NAVY
Vigor Marine LLC, Seattle, Washington, is awarded a $124,223,521 firm-fixed-price contract to furnish the material, support, and facilities; and provide the management, technical, procurement, production, testing, and quality assurance necessary to prepare and accomplish the repairs and alterations required to complete the fiscal 2024 dry-docking selected restricted availability onboard the USS Barry. This contract includes options which, if exercised, would bring the cumulative value of this contract to $211,122,402. Work will be performed in Seattle, Washington (100%), and is expected to be completed by June 2025. Fiscal 2024 other procurement (Navy) funds in the amount of $113,883,131 (91.7%); fiscal 2024 operation and maintenance (Navy) funds in the amount of $8,887,977 (7.2%); and working capital funds (Navy) in the amount of $1,452,413 (1.2%), were obligated at time of award. Operation and maintenance (Navy) funds expire at the end of the fiscal year. This contract was not competitively procured. A sole-source award under the authority of 10 U.S. Code 3204(a)(3) – It is necessary to award the contract to a particular source or sources in order: to achieve industrial mobilization; to establish or maintain an essential engineering, research, or development capability; or to procure the services of an expert, in order to protect against the degradation of the skilled labor and management within the Everett, Washington, homeport area and maintain a vital industry partner with the critical infrastructure and skills to complete surface ship maintenance. The contracting activity is the Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, Washington (N4523A24C0551).
Systems Planning and Analysis Inc., of Alexandria, Virginia, is awarded a $90,802,247 cost-plus-fixed-fee contract for Trident II Strategic Weapons System technical support services supporting the Common Missile Compartment program, D5 Life Extension 2 program, Strategic Systems Program (SSP) Facilities Management, Activation and Assessments, and Missile Systems program. This contract also benefits a foreign military sale to the United Kingdom. Fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $2,977,925; and fiscal 2024 operations and maintenance (Navy) funds in the amount of $700,000, will be obligated upon award. Funds in the amount of $700,000 will expire at the end of the current fiscal year. Work will be performed in Alexandria, Virginia (86%); and SSP Headquarters, Washington Navy Yard, Washington D.C. (14%). Work is expected to be completed April 14, 2029. This contract was a sole source acquisition pursuant to 10 U.S. Code 3204(a)(1). SSP, Washington, D.C., is the contracting activity.
Conti Federal Services LLC, Orlando, Florida, is awarded a $14,998,242 firm-fixed-price contract for P-242 Combat Rescue Helicopter Simulator Facility, Aviano, Italy. This work includes the construction of an addition to, and renovation of, an existing squadron operation facility (Building 7300) to support bed-down of the Combat Rescue Helicopter simulator. Work will be performed in Aviano, Italy, and is expected to be completed by December 2025. Fiscal 2023 military construction (Air Force) funds in the amount of $14,998,242 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the sam.gov website, with three offers received. Naval Facilities Engineering Systems Command Atlantic, Norfolk, Virginia, is the contracting activity (N62470-24-C-0002).
CEG-Montrose 8(a) JV LLC,* Pottstown, Pennsylvania, was awarded a maximum-value $10,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for architect-engineer, environmental, technical, and engineering services at various locations under the cognizance of the Naval Facilities Engineering Systems Command (NAVFAC) Southeast. Work will be performed at various locations within the NAVFAC Southeast area of responsibility and is expected to be completed by September 2028. No funds were obligated at time of award; funds will be obligated on individual task orders as they are issued. This contract was competitively procured via the sam.gov website, with four offers received. NAVFAC Southeast, Jacksonville, Florida, is the contracting activity (N69450-23-D-0126). ARMY
Tetra Tech Inc., Marlborough, Massachusetts (W912GB-24-D-0006); Jacobs Government Services Co., Arlington, Virginia (W912GB-24-D-0007); and AECOM International Inc., Neu-Isenburg, Germany (W912GB-24-D-0008), will compete for each order of the $9,000,000 firm-fixed-price contract to provide architect-engineering services for U.S. Africa Command. Bids were solicited via the internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of May 7, 2029. U.S. Army Corps of Engineers, European District, is the contracting activity.
DEFENSE LOGISTICS AGENCY
American Apparel Inc.,* Selma, Alabama, has been awarded a maximum $31,699,789 firm-fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for men’s all-weather coats. This was a competitive acquisition with three responses received. This is a five-year contract with no option periods. The ordering period end date is Nov. 7, 2028. Using customers are Air Force and Coast Guard. Type of appropriation is fiscal 2024 through 2029 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-24-D-0015).
