Raytheon Co., Tucson, Arizona, is awarded a $397,679,384 firm-fixed-price modification to previously awarded contract N00024-21-C-5408 to exercise options for fiscal 2023 guided missile assemblies, shipping containers, and spare parts in support of the fiscal 2021-2023 Evolved Seasparrow Missile Block 2 full-rate production requirements. Work will be performed in Tucson, Arizona (46%); Edinburgh, Australia (8%); San Jose, California (7%); Raufoss, Norway (7%); Mississauga, Canada (6%); Ottobrunn, Germany (4%); Cambridge, Canada (3%); Nashua, New Hampshire (3%); Hengelo, Netherlands (2%); Koropi Attica, Greece (2%); Torrance, California (2%); Canton, New York (2%); Ankara Turkey (1%), Grenaa, Denmark (1%); West Lake Village, California (1%); and various other locations each less than 1%, with  5% total, and is expected to be completed by March 2027. Fiscal 2023 other customer funds in the amount of $214,454,970 (53%); fiscal 2023 weapon procurement (Navy) funds in the amount of $163,315,684 (41%); fiscal 2020 other customer funds in the amount of $8,748,958 (1%); fiscal 2021 other customer funds in the amount of $7,233,386 (1%); fiscal 2019 other customer funds in the amount of $1,311,323 (1%); fiscal 2022 other customer funds in the amount of $1,252,150 (1%); fiscal 2022 weapons procurement (Navy) funds in the amount of $824,917 (1%); and fiscal 2021 weapons procurement (Navy) funds in the amount of $537,996 (1%), will be obligated at time of award and $537,996 will expire at the end of the current fiscal year. Lockheed Martin Space, Titusville, Florida, is awarded a $49,942,303 cost-plus-incentive-fee and cost-plus-fixed-fee modification (P00002) to exercise options under a previously awarded contract (N0003022C0100) for Trident II (D5) missile production and deployed systems support. This contract award also benefits a foreign military sale to the United Kingdom. Work will be performed in Camden, Arkansas (35.4%); El Segundo, California (20.6%); Pittsfield, Massachusetts (11.3%); Cape Canaveral, Florida (11%); Morris Plains, New Jersey (3.1%); Valley Forge, Pennsylvania (2.2%); Milpitas, California (2%); Denver, Colorado (1.5%); Vista, California (1%); Silver Spring, Maryland (1%); and locations less than 1% each, with 10.9% total. Work is expected to be completed Sept. 30, 2027. Fiscal 2023 weapons procurement (Navy) funds in the amount of $49,942,303 will be obligated. No funds will expire at the end of the current fiscal year. This contract is being awarded on a sole source basis under 10 U.S. Code 2304(c)(1) and was previously synopsized on the Federal Business Opportunities website, with one proposal received. Vectrus Systems Corp., Colorado Springs, Colorado, is awarded a $48,888,974 firm-fixed-price modification to previously awarded contract N69450-22-D-0010 for base operations support services at Naval Station Guantanamo Bay, Cuba. This award brings the total cumulative value of the contract to $96,754,647. The contract modification is for a 12-month bridge extension of base operations support services under the basic contract. Work will be performed at Naval Station Guantanamo Bay, Cuba, and will be completed by November 2023. No funds will be obligated at time of award. Fiscal 2023 operation and maintenance (Navy) funds; fiscal 2023 Defense Health Program funds; fiscal 2023 operation and maintenance (Army) funds; and fiscal 2023 operation and maintenance (Department of Defense) funds in the amount of $40,340,904 for recurring work will be obligated on a subsequent task order. The Naval Facilities Engineering Systems Command Southeast, Jacksonville, Florida, is the contracting activity.

KBR Wyle Services LLC, Lexington Park, Maryland, is awarded a $42,999,089 cost-plus-fixed-fee, cost-reimbursable modification (P00011) to a previously awarded contract (N0042120C0032). This modification increases the scope by merging F/A-18 contractor support services for the governments of Australia and Switzerland. Work will be performed in Patuxent River, Maryland (78.4%); Dusseldorf, Switzerland (13%); Amberley, Australia (4.4%); and Kuwait City, Kuwait (4.2%), and is expected to be completed in August 2025. Foreign Military Sales funds in the amount of $10,314,309 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded a $7,767,550 cost-plus-fixed-fee modification (P00001) to a previously awarded contract (N00030-23-C-6004). This modification exercises a fiscal 2023 option to provide U.S. Trident II Strategic Weapon System Trident Trainer Facility kits and engineering support services. Work will be performed at Groton, Connecticut (66%); Kings Bay, Georgia (25%); and Cape Canaveral, Florida (9%). Work is expected to be completed on Dec. 31, 2025. Fiscal 2023 other procurement (Navy) funds in the amount of $7,767,550 will be obligated at time of award.  No funds will expire at the end of the current fiscal year. This contract is being awarded as a sole-source acquisition in accordance with 10 U.S. Code 2304(c)(1). Strategic Systems Programs, Washington, D.C., is the contracting activity.

DEFENSE LOGISTICS AGENCY

Point Blank Protective Apparel & Uniform, Guánica, Puerto Rico, has been awarded a $235,987,870 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for rifleman sets and related components. This was a competitive acquisition with three responses received. This is a three‐year contract with no option periods. The ordering period end date is Nov. 27, 2025. Using military services are Army and Air Force. Type of appropriation is fiscal 2023 through 2026 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-23-D-0005).

ARMY

T&H Services LLC, Juneau, Alaska, was awarded a $35,724,037 modification (P00048) to contract W911RZ-19-C-0002 for base operations support for Fort Carson. Work will be performed at Fort Carson, Colorado, with an estimated completion date of Dec. 31, 2024. Fiscal 2023 operation and maintenance, Army funds in the amount of $5,833,333 were obligated at the time of the award. U.S. Army 418th Contracting Support Brigade, Fort Carson, Colorado, is the contracting activity.

Dyncorp International LLC, Fort Worth, Texas, was awarded a $30,256,041 modification (P00249) to contract W58RGZ-19-C-0025 for aviation maintenance services. Work will be performed in Fort Worth, Texas; Fort Bragg, North Carolina; Fort Campbell, Kentucky; Fort Drum, New York; and Hunter Army Airfield, Georgia; Kuwait; and Georgia, with an estimated completion date of Nov. 30, 2023. Fiscal 2023 operation and maintenance, Army; other procurement, Army; and aircraft procurement, Army funds in the amount of $30,256,041 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Jacobs Technology Inc., Tullahoma, Tennessee, was awarded a $25,817,299 modification (P00032) to contract W91CRB-15-D-0018 for an extension of the current contract for Aberdeen test support services. Work locations and funding will be determined with each order, with an estimated completion date of June 30, 2023. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

CORRECTION: The contract announced on Nov. 22, 2022, to Accord Federal Services,* Knoxville, Tennessee (W519TC-23-F-0022), for logistics support services was not — and will not be — awarded.

AIR FORCE

FCN Inc., Rockville, Maryland, was awarded a $15,218,715 fixed-fee contract for the Elastic License Bundle. This contract provides for the Elastic License Bundle, which includes unlimited Enterprise resource unit software licenses, consulting services, professional annual training subscriptions, monthly training courses, and warranty coverage in support of the Cyberspace Vulnerability Assessment/Hunter weapon system. Work will be performed at Joint Base San Antonio-Lackland and Chapman Annex, San Antonio, Texas; Scott Air Force Base, Illinois; and Hurlburt Field, Florida, and is expected to be completed by Nov. 29, 2023. This contract was a competitive acquisition, and three offers were received. Fiscal 2023 procurement funds in the amount of $15,218,715 are being obligated at time of award.
