Controlant HF, Kopavogi, Iceland, was awarded a $39,125,000 firm-fixed-price contract for vaccine cold chain remote temperature monitoring services. Bids were solicited via the internet with one received. Work will be performed in Kopavogi, Iceland, with an estimated completion date of Nov. 23, 2022. Fiscal 2021 Defense Health Agency CARES Act funds in the amount of $39,125,000 were obligated at the time of the award. Carahsoft Technology Corp, Reston, Virginia, was awarded a $32,585,216 firm-fixed-price contract to provide secure product support for current licenses subscription software maintenance for the Army Enterprise. Bids were solicited via the internet with two received. Work will be performed in Reston, Virginia, with an estimated completion date of Nov. 30, 2022. Fiscal 2022 operation and maintenance, Army funds; Army working capital funds; aircraft procurement, Army funds; and research, development, test and evaluation, Army funds in the amount of $32,585,216 were obligated at the time of the award. Southern-RC-JV-01 LLC,* Newbern, Tennessee, was awarded a $32,399,160 firm-fixed-price contract to replace an existing taxiway at Joint Base Andrews. Bids were solicited via the internet with two received. Work will be performed at Joint Base Andrews, Maryland, with an estimated completion date of March 6, 2023. Fiscal 2022 operation and maintenance, Army funds in the amount of $32,399,160 were obligated at the time of the award. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-22-C-0004).

Tetra Tech Inc., Seattle, Washington (W911KB-22-D-0002); AECOM Technical Services Inc., Los Angeles, California (W911KB-22-D-0003); and STANTEC Consulting Services Inc., Anchorage, Alaska (W911KB-22-D-0004), will compete for each order of the $18,000,000 firm-fixed-price contract for architect-engineer services for civil works and related projects. Bids were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 23, 2026. U.S. Army Corps of Engineers, Anchorage, Alaska, is the contracting activity.

U.S. SPECIAL OPERATIONS COMMAND

The Boeing Co., Ridley Park, Pennsylvania, was awarded a $212,629,000 cost-plus fixed fee and firm-fixed-price modification to an existing delivery order contract (H92241-20-F-0020) to procure six MH47-G renew rotary wing aircraft and eight spare shipsets in support of U.S. Special Operations Command. Fiscal 2021 procurement; and aircraft procurement, Army funds in the amount of $212,629,000 are being obligated at the time of award. The majority of the work will be performed in Ridley Park. This delivery order modification is a noncompetitive award and is in accordance with Federal Acquisition Regulation 6.302.1. U.S. Special Operations Command, Tampa, Florida, is the contracting activity.

AIR FORCE

Ahtna Global LLC, Anchorage, Alaska (FA500022D0001); Bristol Prime Contractors LLC, Anchorage, Alaska (FA500022D0002); Red Point Construction LLC, Anchorage, Alaska (FA500022D000); Silver Mountain Construction LLC, Anchorage, Alaska (FA500022D0005); Verdis-Ancor LLC, Anchorage, Alaska (FA500022D0007); Eklutna Construction & Maintenance LLC, Anchorage, Alaska (FA500022D0003); and Teya Frawner JV LLC, Anchorage, Alaska (FA500022D0006), were awarded a $150,000,000 indefinite-delivery/indefinite-quantity multiple award construction contract. Work will be performed on Joint Base Elmendorf-Richardson, Alaska, and is expected to be completed by Nov. 23, 2026. This award is the result of a competitive small business set-aside acquisition in which 13 proposals were received. Fiscal 2022 operations and maintenance funds in the amount of $373,046 are being obligated at the time of award. The 673rd Contracting Squadron, Joint Base Elmendorf-Richardson, Alaska, is the contracting activity.

L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, has been awarded a $69,384,000 firm-fixed-price contract for contractor operated and maintained base supply of the Air Education and Training Command fleet of 178 T-1A trainer aircraft. Work will be performed at Randolph Air Force Base, Texas; Laughlin AFB, Texas; Vance AFB, Oklahoma; Columbus AFB, Mississippi; and Pensacola Naval Air Station, Florida, and is expected to be completed by Nov. 30, 2022. This award for option four is the result of a competitive acquisition and three offers were received. Fiscal 2022 operations and maintenance funds in the amount of $9,900,000 are being obligated at the time of award. Relief Enterprise Inc., Austin, Texas, was awarded a $27,931,722 indefinite-delivery/indefinite-quantity contract for custodial services. This contract provides for all management, tools, equipment and labor necessary for custodial services to be performed at Joint Base San Antonio, Fort Sam Houston, Texas, and work is expected to be completed by Nov. 24, 2022. This contract was sole-source through the AbilityOne program. Fiscal 2022 operations and maintenance funds in the amount of $2,592,321 are being obligated at the time of award. The 502nd Contracting Squadron, Joint Base San Antonio Lackland, Texas, is the contracting activity (FA301622D0006).

The Boeing Co., St. Louis, Missouri, was awarded a not-to-exceed $16,250,000 modification (P000050) to previously awarded contract FA8634-18-C-2701 for GOLDesp enterprise resource planning, Delta support equipment sustainment and survival radios sustainment in support of the 36 F-15QA aircraft. Work will be performed in Al Udeid Air Base, Qatar, and is expected to be completed by Nov. 30, 2024. This award is a result of a sole source acquisition. Foreign Military Sales funds in the amount of $7,962,000 will be obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

NAVY

General Dynamics, Bath Iron Works, Bath, Maine, is awarded a $149,346,411 cost-plus-award-fee modification against previously awarded contract N00024-19-C-4452 for DDG planning yard services. Work will be performed in Bath, Maine, and is expected to be completed by January 2023. Fiscal 2022 operations and maintenance (Navy) funding in the amount of $889,173 will be obligated at time of award and will expire at the end of the current fiscal year. The Supervisor of Shipbuilding, Conversion, and Repair, Bath, Maine, is the contracting activity.

Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded a $31,158,091 cost-plus-fixed-fee modification (P00008) to an order (N0001919F2972) against a previously issued basic ordering agreement (N0001919G0029). This modification exercises an option to provide non-recurring engineering to include, investigation, systems engineering support, risk analysis and integration development in support of the Data Transfer Unit and Defensive Electronic Countermeasure System replacement within the CH-53K production aircraft. Work will be performed in Stratford, Connecticut (38.1%); Patuxent River, Maryland (26.23%); Cedar Rapids, Iowa (25.74%); Fort Worth, Texas (5.09%); West Palm Beach, Florida (2.10%); Vergennes, Vermont (1.99%); and various locations within the continental U.S. (0.75%), and is expected to be completed in March 2025. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $31,158,091 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. L3Harris, L3Technologies, Inc., MariPro, Goleta, California, is awarded a $23,197,583 firm-fixed-price modification (P00001) to a previously awarded contract (N6134021C0023). This modification exercises options to provide production and installation engineering and technical support for the Under Sea Warfare Training Range Programs Increment II and III training ranges that are being developed off the shores of Hawaii, California and the Bahamas in support of Navy air, surface and sub-surface training. Work will be performed in Goleta, California, and is expected to be completed in December 2023. Fiscal 2022 other procurement (Navy) funds in the amount of $23,197,583 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Huntington Ingalls Industries, Newport News Shipbuilding, Newport News, Virginia, is awarded an $18,064,449 cost-plus-fixed-fee modification to previously awarded contract N00024-18-C-2106 for the advance planning requirements to support the refueling complex overhaul of the USS Harry S. Truman (CVN 75). Work will be performed in Newport News, Virginia, and is expected to completed in November 2022. Fiscal 2021 shipbuilding and conversion (Navy) funds in the amount of $12,808,399 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured. In accordance with 10 U.S. Code 2304 (c)(1), this contract was not competitively procured — only one responsible source and no other supplies or services will satisfy agency requirements. DEFENSE LOGISTICS AGENCY

American Apparel, Selma, Alabama, has been awarded a maximum $32,799,434 modification (P00003) exercising the first one-year option period of a one-year base contract (SPE1C1-21-D-1412) with four one-year option periods for women’s all-weather coats and Army green service uniforms. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is Alabama, with a Nov. 29, 2022, ordering period end date. Using military service is Army. MISSILE DEFENSE AGENCY

BlueHalo LLC, Huntsville, Alabama, is being awarded a cost-plus-fixed-fee contract.  The total value of this contract is $30,341,268.  Under this new contract, the contractor will develop a Command, Acquire, Track, Assess, eNgage, and Analyze (CATANA) cloud development that includes: 1.) Infrastructure and interface development; 2.) Core component and service development; and 3.) External service integration and assessment.  The work will be performed in Huntsville, Alabama, with an estimated completion date of November 2025.  This contract is awarded under broad agency announcement (BAA) procedures and fulfills the competition requirement, in accordance with Federal Acquisition Regulation (FAR) 6.102(d)(2)(i).  The BAA, HQ0852-21-S-0001, posted on beta.SAM.gov on Dec. 14, 2020, fulfills the publication of this contract on the Government-wide Point of Entry website requirement in accordance with FAR 35.016(f).  Fiscal 2021 research, development, test and evaluation funds in the amount of $5,715,516.74 are being obligated on this award.  The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0852-22-C-0001).

SPACE DEVELOPMENT AGENCY

SecuriGence LLC., Leesburg, Virginia, is awarded a $29,778,571 task order against a General Services Administration indefinite-delivery/indefinite-quantity contract to provide network support services for the Space Development Agency and Strategic Capabilities Office (SCO). The awardee will provide the required support, labor, equipment and subscriptions to enable the expansion of classified network capabilities at SCO. Performance of these services will occur at the Meadows facility in Chantilly, Virginia. This award was made under a sole-source process. Funds obligated at the time of award are defense-wide fiscal 2021 research, development, test and evaluation funds.
