The Pentagon has updated its guidance governing the employment and administration of civilian intelligence personnel.

ON SECRECY – OR LACK THEREOF

After years of unintentional (and occasionally intentional) obstruction, the Pentagon’s inspector general is gaining additional oversight powers over the sprawling bureaucracy that is the Department of Defense. The new instruction specifies: “No officer, employee, contractor, or Service member of any DoD component may deny the OIG DoD access to records.” Only the Secretary of Defense may invoke a statutory exemption to limit IG access to certain intelligence, counterintelligence, or other sensitive matters, which he must then justify in a report to Congress.

The Central Intelligence Agency is apparently directly involved with arming the Syrian rebels, despite protestations to the contrary.

CONTRACT WATCH

JIEDDO, the arm of the Pentagon responsible for combating improvised explosives, is trying to acquire a reconnaissance system for whatever reason.

The Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office (TTO) is sponsoring a Proposers’ Day on Tuesday, April 23, 2013.
