DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE

 Air Force

Lockheed Martin Corp., Marietta, Ga., has been awarded a $47,816,399 modification (P00198) to contract (FA8625-11-C-6597) for C-130J Joint Country Cooperative Effort (JCCE) Block 7.0 embodiment.  Work will be performed at Marietta, Ga., and is expected to be completed by Feb. 1, 2016.  The total cumulative face value of the contract is $1,704,116,338.  The contract modification provides for the foreign military sales (FMS) requirements of 35 FMS-funded C-130J Block Upgrade 7.0 embodiment/retrofit kits as well as selected hardware necessary for four kits for Norway and associated spares (25 per cent of requirement) for each country (Italy, Australia, Norway and Denmark).  Air Force Life Cycle Management Center/WLNNC, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Texas Department of Assistive and Rehabilitative Services, Austin, Texas, (FA3047-13-D-0019) is being awarded a $22,519,646 indefinite delivery/indefinite requirements contract for food service to 13 dining facilities, one flight kitchen, and two warehouses.  Work will be performed at Joint Base San Antonio (JBSA) Lackland, Texas, the Lackland Training Annex, and Camp Bullis, Texas and is expected to be completed by Aug. 31, 2014.  Fiscal 2013 Operations and Maintenance funds will be obligated on individual task orders.  802nd Contracting Squadron, JBSA, Lackland, Texas, is the contracting activity.

Sonalysts, Waterford, Conn., has been being awarded a $17,149,698 modification (P00038) on a cost-plus-fixed-fee contract (FA8806-08-C-0001) for Standard Space Trainer  (SST) Global Positioning System Next Generation Operation Control System Mission Specfic Vendor Plug-In.  The contract modification is for development of a training system to operate within the SST training environment.  The cumulative face value of the contract is $39,521,454.   Work will be performed in Waterford, Conn., and is expected to be completed by Sept. 6, 2016.  Fiscal 2013 Research and Development funds in the amount of $1,370,588 are being obligated at time of award.  Space and Missile Systems Center Range and Network Division, Los Angeles Air Force Base, Calif., is the contracting activity.

 Army

Ultra Electronics — Special Operations Technology Inc., Annapolis Junction, Md., was awarded a cost-plus-fixed-fee, option-filled contract with a maximum value of $22,790,011 for the installation, maintenance and operation services in support of communications intercept systems in Afghanistan.  Fiscal 2013 operations and maintenance funds in the amount of $2,000,000 are being obligated on this award.  One bid was solicited, with one bid received.  The Army Space and Missile Defense Command, Huntsville, Ala., is the contracting activity (W9113M-13-C-0039).

ASM Research Inc., Fairfax, Va., was awarded a $20,168,768 modification (P00002) to a previously awarded firm-fixed-price, option-filled contract (W91WAW-12-D-0010) for the operation and maintenance of the Army Training Requirements and Resources System.  The cumulative total face value of this contract is $39,778,370.  Performance location and funding will be determined with each order.  The Army Contracting Command, Fort Knox, Ky., is the contracting activity.

Nova Group Inc., Napa, Calif., was awarded a firm-fixed-price contract with a maximum value of $14,952,400 for the construction of a fuel storage facility at Hurlburt Field in Mary Esther, Fla.  A combination of fiscal 2009, fiscal 2010 and fiscal 2013 military construction funds are being obligated on this award.  The bid was solicited through the Internet, with eight bids received.  The Army Corps of Engineers, Mobile, Ala., is the contracting activity (W91278-13-C-1001).

Oshkosh Corp., Oshkosh, Wis., was awarded a firm-fixed-price contract with a maximum value of $14,480,000 for the procurement of mine resistant ambush protected (MRAP) all terrain vehicle capability set A-kits.  Fiscal 2011 procurement funds are being obligated on this award.  One bid was solicited, with one bid received.  The Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-12-G-0010).

Cashman Dredging & Marine Contracting Company LLC, Quincy, Mass., was awarded a firm-fixed-price contract with a maximum value of $9,231,250 for maintenance dredging services in Portland Harbor, Maine.  Fiscal 2013 operations and maintenance funds are being obligated on this award.  The bid was solicited through the Internet, with three bids received.  The Army Corps of Engineers, Concord, Mass., is the contracting activity (W912WJ-13-C-0012).

SSB Inc., Fairfax, Va., was awarded a cost-plus-fixed-fee, option-filled contract with a maximum value of $8,192,670 for technical support services in the areas of database and web development and maintenance for command and control applications.  Performance location and funding will be determined with each order.  The bid was solicited through the Internet, with two bids received.  The Army Contracting Command, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-13-D-0014).

MHM Innovations, Fairfax, Va., was awarded a firm-fixed-price, option-filled contract with maximum value of $8,187,447 for systems engineering and technical assistance support services.  Performance location and funding will be determined with each order.  Six bids were solicited, with one bid received.  The Army Intelligence and Security Command, Fort Belvoir, Va., is the contracting activity (W911W4-13-F-0012).

 Navy

Guam MACC Builders, Joint Venture, Honolulu, Hawaii, is being awarded a $20,249,617 firm-fixed-price task order #JQ01 under a multiple award construction contract (N62742-10-D-1309) for the construction of aircraft rinse facility and taxiways to the adjacent apron and Taxiway Delta at Andersen Air Force Base (AFB), Guam.  The project supports the relocation of US Marine Corps aviation units from Okinawa, Japan to Andersen AFB.  The work provides for the construction of an aircraft rinse facility with water recycling system, direct fueling stations, and taxiways to connect the facilities to the adjacent apron and Taxiway Delta.  Work will be performed in Yigo, Guam, and is expected to be completed by July 2015.  Fiscal 2009, 2010, and 2013 military construction, Navy contract funds in the amount of $20,249,617 are obligated on this award and will not expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Marianas, is the contracting activity.

Compass Systems Inc.,* Lexington Park, Md., is being awarded a $9,978,215 cost-plus-fixed-fee contract for research and development of an airborne system in support of the Electro-Optical (EO) and Special Mission Sensors Division of the Avionics Department.  This contract includes research of emerging technologies, including radar, EO, fusion engines, automatic target recognition and other related intelligence gathering sensors, related to the targeting of enemy positions for improved weapons delivery.  Work will be performed in Lexington Park, Md. (90 percent), and other locations inside and outside of the United States (10 percent); and is expected to be completed in August 2016.  Fiscal 2012 research, development, test & evaluation, Navy contract funds in the amount of $600,000 are being obligated on this award, all of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-13-C-0367).

Management Consulting Inc., Virginia Beach, Va., is being awarded a $7,534,848 indefinite-delivery/indefinite-quantity, firm-fixed-price contract to obtain materials, supplies, equipment, specialty equipment and integrated logistical services for Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC), Norfolk, Supply Management Division Midwest, Crane Ind., in support of the Naval Facilities Midwest, Public Works Department, Supply Management, Crane, Ind.  This contract contains four option years, which if exercised, would bring the contract value to $42,500,839.  Work will be performed in NAVSUP FLC Norfolk, Midwest, Crane, Ind., and is expected to be completed by Aug 8, 2014.  If all options are exercised, work will continue through Aug 9, 2018.  Fiscal 2013 Navy working capital funds in the amount of $50,000 will be obligated at the time of award, all of which will expire at the end of this current fiscal year.  This contract was competitively procured under full and open competition via the Navy Electronic Commerce Online and Federal Business Opportunities websites, with four offers received in response to this solicitation.  The NAVSUP FLC, Norfolk, Va., is the contracting activity (N00189-13-D-0038).

 Defense Logistics Agency

Aseptico, Inc.,* Woodinville, Wash., has been awarded a maximum $28,189,665 five year base contract with no option years for dental operating system and accessories.  The contract is a fixed-price with economic-price-adjustment.  Location of performance is Washington with an Aug. 5, 2018 performance completion date.  Using services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal year 2013 Defense Working Capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPM2DH-13-D-8217).

 Missile Defense Agency

           Raytheon Missile Systems Company, Tucson, Ariz. has been awarded a sole-source, cost-plus-incentive-fee contract modification to exercise option CLIN 0002 in the amount of $218,530,196 under contract HQ0276-13-C-0001.  The total value of the contract is increased from $179,446,253 to $397,976,449.  Under this modification, the contractor will procure material and perform the integration required to manufacture up to 29 All Up Rounds SM-3 Block IB missiles. The work will be performed in Tucson, with an expected completion date of Sept. 30, 2016.  Fiscal year 2013 Defense-wide procurement funds will be used to fund this effort.  Contract funds will not expire at the end of the current fiscal year.  This is not a foreign military sales acquisition.  Missile Defense Agency, Dahlgren, Va., is the contracting activity.

Raytheon Missile Systems Company, Tucson, Ariz., has been awarded a sole-source cost-plus-incentive-fee contract modification to exercise option CLIN 0026 in the amount of $48,944,077 under contract N00024-07-C-6119. The total value of the contract is increased from $1,909,522,870 to $1,958,466,947.  Under this modification, the contractor will manufacture four All Up Rounds SM-3 Block IB missiles.  The work will be performed in Tucson with an expected completion date of Sept. 30, 2015.  Fiscal year 2013 Defense-wide procurement funds will be used to fund this effort.  Contract funds will not expire at the end of the current fiscal year.  This is not a foreign military sales acquisition.  Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.
