selected locations of privatized housing in the U.S. Work will be performed in California (31%); Virginia (11%); Hawaii (11%); Washington (9%); Florida (7%); Connecticut (5%); Illinois (5%); Maryland (4%);  Mississippi (3%); South Carolina (3%); Louisiana (2%); Rhode Island (2%); New York (1%); Maine (1%); Washington, D.C. (1%); Texas (1%); Georgia (1%); Tennessee (1%); and Nevada (1%), and is expected to be completed by September 2022. Fiscal 2020 and 2021 family housing, operation and maintenance (Navy and Marine Corps) contract funds in the amount of $34,017,960 are obligated on this award. The contract funds expire on Sept. 30, 2021. One proposal was received for this task order. Walga Ross Group JV,* Joplin, Missouri, is awarded a $19,978,980 firm-fixed-price task order (N6945021F0659) under a multiple award construction contract for the repair of potable water lines and an elevated storage tank at Naval Air Station (NAS) Corpus Christi, Texas. The work to be performed includes replacement of waterlines and associated valves and fittings along Ocean Drive (Area 1); replacement of waterline and associated valves and fittings within the NAS Corpus Christi airfield (Area 2); abandonment of transit pipe; stripping and repainting of the steel water tank; and incidental related work. Work will be performed in Corpus Christi, Texas, and is expected to be completed by May 2023. Fiscal 2021 operation and maintenance (Navy) contract funds in the amount of $19,978,980 are obligated on this award and will expire at the end of current fiscal year. Five proposals were received for this task order.  The Naval Facilities Engineering Systems Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-19-D-1084).

The Boeing Co., St. Louis, Missouri, is awarded $19,390,745 for ceiling-priced delivery order N00383-21-F-A36W under previously awarded basic ordering agreement N00383-17-G-A301 for the procurement of 41 cylinder and piston spares. The period of performance for this delivery order begins September 2021 and will be completed by September 2024 with no option periods. Work will be performed in Ontario, Canada (73%); and St. Louis, Missouri (27%). Fiscal 2021 working capital funds (Navy) in the amount of $9,695,373 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. One firm was solicited for this non-competitive requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

The Ross Group Contracting Corp.,* Tulsa, Oklahoma, is awarded a $10,561,780 firm-fixed price task order (N6247321F5363) under a multiple award construction contract for design and repair of hydrant fuel system and pavement at Travis Air Force Base, California. The work to be performed will provide for the phased demolition and construction of selected Ramp 200 and 300 fuel hydrants for KC-46A aircraft. The new work includes, but not limited to, modify the current aircraft parking layout, demolish four existing aircraft direct fueling stations, demolish and replace six aircraft direct fueling stations suitable for KC-46A aircraft refueling operations, modify the existing fuel piping laterals, demolish and replace aircraft rated pavement on Ramps 200 and 300, as required, to demolish and install new hydrant pits and fuel piping, provide mooring points at all KC-46A parking spaces, and re-stripe aircraft parking positions and movement lanes on the 200 and 300 ramps. Work will be performed in Fairfield, California, and is expected to be completed by September 2022. Fiscal 2021 facilities sustainment restoration and modernization (Air Force) funds in the amount of $10,561,780 are obligated for this award that will expire at the end of the current fiscal year. Three proposals were received for this task order. The Naval Facilities Engineering Systems Command, Southwest, San Diego, California, is the contracting activity (N62473-18-D-5827).

ARMY

EMR Inc.,* Niceville, Florida, was awarded an $18,189,000 firm-fixed-price contract for design and construction of commercial gates at Tyndall Air Force Base. Bids were solicited via the internet with 11 received. Work will be performed at Tyndall AFB, Florida, with an estimated completion date of Sept. 28, 2023. Fiscal 2020 military construction, Air Force funds in the amount of $18,189,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Mobile, Alabama, is the contracting activity (W91278-21-C-0032).

CDM Federal Programs Corp., Carbondale, Illinois (W912EE-21-D-0011); and Applied Research Associates Inc., Albuquerque, New Mexico (W912EE-21-D-0012), will compete for each order of the $15,000,000 firm-fixed-price contract for dam and levee safety toolbox maintenance and enhancements procurement. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 7, 2026. U.S. Army Corps of Engineers, Vicksburg, Mississippi, is the contracting activity.

Intuitive Research and Technology Corp., Huntsville, Alabama, was awarded a $10,527,201 modification (0014CT) to contract W31P4Q-09-A-0016 for technical support for a prototype integration facility. Work will be performed in Huntsville, Alabama, with an estimated completion date of Sept. 6, 2022. Fiscal 2020 and 2021 research, development, test and evaluation, Army funds; fiscal 2021 research, development, test and evaluation, defense-wide funds; and fiscal 2021 other procurement, Army funds in the amount of $10,527,201 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Vinyl Technology, Monrovia, California, has been awarded a maximum $11,510,340 modification (P00014) exercising the second one-year option period of a one-year base contract (SPE1C1-19-D-1188) with three one-year option periods for advanced technology anti-gravity suits. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is California, with a Sept. 16, 2022, ordering period end date.
