NAVY

Cardno TEC-AECOM Atlantic JV, Charlottesville, Virginia, is awarded a $75,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract for environmental planning and engineering services. Work will be performed within Naval Facilities Engineering Systems Command Atlantic’s area of responsibility which includes, but is not limited to, Virginia, California, Florida, Hawaii, North Carolina, and Washington, and will be completed by November 2027. Fiscal 2023 operation and maintenance (Navy) funds in the amount of $10,000 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management website, with four offers received. The Naval Facilities Engineering Systems Command Atlantic, Norfolk, Virginia, is the contracting activity (N62470-23-D-0001).

BAE Systems Technology Solutions & Services Inc., Rockville, Maryland, is awarded a $20,126,303 cost-plus-fixed-fee modification (P00013) to a previously awarded contract (N0003022C6001). This modification exercises fiscal 2023 options to provide support services for the U.S. Trident II D5 Strategic Weapon Systems program, Attack Weapon System program, and the Nuclear Weapon Security program. Work will be performed in Rockville, Maryland (59.9 %); Washington, D.C. (23.8%); Saint Marys, Georgia (3.3%); Cape Canaveral, Florida (2.3%); Bremerton, Washington (1.3%); Portsmouth, Virginia (1.0%); and various other locations (less than 1% each; 8.4% total). Work is expected to be completed on Sept. 30, 2023. Lockheed Martin Corp., Fort Worth, Texas, is awarded an $11,506,002 cost-plus-fixed-fee modification (P00060) to a previously awarded contract (N0001918C1048). This modification exercises an option to extend services to provide ongoing sustainment services and outcomes, to include supporting daily flight operations with the Freedom of Action specific capabilities required at various F-35 operating sites for the government of the United Kingdom. Work will be performed in Fort Worth, Texas, and is expected to be completed in March 2023. Non-U.S. Department of Defense participant funds in the amount of $11,506,002 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

ARMY

Gideon Contacting LLC,* San Antonio, Texas (W912BV-23-D-0001); B&H Contracting Company Inc., doing business as Dawson BH Co.,* Fort Bragg, North Carolina (W912BV-23-D-0002); Red Eagle JV,* Coweta, Oklahoma (W912BV-23-D-0003); and Vazquez Reasbeck Construction LLC,* Kansas City, Missouri (W912BV-23-D-0004), will compete for each order of the $49,000,000 firm-fixed-price contract for design-build or design-bid-build construction services in support of various military and civil works projects. Bids were solicited via the internet with 12 received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 10, 2027. Brice Engineering LLC,* Anchorage, Alaska, was awarded a $27,631,569 firm-fixed-price contract for per- and polyfluoroalkyl substances soil-washing treatment. Bids were solicited via the internet with four received. Work will be performed at Eielson Air Force Base, Alaska, with an estimated completion date of Nov. 10, 2026. Fiscal 2022 military construction, Air Force funds in the amount of $27,631,569 were obligated at the time of the award. U.S. Army Corps of Engineers, Anchorage, Alaska, is the contracting activity (W911KB-23-C-0005).

Montana State University, Bozeman, Montana, was awarded a $9,182,692 modification (P00003) to contract W911W6-18-C-0050 for research and development of complex-shaped fiber-reinforced composites. Work will be performed in Bozeman, Montana, with an estimated completion date of Sept. 30, 2025. Fiscal 2022 research, development, test and evaluation, Army funds in the amount of $9,182,692 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

CORRECTION: The Aug. 24, 2022, announcement of a contract to BAE Systems Land & Armaments L.P., York, Pennsylvania (W56HZV-22-F-0413), for Bradley Fighting Vehicles, included an incorrect award amount. The contract was actually awarded for $49,699,881.

AIR FORCE

Leidos Inc., Reston, Virginia, has been awarded a $48,603,195 cost-plus-fixed-fee contract for research and development. This contract is to research, develop and demonstrate advanced component prototype solutions to evolve and expand emerging open architecture standards and approaches for current and next-generation Air Force and Department of Defense weapon systems. Work will be performed in Reston, Virginia, and is expected to be completed Jan. 29, 2027. This is the result of a competitive acquisition and six offers were received. Fiscal 2022 research, development, test and evaluation funds in the amount of $1,850,726 are being obligated at time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-23-C-1043).

Riverside Research Institute, Arlington, Virginia, has been awarded a $30,591,985 cost-plus-fixed-fee contract for research and development. This contract is to research, develop and demonstrate advanced component prototype solutions to evolve and expand emerging open architecture standards and approaches for current and next-generation Air Force and Department of Defense weapon systems. Work will be performed in Arlington, Virginia, and is expected to be completed Jan. 29, 2027. This is the result of a competitive acquisition and six offers were received. Kratos Technology & Training Solutions, Inc., San Diego, California, has been awarded a $22,767,869 modification (P00169) to contract FA8808-13-C-0002 for control system consolidated production and sustainment services. Work will be performed in Colorado Springs, Colorado, and is expected to be completed by Nov. 3, 2023. Prime Response Inc., Accokeek, Maryland, has been awarded a $15,475,703 firm-fixed-price contract for research and development logistics support services. The contractor will provide material control, material handling, transportation, maintenance programs, hazardous materials, lab gases and cryogenics, lab safety programs, facility management and lab supply and stock needs of research and development programs at Phillips Research Site, Kirtland Air Force Base, New Mexico. Work will be performed in Kirtland AFB, New Mexico, and is expected to be completed Aug. 10, 2027. This award is the result of a competitive acquisition, and three offers were received. Fiscal 2023 research, development, test, and evaluation funds in the amount of $595,547 are being obligated at time of award. General Electric Co. – GE Research, Niskayuna, New York, has been awarded a $10,931,388 cost-reimbursement modification (P00014) to contract FA8650-19-C-7945 for the Measuring Biological Aptitude program. GE Research developed a generalizable computational platform to assess warfighter aptitude and performance based on expression circuits that link macroscopic phenotypes to the underlying molecular biology of the individual. Work will be performed in Niskayuna, New York, and is expected to be completed Nov. 30, 2023. Fiscal 2022 research, development, test, and evaluation funds in the amount of $6,700,000 are being obligated at the time of award. The cumulative face value of the contract is $29,663,704. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity.
