Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded a $39,920,367 firm-fixed-price modification (P00001) to an order (N0001922F2491) against a previously issued basic ordering agreement (N0001919G0029).  This modification adds scope to provide production and installation of a VH-92A Flight Training Device (FTD) and updates to a previously delivered VH-92A FTD for the Marine Corps. Work will be performed in Binghamton, New York (49%); Orlando, Florida (17%); Stratford, Connecticut (13%); Sterling, Virginia (10%); Quantico, Virginia (8%); Salt Lake City, Utah (1.5%); and various locations within the continental U.S. (1.5%), and is expected to be completed in March 2024. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $8,869,507; and fiscal 2020 aircraft procurement (Navy) funds in the amount of $31,050,860 will be obligated at the time of award, $31,050,860 of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

RQ Construction, Carlsbad, California, is awarded a $23,211,000 firm-fixed-price task order (N6247322F4995) for the construction of a structural and aircraft rescue fire station at Naval Air Facility El Centro, California. The work to be performed provides for, but is not limited to, construction of a structural and aircraft rescue fire station that will include an apparatus highbay with apparatus support spaces. Primary facilities include fire extinguisher inspection station and maintenance area, a residential area with day room, kitchen/dining, dorm rooms, laundry, fitness and recreation rooms as well as training and administration spaces. Site preparation includes site earthwork, demolition, relocations and paving. The task order also contains 20 unexercised options, which if exercised would increase cumulative contract value to $24,094,100. Work will be performed at El Centro, California, and is expected to be completed by November 2024. Fiscal 2022 operation and maintenance (Navy) funds in the amount of $23,211,000 will be obligated at time of award, and will expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management website, with six offers received. The Naval Facilities Engineering Systems Command, Southwest, San Diego, California, is the contracting activity (N62473-21-D-1211).

Rockwell Collins Inc., Cedar Rapids, Iowa, is awarded a $19,652,381 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract procures 76 aircraft direction finders, 152 radio turner panels and 228 high frequency radios, as well as technical data and data support for P-8A aircraft production Lots 12, 13 and 14. Work will be performed in Cedar Rapids, Iowa (95%); and Thiais Cedex, France (5%), and is expected to be completed in August 2025. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-4. KOAM Engineering Services Inc., San Diego, California, is awarded a $17,251,959 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, multiple award modification to previously awarded contract N66001-18-D-0391 for analysis and test engineering services. These services will provide research, development, test and evaluation services for command, control, communications, computers, cyber and intelligence, surveillance and reconnaissance systems and combat direction systems. Work will be performed in San Diego (100%), and is expected to be complete by September 2023. All awardees will have the opportunity to compete for task orders during the ordering period. No funds will be obligated at the time of award. Funds will be obligated as task orders are issued using research, development, test and evaluation (Navy); operations and maintenance (Navy); other procurement (Navy); shipbuilding construction (Navy); and working capital (Navy) funds. Shimabukuro, Endo and Yoshizaki Inc., doing business as SEY Engineers,* Honolulu, Hawaii, is awarded a $15,000,000 firm-fixed price, indefinite-delivery/indefinite-quantity, architect-engineering contract for various civil engineering projects and related projects at various locations under the Naval Facilities Engineering Systems Command (NAVFAC) Hawaii area of operations (AO). The work to be performed provides for the replacement of a 12-inch waterline near O’Malley Gate, Joint Base Pearl Harbor-Hickam, Hawaii. The maximum dollar value, including the base period and four option years, is $15,000,000. Work will be performed within the NAVFAC Hawaii AO, to include Hawaii (100%), and is expected to be completed by September 2027. Fiscal 2022 operation and maintenance (Navy) funds in the amount of $619,051 will be obligated at time of award, and will expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management website, with five offers received. NAVFAC Hawaii, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62478-22-D-5040).

Belonger Corp. Inc.,* West Bend, Wisconsin (W912J2-22-D-4001); J&B Builders Inc.,* Saint Charles, Illinois (W912J2-22-D-4002); JMJ Construction Company Inc., * New Lisbon, Wisconsin (W912J2-22-D-4003); U.S. Vet, McFarland,* Wisconsin (W912J2-22-D-4004); and KPH Construction Corp.,* Milwaukee, Wisconsin (W912J2-22-D-4005), will compete for each order of the $25,000,000 firm-fixed-price contract for construction projects. Bids were solicited via the internet with 15 received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 31, 2027. Northrop Grumman Systems Corp., Huntsville, Alabama, was awarded a $24,053,409 modification (PZ0026) to contract W31P4Q-19-C-0003 for Integrated Battle Command System production hardware and software. Work will be performed in Huntsville, Alabama, with an estimated completion date of Dec. 31, 2025. Fiscal 2010 Foreign Military Sales (Poland) funds in the amount of $24,053,409 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Manson Construction Co., Seattle, Washington, was awarded a $15,125,000 modification (P00012) to contract W912PL-18-C-0042 for maintenance dredging at Channel Islands and Port Hueneme Harbors, Ventura County, California. Work will be performed in Ventura, California, with an estimated completion date of Jan. 23, 2023. Fiscal 2022 civil construction funds in the amount of $15,125,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Los Angeles, California, is the contracting activity.

AIR FORCE

PTC Inc., Boston, Massachusetts, has been awarded a $17,947,316 firm-fixed-price modification (P00002) to previously awarded contract FA8109-21-C-0001 for the Enterprise Supply Chain Analysis Planning and Execution (ESCAPE) program. The contract modification exercises an option for a second year of the five-year, multi-year basic contract. Work will be performed in Boston, Massachusetts; and Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Sept. 28, 2026. Fiscal 2022 working capital funds in the amount of $17,947,316 are being obligated at the time of award. Total cumulative face value of the contract is $34,853,627. Air Force Sustainment Center, Tinker AFB, Oklahoma, is the contracting activity.

SierTeK-Peerless JV LLC, Beavercreek, Ohio, has been awarded an $11,181,817 firm-fixed-price with cost reimbursement, indefinite-delivery/indefinite-quantity, single award task order contract for non-personal services to provide the 313rd Training Squadron at Goodfellow Air Force Base, Texas, with the instructional design methodologies to instruct, develop, employ and maintain traditional in-residence courses as well as web-based course technology, interactive courseware, and advanced distributed learning system capabilities. Work will be performed at Goodfellow AFB, Texas, and is expected to be completed by Sept. 30, 2027. This award is the result of a competitive fair opportunity selection process.  Fiscal 2023 operations and maintenance funds in the amount of $2,161,190 will be obligated on Oct. 1, 2022, via contract modification.
