CAPE-WESTON JV3 LLC,* Norcross, Georgia, is awarded a $245,000,000 cost-plus-award-fee, indefinite-delivery/indefinite-quantity contract for environmental remedial action services for Navy and Marine Corps installations and other government agencies within the Naval Facilities Engineering Systems Command (NAVFAC) Pacific area of operations. The work to be performed provides for, but is not limited to, removal actions, remedial actions, expedited and emergency response actions at sites, pilot and treatability studies, facility operation, maintenance and instruction, other related activities associated with returning sites to safe and acceptable levels. The maximum dollar value, including the base period and four option years, is $245,000,000. Work will be performed in Hawaii (54%), California (24%), Palau (8%), Washington state (6%), Guam (4%), Arizona (2%), and Nevada (2%), and is expected to be completed by March 2027. No funds will be obligated at time of award. Future task orders will be funded by environmental restoration (Navy) funds, and will be obligated on individual task orders as they are issued. This contract was competitively procured via the beta.sam.gov website, with three offers received. NAVFAC Pacific, Joint Base Pearl Harbor-Hickam, Oahu, Hawaii, is the contracting activity (N62742-22-D-1800).

Professional Contract Services Inc. LLC, Austin, Texas, is awarded a $33,946,714 modification to previously awarded firm-fixed-price contract N40085-20-D-0040. This modification provides exercise of Option Year 2 for base operating support services at Naval Medical Center Portsmouth and its outlying support sites. Work will be performed at Portsmouth, Chesapeake, Virginia Beach, Norfolk, and Yorktown, Virginia, and is expected to be completed in March 2023. The total cumulative face value of the contract is $97,041,281. Fiscal 2022 operation and maintenance (Navy) funding in the amount of $33,946,714 are obligated at time of award and will not expire at the end of the current fiscal year. Naval Facilities Engineering Systems Command Mid-Atlantic, Public Works Department Portsmouth, Portsmouth, Virginia, is the contracting activity.

Safran Aerosystems Arresting, Aston, Pennsylvania, is awarded a $20,585,587 firm-fixed-price, cost reimbursable, indefinite-delivery/indefinite-quantity contract. This contract provides sustainment support, to include conducting overhauls and procurement of parts necessary for conducting the overhauls, depot inspection and evaluations, depot repairs, training, and logistics support for the M31 Marine Corps Expeditionary Arresting Gear System program. Work will be performed in Aston, Pennsylvania, and is expected to be completed in March 2027. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c). The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N6833522D0008).

The Boeing Co., St. Louis, Missouri, is awarded a $15,940,022 firm-fixed-priced delivery order (N00383-22-F-AY00) under previously awarded basic ordering agreement N00383-18-G-AY01 for the repair of various avionics equipment used on the F/A-18 aircraft. Work will be performed in Lemoore, California (99%); and Philadelphia, Pennsylvania (1%). Work will be begin March 2022 and will be completed by December 2023. Fiscal year 2022 working capital funds (Navy) in the full amount of $15,940,022 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1) and one offer was received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

BAE Systems Information and Electronics Systems, Nashua, New Hampshire, is awarded a $13,033,708 firm-fixed-price modification (P00014) to a previously awarded contract (N0001919C0052). This modification exercises an option to procure six OE-120B antenna groups, four for the Navy and one for the government of Canada; and four OE-120B antenna group retrofit kits for the Navy and associated data. Work will be performed in Nashua, New Hampshire, and is expected to be completed in November 2024. Fiscal 2022 shipbuilding and conversion (Navy) funds in the amount of $5,957,970; fiscal 2022 other procurement (Navy) funds in the amount of $1,985,990; fiscal 2021 shipbuilding and conversion (Navy) funds in the amount of 1,985,990; fiscal 2021 other procurement (Navy) funds in the amount of $1,117,768, and Foreign Military Sales funds in the amount of $1,985,990 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Diversified Service Contracting Inc., Dunn, North Carolina, is awarded a $12,876,097 firm-fixed-price modification to indefinite-delivery/indefinite-quantity contract N40080-21-D-0006. This modification provides for the exercise of Option 1 for base operating support services at Naval Air Station Patuxent River, Maryland. All work will be performed in Maryland, and is expected to be completed by March 2023. Fiscal 2022 operation and maintenance (Navy); and fiscal 2022 working capital (Navy) funds in the amount not-to-exceed $11,136,777 for recurring services are obligated at time of award, and will expire at the end of the current fiscal year. After award of this option, the total cumulative face value of the contract will be $21,657,888. NCS/EML SB JV LLC,* Louisville, Kentucky, is awarded a $12,253,380 firm-fixed-price, indefinite-delivery/indefinite-quantity modification to previously awarded contract N69450-19-D-1740. The contract modification provides for the exercise of Option Period Three for base operating support services at installations under the Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) area of operations. Work will be performed in Milton, Florida (67%); and outlying areas (33%). This option period is from April 1, 2022, to March 31, 2023. This award brings the total cumulative face value of the contract to $48,280,469. Fiscal 2022 operation and maintenance (Navy); fiscal 2022 Defense Health Program funds; fiscal 2022 family housing funds; fiscal 2022 operation and maintenance (Navy) funds; and fiscal 2022 operation and maintenance (Air Force) contract funds in the amount of $8,591,890 for recurring work will be obligated on individual task orders issued during the option period. No funds will be obligated at time of award. NAVFAC SE, Jacksonville, Florida, is the contracting activity.

Doyon Project Services LLC, Federal Way, Washington, is awarded a $10,404,845 firm-fixed-price task order (N4008522F4808) under a multiple award construction contract for bulkhead repairs at Naval Station Newport, Rhode Island. The work to be performed provides for the full repair by replacement of the northern portion of Bulkhead S45 and associated stormwater system infrastructure. Work will be performed in Newport, Rhode Island, and is expected to be completed by February 2024. Fiscal 2022 operation and maintenance, Navy contract funds in the amount of $10,404,845 are obligated on this award and will expire at the end of the current fiscal year. Booz Allen Hamilton Inc., McLean, Virginia, is awarded an $8,934,726 modification (P00011) to a previously awarded cost-plus-fixed-fee, level-of-effort, indefinite-delivery/indefinite-quantity contract (N0042117D0021). This modification exercises an option to extend the services with additional ceiling to provide continued support of the Naval Aviation Enterprise’s mission to sustain required current readiness and advance future warfighting capabilities at the best possible cost. Work will be performed in Norfolk, Virginia (25.89%); North Island, California (19.98%); Patuxent River (12.71%); Arlington, Virginia (10.58%); Cherry Point, North Carolina (3.63%); New River, North Carolina (3.63%); Millington, Tennessee (2.73%); Fort Worth, Texas (2.73%); Miramar, California (2.73%); Yuma, Arizona (1.82%); Camp Pendleton, California (1.82%); Pensacola, Florida (1.82%); and various locations within the continental U.S. (9.93%), and is expected to be completed in October 2022. AIR FORCE

Reliance Test & Technology, Crestview, Florida, has been awarded a $228,340,941 option modification (P00139) to previously awarded contract FA2486-16-C-0002 for Eglin Operations & Maintenance Services to exercise Award Term Option Period One. Work will be performed at Eglin Air Force Base, Florida; Wright-Patterson AFB, Ohio; and Holloman AFB, New Mexico, and is expected to be completed by Sept. 30, 2026. Fiscal 2022 Air Force research, development, test and evaluation funds in the amount of $12,185,000; and fiscal 2022 Army operation and maintenance funds in the amount of $405,000 will be obligated at the time of award. The total cumulative face value of the contract is $1,026,881,161. The Air Force Test Center, Eglin AFB, Florida, is the contracting activity.

Lockheed Martin Rotary and Mission Systems, Liverpool, New York, has been awarded a $75,020,810 contract modification (P00007) to previously awarded contract FA8730-21-C-0022 for the Three-Dimensional Expeditionary Long-Range Radar (3DELRR) system. This modification provides for the exercise of options for the initial two 3DELRR radars, production management and supporting tasks under the basic contract. Work will be performed in Liverpool, New York, and is expected to be completed by Jan. 29, 2024. Fiscal 2022 other procurement funds are being obligated at the time of award. ARMY

American International Contractors Inc., McLean, Virginia, was awarded a $55,000,000 firm-fixed-price contract for support in planning, execution, warranty management and, eventually, contract closeout of Pacer Forge. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of March 31, 2023. U.S. Army Corps of Engineers, Middle East District, is the contracting activity (W912ER-22-D-0008).

The Council Oak LLC,* Falls Church, Virginia (W912HQ-22-D-0007); and Kearns & West Inc.,* Washington, D.C. (W912HQ-22-D-0008), will compete for each order of the $48,335,000 firm-fixed-price contract for water resources analytical and professional support services. Bids were solicited via the internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of March 28, 2027. U.S. Army Corps of Engineers’ Humphreys Engineer Center Support Activity, Alexandria, Virginia, is the contracting activity.

Northrop Grumman Systems Corp., McLean, Virginia, was awarded an $8,948,360 modification (P00004) to contract W31P4Q-21-F-0101 for sustainment efforts required to maintain the current operational status of the Forward Area Air Defense Command and Control System. Work will be performed in Herndon, Virginia, with an estimated completion date of March 31, 2023. Fiscal 2022 operation and maintenance, Army funds; fiscal 2022 other procurement, Army funds; and fiscal 2022 missile procurement, Army funds in the amount of $6,270,000 were obligated at the time of the award. Columbia Helicopters Inc., Aurora, Oregon, was awarded an $8,750,000 firm-fixed-price contract for overhaul/repair of the rotary wing head for the CH-47 Chinook. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 31, 2024. General Dynamics Land Systems Inc., Sterling Heights, Michigan, was awarded an $8,385,462 modification (P00036) to contract W56HZV-19-C-0062 for obsolescence management services and hardware for the Abrams Family of Vehicles. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of March 31, 2023. DEFENSE LOGISTICS AGENCY

General Dynamics Land Systems Inc., Sterling Heights, Michigan, has been awarded a maximum $19,741,022 firm-fixed-price, indefinite-delivery/definite-quantity contract for compression systems. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a five-year contract with no option periods. Locations of performance are Michigan and South Carolina, with a March 29, 2027, performance completion date. Using military service is Army. Type of appropriation is fiscal 2022 through 2027 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-22-D-0032).

UPDATE: Enova Illumination Inc., Minneapolis, Minnesota (SPE2DH-22-D-0012, $7,500,000) has been added as an awardee to the multiple award contract for medical equipment and accessories for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2DH-16-R-0002 and awarded Oct. 6, 2016.

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Raytheon Co., Tewksbury, Massachusetts, has been awarded a $10,084,858 modification to cost-plus-fixed-fee contract HR001121C0007 to exercise Phase 2 option of the Airspace TacticaL Automation System (ATLAS) effort supporting the Air Space Total Awareness for Rapid Tactical Execution (ASTARTE) program. The modification brings the total cumulative face value of the contract to $17,665,272. Work will be performed in Tewksbury, Massachusetts (37%); Cedar Rapids, Iowa (4%); Fulton, Maryland (10%); Cambridge, Massachusetts (40%); Dulles, Virginia (6%); and Durham, North Carolina (3%), with an estimated completion date of June 2023.
