ARMY
Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $49,960,000 fixed-price-incentive, sole-source contract for 66 missile round trainers, 66 empty round trainers, and one (lot) production tooling for the Patriot system. Work will be performed in Dallas, Texas, with an estimated completion date of Sept. 30, 2016. Fiscal 2014 other procurement funds in the amount of $19,584,320 are being obligated at the time of the award. Army Contracting Command, Redstone Arsenal (Missile), Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-14-C-0096).
DEFENSE LOGISTICS AGENCY
Veteran’s Health,* Fort Worth, Texas, has been awarded an estimated maximum $45,000,000 fixed-price with economic-price-adjustment contract for medical items and accessories. This contract was a sole-source acquisition. This is a five-year base contract with no option periods. Location of performance is Texas, with a Dec. 3, 2019, performance completion date. Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. Type of appropriation is fiscal 2014 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DH-15-D-0004).
AIR FORCE
ASRC Federal Space and Defense, Beltsville, Maryland, has been awarded an estimated $21,725,588 firm-fixed-price, fixed-price-incentive-firm target, and cost-plus-incentive-fee contract for launch services mission assurance (LSMA). Contractor will provide mission assurance services for the sustainment of excess ballistic missile solid rocket motors and independent verification and validation (IV&V) functions in all relevant engineering disciplines: control systems, aerodynamics, aero-thermal modeling, structural analysis, propulsion systems (solid, liquid, and hybrid), electrical, and software engineering. The initial awarded value of the contract action is $4,077,295; however, missions IV&V missions may be acquired at any time throughout the initial performance period of the contract up to an estimated value of $21,725,588. Work will be performed at Kirtland Air Force Base, New Mexico, and is expected to be completed by Dec. 30, 2021. This award is the result of a competitive acquisition, three offers were received. Fiscal 2015 research, development, test and evaluation funds in the amount of $1,025,000 are being obligated at the time of award. Space and Missile Systems Center, Kirtland Air Force Base, New Mexico, is the contracting activity (FA8818-14-C-0029).
NAVY
Northrop Grumman Systems Corp., Electronic Systems, Linthicum Heights, Maryland, is being awarded a $10,234,156 modification to a previously awarded contract (M67854-07-C-2072) in support of the ground/air task-oriented radar program. The modification will incorporate a change order to transition the current implementation of the operator command and control computer software configuration item from the Microsoft Windows XP Operating System (OS) to a Defense Information Systems Agency compliant Linux OS. Work will be performed in Syracuse, New York (69 percent) and Linthicum Heights, Maryland (31 percent), and is expected to be completed by September 2016. Fiscal 2015 research, development, test and evaluation funds in the amount of $10,234,156 will be obligated at the time of award and will not expire the end of the current fiscal year. The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity.
DEFENSE FINANCE AND ACCOUNTING SERVICE
Cotton & Company, Alexandria, Virginia, was awarded a maximum $9,945,932 labor-hour contract to conduct an audit of the U. S. Navy General Fund Schedule of Budgetary Activity for fiscal 2015. The location of performance is Alexandria, Virginia, and various Navy locations to be determined after contract award. Base year contract performance is expected to be completed by Dec. 31, 2015. Fiscal 2015 operations and maintenance funds are being obligated at award. This was a competitive procurement, and four quotes were received. The contracting activity is the Defense Finance and Accounting Service, Columbus, Ohio (HQ0423-15-F-0013).
