DEFENSE CONTRACTS VALUED AT $7.5 MILLION AND ABOVE

NAVY

General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded a not-to-exceed $216,510,000 undefinitized contract for long lead time material associated with the Virginia Class Submarines SSN 814 and SSN 815. Work will be performed in Minneapolis, Minnesota (24%); Spring Grove, Illinois (10%); York, Pennsylvania (6%); Bethlehem, Pennsylvania (5%); Florence, New Jersey (2%); Windsor Locks, Connecticut (2%); Warren, Massachusetts (1%); Salem, Ohio (1%); South El Monte, California (1%); Tacoma, Washington (1%); and other locations less than 1% (47%), and is expected to be completed by September 2034. Fiscal 2023 shipbuilding and conversion (Navy) funding in the amount of $216,510,000 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured. The statutory authority for this sole source award is in accordance with FAR 6.302-1(a)(2)(iii) – only one responsible source and no other supplies or services will satisfy agency requirements. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-24-C-2110).

Mills Marine and Ship Repair LLC, Suffolk, Virginia, is awarded a $48,497,928 cost-plus-fixed-fee, 8(a) small business set-aside contract to support in-service Carriers Refueling Complex Overhaul fire watch support for the USS John C. Stennis (CVN 74) and USS Harry S. Truman (CVN 75) Refueling and Complex Overhaul availabilities. This contract will include the identification of fire hazards and the safe response to potential fires during hot-work operations. This contract was competitively procured and solicited via the System for Award Management website with five offers received. This contract includes options which, if exercised, would bring the cumulative value of this contract to $48,497,928. Work will be performed in Newport News, Virginia, and is expected to be completed by Oct. 12 2024. If all options are exercised, work will continue through October 2028. Fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $1,506,355 (100%) will be obligated at time of award and will not expire at the end of the current fiscal year. Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity (N00024-24-C-2101).

Raytheon Co., El Segundo, California, is awarded $11,089,493 for a firm-fixed-price delivery order N00383-24-F-UX00 under previously awarded basic ordering agreement (N00383-19-G-UX01) for the procurement of forty-eight parts in support of the active electronically scanned array radar system used on the F/A-18 aircraft. The delivery order does not include an option period. All work will be performed in Forest, Mississippi, and work is expected to be completed by November 2025. This effort involves the purchase under the Foreign Military Sales (FMS) program, and funds will not expire at the end of the current fiscal year. FMS funds (Canada) in the full amount of $11,089,493 will be obligated at the time of award. One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

ARMY

Raytheon Integrated Defense System, Andover, Maryland, was awarded a $156,186,509 fixed-price-incentive contract for Patriot ground support equipment, spares and component procurement. Bids were solicited via the internet with one received. Work will be performed in Andover, Maryland, and Romania with an estimated completion date of Oct. 13, 2027. Fiscal 2024 Foreign Military Sales (Romania) funds in the amount of $156,186,509 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-24-C-0003).

CDM Constructors Inc., Boston, Massachusetts (W912GB-24-D-0003); Conti Federal Services LLC, Orlando, Florida (W912GB-24-D-0004); and Relyant Global LLC, Maryville, Tennessee (W912GB-24-D-0005), will compete for each order of the $50,000,000 firm-fixed-price contract to repair military airfield runways. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 12, 2028. U.S. Army Corps of Engineers, European District, is the contracting activity.

S&M Sakamoto Inc.,* Honolulu, Hawaii, was awarded a $28,293,450 firm-fixed-price contract to build a two-story addition onto an existing building. Bids were solicited via the internet with three received. Work will be performed in Kapolei, Hawaii, with an estimated completion date of March 25, 2025. Fiscal 2023 military construction, Army National Guard funds in the amount of $28,293,450 were obligated at the time of the award. U.S. Property and Fiscal Office, Hawaii, is the contracting activity (W912J6-24-C-0001).

FSCX Inc.,* Lawton, Oklahoma, was awarded an $11,389,012 firm-fixed-price contract for full-spectrum survival, evasion, resistance and escape instruction and support services. Bids were solicited via the internet with eight received. Work will be performed at Fort Novosel, Alabama, with an estimated completion date of Nov. 24, 2028. Fiscal 2024 operation and maintenance, Army funds in the amount of $11,389,012 were obligated at the time of the award. Army Field Directorate Office, Fort Eustis, Virginia, is the contracting activity (W9124G-24-C-0001).
