DEFENSE CONTRACTS VALUED AT $7.5 MILLION AND ABOVE

NAVY

Bath Iron Works, Bath, Maine, is awarded a fixed-price incentive (firm target) multiyear contract for construction of three DDG 51 class ships – one each in fiscal 2023, 2024, and 2026. This contract includes options for engineering change proposals, design budgeting requirements, and post-delivery availabilities on the awarded firm multiyear ships. This contract also includes options for construction of additional DDG 51 class ships, which may be subject to future competition in accordance with the terms and conditions of the contract. Therefore, the dollar values associated with the multiyear contract are considered source selection sensitive information and will not be made public at this time (see 41 U.S. Code 2101, et seq., Federal Acquisition Regulation (FAR) 2.101 and FAR 3.104). Work will be performed in Bath, Maine (69%); Cincinnati, Ohio (4%); Walpole, Massachusetts (4%); York, Pennsylvania (2 %); South Portland, Maine (1%); Falls Church, Virginia (1%); and other locations below 1% (collectively totaling 19%), and is expected to be completed by December 2033. Fiscal 2022 and 2023 shipbuilding and conversion, Navy funding will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was procured via a limited competition between Huntington Ingalls Inc., and Bath Iron Works pursuant to U.S. Code 3204 (a) (3) (A) and FAR 6.302-3 (Industrial Mobilization), with two offers received. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-23-C-2305).

Huntington Ingalls Inc., Ingalls Shipbuilding, Pascagoula, Mississippi, is awarded a fixed-price incentive (firm-target) multiyear contract for construction of six DDG 51 class ships – one in fiscal 2023, one in fiscal 2024, two in fiscal 2025, one in fiscal 2026, and one in fiscal 2027. This contract includes options for engineering change proposals, design budgeting requirements, and post-delivery availabilities on the awarded firm multiyear ships. This contract includes options for construction of additional DDG 51 class ships, which may be subject to future competition in accordance with the terms and conditions of the contract. Raytheon Technologies, Tucson, Arizona, is awarded a $124,286,356 cost-plus-incentive-fee, cost-plus-fixed-fee modification (P00030) to a previously awarded contract (N0001919C0079). This modification adds scope to procure 42 Maritime Strike Tomahawk Seeker (MST) suites for the Navy in support of MST Low Rate Production Three, to be installed into Tactical Tomahawk Missiles in the recertification effort. Work will be performed in Boulder, Colorado (32.4%); Tucson, Arizona (16.57%); North Logan, Utah (16.16%); Dallas, Texas (14.5%); Pontiac, Michigan (11.88%); Huntsville, Arkansas (1.96%); Minneapolis, Minnesota (1.5%); Berryville, Arkansas (1.7%); Elyria, Ohio (1.05%); and various locations within the continental U.S. (2.28%), and is expected to be completed in November 2025. Fiscal 2023 weapons procurement (Navy) funds in the amount of $124,286,356 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Raytheon Missiles and Defense, Tucson, Arizona, is awarded a $24,867,844 cost-plus-fixed-fee order (N0001923F0463) against a previously issued basic ordering agreement (N0001920G0007). This order provides for engineering design and analysis in support of updating the Digital Scene Matching Area Correlator (DSMAC) subsystem navigation capability. The current DSMAC subsystem design is obsolete due to the end of manufacturing life for multiple components and without this redesign effort, production of the Tomahawk cruise missile will not be possible. Work will be performed in Tucson, Arizona, and is expected to be completed in July 2024. Fiscal 2023 weapons procurement (Navy) funds in the amount of $24,867,844 will be obligated at time of award, none of which will expire at the end of the fiscal year. Encon Desbuild JV3 LLC, Hyattsville, Maryland, is awarded a $22,643,739 firm-fixed-price contract for construction of a vehicle inspection and visitor control center, Marine Corps Base Quantico. The work to be performed provides for the new work, construction rehabilitation, and repairs to a visitor control center, commercial vehicle inspection building, a four-bay commercial vehicle inspection canopy, and sentry booth to provide pass and identification services for visitors and government employees. The contract contains two unexercised options, which if exercised would increase the cumulative contract value to $22,965,135. Work will be performed in Quantico, Virginia, and is expected to be completed by August 2025. Fiscal 2023 military construction (Navy) funds in the amount of $22,643,739 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management, with three proposals received. Naval Facilities Engineering Systems Command, Washington, D.C., is the contracting activity (N40080-23-C-0012).

Raytheon Co., Tucson, Arizona, is awarded a $16,285,640 cost-plus-fixed-fee modification (P00017) to a previously awarded contract (N0001919C0083). This modification continues services for the design, integration, test and delivery of military (M)-code capable Global Positioning System receivers to be installed on the recertified Tomahawk All-Up-Round in support of the Navy. Work will be performed in El Segundo, California (51%); and Tucson, Arizona (49%), and is expected to be completed in August 2025. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $2,653,841 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Charles Stark Draper Laboratory Inc., Cambridge, Massachusetts, is awarded a $16,213,123 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee contract line item numbers for miniaturization technology insertion among other research and development support for the Naval Surface Warfare Center Dahlgren Division (NSWCDD), Weapons Control and Integration Department, Asymmetric Systems Division. This work will be performed at the contractor’s facilities in Cambridge, Massachusetts, and is expected to be completed on July 31, 2028. Fiscal 2023 Navy working capital funding in the amount of $13,882 will be obligated at time of award. This funding will expire at the end of the fiscal year. This contract was solicited on a sole source basis via a synopsis posted in System for Award Management. NSWCDD, Dahlgren, Virginia, is the contracting activity (N0017823D4402).

General Atomics Aeronautical Systems Inc., Poway, California, is awarded an $11,717,322 firm-fixed-price order (N0001923F2503) against a previously issued basic ordering agreement (N0001922G0006). This order procures 10 conversion kits in support of modifying 10 MQ-9A UHK97000-20 air vehicles to a MQ-9A UHK97000-25 air vehicle configuration and necessary data for the Navy. Work will be performed in Poway, California, and is expected to be completed in February 2026. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $11,717,322 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Schuyler Line Navigation Co. (SLNC), Annapolis, Maryland, is awarded an option (P00011) in the amount of $9,468,900 for contract N3220519C3504. The option is a firm-fixed-price contract with reimbursable elements to support Military Sealift Command’s Sealift Program for operation and crewing for the transportation and/or prepositioning of cargo by the shallow draft tanker MT SLNC PAX. This option is the fourth of the current contract. The current contract includes an 11-month firm period. The cumulative value of this contract, if all options are exercised, is $51,436,350. Work will be performed in the western Pacific Ocean, and is expected to be completed, if all options are exercised, by July 1, 2024. Working capital funds (Navy) in the amount of $9,468,900 for Option Four are currently available for performance under this contract action. This contract was a small business set-aside with more than 50 companies solicited via the Beta.SAM.Gov website and three offers were received. Military Sealift Command, Norfolk, Virginia, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Freedom Fresh LLC, Medley, Florida, has been awarded a maximum $189,504,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for fresh fruit and vegetables. This was a competitive acquisition with four responses received. This is a five-year contract with no option periods. The ordering period end date is Aug. 1, 2028. Using customers are Army, Navy, Air Force, Marine Corps, Coast Guard, and Department of Agriculture schools. Type of appropriation is fiscal 2023 through 2028 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-23-D-P408).

AIR FORCE

PRIDE Industries, Roseville, California, has been awarded a $14,535,620 firm-fixed-price contract for grounds maintenance and vegetation control services. This contract provides for all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed in a manner that will maintain healthy grass and a professional appearance. Work will be performed at Beale Air Force Base, California, and is expected to be completed by July 31, 2028. This contract was a sole-source acquisition. Fiscal 2023 operations and maintenance funds in the amount of $1,053,440 are being obligated at time of award. The 9th Contracting Squadron, Beale AFB, California, is the contracting activity (FA4686-23-C-0010).

Ball Aerospace Advanced Technology and Information Solutions, Fairborn, Ohio, has been awarded a $13,983,452 cost-plus-fixed-fee modification (P00016) to previously awarded FA8650-21-F-6272 for Responsive Operator-Interface Development. This modification brings the total cumulative face value of the contract to $28,057,769 from $14,074,317. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by February 5, 2026. Fiscal 2022 and 2023 research, development, test, and evaluation funds in the amount of $9,942,745 are being obligated at time of award. The Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity.

ARMY

Threat Tec-Yorktown Systems Group JV LLC,* Hampton, Virginia, was awarded a $33,515,709 modification (P00027) to contract W911S0-20-C-0007 for intelligence operational environment and core functions support services. Work will be performed at Fort Eustis, Virginia, with an estimated completion date of Aug. 9, 2025. Fiscal 2023 operation and maintenance, Army funds in the amount of $12,067,524 were obligated at the time of the award. Army Field Directorate Office, Fort Eustis, Virginia, is the contracting activity.

Sterling Medical Associates Inc., Cincinnati, Ohio, was awarded an $11,645,300 firm-fixed-price contract for qualified personal and non-personal medical services. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 14, 2028.
