DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE
NAVY
Lockheed Martin, Mission Systems and Training, Moorestown, New Jersey, is being awarded a $36,727,286 modification to previously awarded contract N00024-09-C-5013 for Aegis Platform Systems Engineering Agent (PSEA) activities and Aegis Modernization Advanced Capability Build engineering. The Aegis PSEA manages the in-service combat systems configurations as well as the integration of new or upgraded capability into the CG57 class of ships and the DDG 51 class of ships. Aegis modernization will provide upgrades to Aegis cruisers and Aegis destroyers and will be applicable to all Aegis ships with a computer program that is backfit compatible to Baseline 2 cruisers. Work will be performed in Moorestown, New Jersey (99 percent); Tewksbury, Massachusetts (0.6 percent); and Dahlgren, Virginia (0.4 percent), and is expected to be complete by September 2016. Fiscal 2016 research, development, test and evaluation (Navy) funding in the amount of $9,479,210; fiscal 2012 shipbuilding and conversion (Navy) funding in the amount of $7,500,000; fiscal 2016 operations and maintenance (Navy) funding in the amount of $4,123,600; fiscal 2013 shipbuilding and conversion (Navy) funding in the amount of $3,389,170; and fiscal 2015 research, development, test and evaluation (Navy) funding in the amount of $1,522,854, will be obligated at time of award. Contract funds in the amount of $5,646,454 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
MEB General Contractors Inc., Chesapeake, Virginia, is being awarded a $36,565,000 firm-fixed-price contract for construction of fuel distribution facilities at Marine Corps Air Station Beaufort. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all work described in the request for proposal. The contract also contains eight unexercised options, which if exercised, would increase cumulative contract value to $37,455,000. The options, if exercised, provide for fire access road paving; a hip roof on the pump shelter; a restroom at the Fuel Farm C control room; work on the storage tanks; conduit work; disposal of contaminated soil; disposal of contaminated ground water; and excessive variation in pile driving. Work will be performed in Beaufort, South Carolina, and is expected to be completed by November 2017. Fiscal 2015 military construction (Defense Logistics Agency) contract funds in the amount of $36,565,000 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with two proposals received. Swiftships Shipbuilding LLC, Morgan City, Louisiana, is being awarded a $16,531,014 modification to previously awarded contract N00024-14-C-4217 for the accomplishment of continuous lifecycle support for the Iraqi navy under the Foreign Military Sales (FMS) program. The contractor will provide technical expertise in preventative and planned maintenance, emergent repairs, and platform overhaul support services for Iraqi patrol boats, off-shore vessels, and defender boats. The modification includes options which, if exercised, would bring the cumulative value of this modification to $27,294,245. Work will be performed on Umm Qasr Naval Base, Iraq, and is expected to be complete by April 2016. FMS funding in the amount of $16,531,014 will be obligated at time of award and will not expire at the end of the current fiscal year. Electric Boat Corp., Groton, Connecticut, is being awarded a $9,802,884 modification to previously awarded contract N00024-11-C-2109 for the procurement of Phase 1A of the Sea Dragon development program. Work will be performed in Groton, Connecticut, and is expected to be complete by October 2016. Fiscal 2016 research and development (Navy) funding in the amount of $4,901,442 will be obligated at time of award, and funds will not expire at the end of the current fiscal year. CAE USA Inc., Tampa, Florida, was awarded a $30,000,000 order-dependent foreign military sales (Kuwait) contract for technical services for the KC-130J weapon system trainer program, Kuwait Air Force Flight Training Center. Bids were solicited via the Internet with one received. Work will be performed in Greenlawn, New York, with an estimated completion date of Nov. 15, 2018. Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $11,081,849 modification (P00015) to contract W56HZV-14-C-0094 to reset and upgrade of 100 Mine Resistant Ambush Protected (MRAP) all-terrain vehicles. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of Oct. 31, 2016. DEFENSE LOGISTICS AGENCY
The Boeing Co., St. Louis, Missouri, has been awarded a maximum $22,728,598 firm-fixed-price delivery order (0001) against corporate contract SPE4A1-14-G-0007-00YG for aircraft vertical stabilizers. This was a sole source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Missouri, with a June 30, 2017, performance completion date. Using service is Air Force. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia.
CORRECTION: The contract announced on Nov. 6, 2015, for Cummins Mid-South, Memphis, Tennessee, (SPE7LX-16-D-0023) for $19,526,167 was announced with an incorrect award date. The correct award date is Nov. 12, 2015.

KGV-72 Type I PIEDs will provide the ability to process classified messaging traffic via the Joint Battle Command-Platform (JBC-P) program. This is a five year base contract with five one-year option periods. Work will be performed in Rochester, New York with an estimated completion date of Nov. 15, 2020.
