DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE

NAVY

Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded a $581,113,421 modification to definitize a previously awarded advance acquisition contract (N00019-13-C-0023) for the manufacture and delivery of 15 Lot 12 UH-1Y, 19 Lot 12 AH-1Z, one Lot 13 UH-1Y and 21 auxiliary fuel kits for the Marine Corps and government of Pakistan.  The aircraft contract line items on this modification are fixed-price-incentive and the auxiliary fuel kit contract line items are firm-fixed-price.  Work will be performed in Fort Worth, Texas (60 percent); and Amarillo, Texas (40 percent), and is expected to be completed in August 2018.  Fiscal 2014 and 2015 aircraft procurement (Navy) and foreign military sales funds in the amount of $581,113,421 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract combines purchases for the Navy ($523,193,712; 90 percent) and the government of Pakistan ($57,919,709; 10 percent) under the Foreign Military Sales program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Hensel Phelps Construction Co., Honolulu, Hawaii, is being awarded a $42,823,800 firm-fixed-price contract for the upgrade of the fire suppression and ventilation systems at Red Hill Fuel Storage Facility at the Naval Fleet Logistics Center, Joint Base Pearl Harbor-Hickam.  The work to be performed provides for a wet pipe water fire sprinkler system in the upper access tunnel and automatic aqueous film forming foam (AFFF) water fire suppression system in the lower tunnel.  Provide a new 250,000-gallon water storage tank, two fire pumps, fire pump building, hydrants, and fire protection water supply lines.  Provide collection pits with sump pumps and an exterior 153,000-gallon retention tank for disposal of AFFF and fuel.  Repair existing and provide additional oil tight doors along the tunnel.  Provide new emergency voice and fire alarm system throughout the tunnel complex.  Upgrade ventilation systems to explosion proof fixtures.  Integrate ventilation system with existing emergency system controls.  Work will be performed in Oahu, Hawaii, and is expected to be completed by September 2017.  Fiscal 2015 military construction (Defense) contract funds in the amount of $42,823,800 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two proposals received.  The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-15-C-1308).

Northrop Grumman Systems Corp., Linthicum Heights, Maryland, is being awarded $9,180,108 for modification P00160 under a previously awarded cost-plus-fixed-fee contract (M67854-07-C-2072) in support of the ground/air task-oriented radar (G/ATOR) program managed by Program Executive Officer Land Systems, Quantico, Virginia.  This modification incorporates Phase II of the gallium nitride transition of the G/ATOR low-rate initial production systems.  Work will be performed in Linthicum Heights, Maryland, and is expected to be completed by Dec. 31, 2016.  Fiscal 2015 research, development, test and evaluation (Marine Corps) funds in the amount of $1,148,800 will be obligated at the time of award.  No contracts funds will expire the end of the current fiscal year.  This modification is awarded against a sole-source contract in accordance with 10 U.S.C. 2304(c)(1).   The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity.

Electric Boat Corp., Groton, Connecticut, is being awarded an $8,318,697 cost-plus-fixed-fee modification to previously awarded contract N00024-03-C-2101 for the already accomplished procurement and manufacturing of onboard repair parts for Virginia-class submarines.  The contractor manufactured and procured onboard repair parts to be loaded onto the Virginia-class submarines upon delivery.  This contract is for the definitization of a previously authorized unpriced task order.  The work was performed in Groton, Connecticut (73 percent); and Quonset Point, Rhode Island (27 percent), and was completed in March 2010.  No funding is being obligated at time of award.  The Supervisor of Shipbuilding Conversion and Repair, Groton, Connecticut, is the contracting activity.

Electric Boat Corp., Groton, Connecticut, is being awarded an $8,190,684 cost-plus-fixed-fee modification to previously awarded contract N00024-03-C-2101 for the already accomplished procurement and manufacturing of onboard repair parts for Virginia-class submarines.  This contract is for the definitization of a previously authorized unpriced task order.  The contractor manufactured and procured onboard repair parts to be loaded onto the Virginia-class submarines upon delivery.  The work was performed in Groton, Connecticut (73 percent); and Quonset Point, Rhode Island (27 percent), and was completed in May 2012.  No funding is being obligated at time of award.  The Supervisor of Shipbuilding Conversion and Repair, Groton, Connecticut, is the contracting activity.

ARMY

Oshkosh Defense, Oshkosh, Wisconsin, was awarded an $114,669,605 firm-fixed-price contract with options for the Joint Light Tactical Vehicle (JLTV) low-rate initial production and full-rate production.  Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of Aug. 24, 2024.  Bids were solicited via the Internet with three received.  Fiscal 2015 research, development, test, evaluation, and other procurement (Army) funds in the amount of $114,669,605 were obligated at the time of the award. Army Contracting Command, Warren, Michigan, is the contracting activity (W56HZV-15-C-0095).

Augustine Consulting Inc., Monterey, California, was awarded a $9,790,387 cost-plus-fixed-fee, incrementally-funded contract with options for Nett Warrior software development, production and sustainment. Work will be performed in Eatontown, New Jersey, with an estimated completion date of Aug. 24, 2018.  One bid was solicited with one received.  Fiscal 2013-2015 research, development, testing and evaluation and other procurement (Army) funds in the amount of $6,551,905 were obligated at the time of the award. Army Contracting Command, Aberdeen, Maryland, is the contracting activity (W91CRB-15-C-0025).

Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $9,081,459 modification (P00009) to foreign military sales (Taiwan) contract W31P4Q-13-C-0100 for field support to the Patriot Advanced Capability-3 missile.  Work will be performed in Grand Prairie, Texas, with an estimated completion date of Aug. 31, 2016.  Fiscal 2013 other procurement funds in the amount of $9,081,459 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

DEFENSE LOGISTICS AGENCY

North American Manufacturing,* Scranton, Pennsylvania, has been awarded a maximum $38,259,964 modification (P0002) exercising the first one-year option period of a two-year base contract (SPM8ED-13-D-0001) with three one-year option periods for military cots. This is a fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract. Location of performance is Pennsylvania, with a Sept. 26, 2016, performance completion date. Using military services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2015 through fiscal 2016 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
