The Army acquisition process is broken, and in need of new staff and oversight to prevent wasted programs and dollars, according to an independent report chartered by the Secretary of the Army and conducted by an outside group chair by two retired Army officials.

The report “Army Strong: Equipped, Trained and Ready” noted the erosion of acquisition capabilities over the past two decades, as well as the lack of adequate personnel.

“The number and qualifications of systems engineers, operations and cost analysts, and contracting officers, particularly those in uniform, are inadequate,” the report noted.

It emphasized that while the ranks of those in charge of acquisition have risen, the number of personnel has diminished, specifically stating that the problem lies not in the budget but how that budget is being allocated to address needs. It also suggests that acquisition officials need to get back to basics, focusing training on core competencies, including the timely delivery of requirements “on cost and on schedule.”

“Mission creep” was noted as a serious concern for acquisition personnel, as improperly trained government and uniformed personnel take on increased responsibilities. Systems engineers, quality assurance personnel and analysts are in demand, but it will take time to build-up to current workforce needs, the report noted.

The report also made harsh accusations against the cumbersome acquisition process, noting lengthy times taken to field equipment and the almost necessary work-arounds Army leaders are undertaking to field programs more quickly.

Of the 76 recommendations included in the report, Secretary of the Army John McHugh said he planned to adopt 63, including recommendations to hire close to 2,000 acquisition personnel to help restore the acquisition process and reduce waste.
