DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE

AIR FORCE

HDR Environmental, Operations and Construction Inc., (FA8903-15-D-0007); Jacobs Government Services Co., (FA8903-15-D-0008); Leidos Inc., (FA8903-15-D-0009); MWH Americas Inc., (FA8903-15-D-0011); OTIE-RS&H JV, (FA8903-15-D-0012); and Tetra Tech Inc., ( FA8903-15-D-0017), have been awarded an indefinite-delivery/indefinite-quantity contract with a program ceiling of $950,000,000 for architect-engineering (A-E) 2013 design and construction service. Contractor will provide A-E services to support military construction (MILCON), military family housing (MFH), and sustainment, restoration and modernization (SRM) programs worldwide. The work includes efforts to perform Title I, Title II, and other A-E services to administer, coordinate, and technically support the Air Force Civil Engineer’s MILCON, MFH (to include military housing privatization initiatives), SRM program areas, and other areas of essential support worldwide. Work will be performed at various government installations worldwide and is expected to be complete by July 19, 2022. This award is the result of a competitive acquisition. Offers were solicited electronically and 83 offers were received. Fiscal 2015 operations and maintenance funds in the amount of $18,000 are being obligated at the time of award. 772nd Enterprise Sourcing Squadron, Joint Base San Antonio-Lackland, Texas, is the contracting activity.

NAVY

SRA International Inc., Fairfax, Virginia, is being awarded a $38,836,903 cost-plus-fixed-price-fee, indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee and firm-fixed-price ordering provisions for information technology services in support of the Naval Criminal Investigative Service Information Technology Directorate. This contract includes a five-year ordering period. Work will be performed in Quantico, Virginia, and is to be completed by August 2020. Fiscal 2015 operation and maintenance (Navy) funds in the amount of $100,000 will be obligated at the time of award and funds will expire at the end of the current fiscal year. This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website, with 11 offers received. Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, Pennsylvania, is the contracting activity (N00189-15-D-Z030).

Cask Technologies LLC,* San Diego, California, is being awarded $25,000,000 four-year, ten-month, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the engineering and information assurance support for the Marine Corps Total Force Information Technology Systems. Work will be performed in Stafford, Virginia, and work is expected to be completed by May 21, 2020. No funds will be obligated at the time of award. Funds will be obligated as task orders are issued. This contract was competitively procured among all certified Small Business Administration 8(a) firms via the Federal Business Opportunities website, with two offers received. The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-15-D-4802).

AMSEC LLC, Virginia Beach, Virginia, is being awarded a $7,270,558 modification to previously awarded multiple-award, indefinite-delivery/indefinite-quantity contract N65540-11-D-0022 to exercise options for the accomplishment of continued engineering and technical services to support hull, mechanical and electrical systems and equipment on Navy ships. AMSEC LLC will provide professional and technical services to upgrade fluid, habitability and thermal management systems planned for installation or alterations. Work will be performed in various ship homeports, and is expected to complete by September 2016. Fiscal 2015 shipbuilding and conversion (Navy) funding in the amount of $7,270,558 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Surface Warfare Center, Carderock Division, Bethesda, Maryland, is the contracting activity.

DEFENSE LOGISTICS AGENCY

World Fuel Services Inc., Miami, Florida, has been awarded a maximum $14,478,577 fixed-price with economic-price-adjustment contract for marine gas oil. This was a competitive acquisition with five responses received. This is a four-year base contract with no option periods. Locations of performance are Florida, Texas, and Puerto Rico, with an April 30, 2019, performance completion date. Using military services are Army, Navy, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2015 through fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SP0600-15-D-0383).

ARMY

Cromwell Architects Engineers Inc., Little Rock, Arkansas, was awarded an $8,000,000 firm-fixed-price indefinite-delivery/indefinite-quantity contract with options for miscellaneous architectural and engineering services for federal projects at Ft Bragg or federal projects under the jurisdiction of the Savannah District, Army Corps of Engineers, with an estimated completion date of July 20, 2019. Bids were solicited via the Internet with 29 received. Funding will be determined with each order. Army Corps of Engineers, Savannah, Georgia, is the contracting activity (W912HN-15-D-0011).
