DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE

NAVY

BAE Systems Norfolk Ship Repair, Norfolk, Virginia is being awarded a $29,414,546 firm-fixed-price contract for the cruiser USS Gettysburg (CG 64) fiscal 2016 Special Selected Restricted Availability (SSRA). The SSRA involves ship repair, maintenance, and modernization.  Work will involve ship repair, maintenance, and modernization.  This contract includes option items which, if exercised, would bring the cumulative value of this contract to $31,802,781.00.  Work will be performed in Norfolk, Virginia and is expected to be completed by December 2016.  Fiscal 2016 operation and maintenance (Navy), and fiscal 2016 other procurement (Navy) funding in the amount of $29,414,546 is being obligated at time of award and funds in the amount of $18,622,062 will expire at the end of the current fiscal year.  This contract was competitively procured under full and open competition via the Federal Business Opportunities website, with two offers received.  The Mid-Atlantic Regional Maintenance Center, Norfolk, Virginia, is the contracting activity (N50054-16-C-0005).

Raytheon Co., Dulles, Virginia, is being awarded a $21,592,886 cost-plus-fixed-fee, cost-plus-incentive-fee contract to continue the software upgrade transition in support of the MQ-8 fire scout unmanned aircraft system tactical control system 2016 Linux cyber baseline.  Work will be performed in Dulles, Virginia, and is expected to be completed in October 2018.  Fiscal 2015 and 2016 research, development, test and evaluation (Navy) funds in the amount of $8,824,101 will be obligated at time of award, of which $325,000 will expire at the end of the fiscal year.  This contract was not competitively procured pursuant to 10 U.S.C. 2304(1).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-16-C-0027).

Raytheon Space and Airborne Systems, San Diego, California, is being awarded a $19,874,536 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract to provide engineering and systems services in support of the AEGIS ballistic missile defense program for the U.S. Navy and the government of Japan.  The services provided include operations research, physics analysis, test plans and procedures, test data collection analysis and test data review, test monitoring, real-time mission and technical management support, technical reports and briefing preparations in support of test, evaluation, and systems engineering activities.  Work will be performed in San Diego, California (70 percent), and the Pacific Missile Range Facility, Kauai, Hawaii (30 percent) and is expected to be completed in March 2021.  Fiscal 2015 research, development, test, and evaluation (Navy) funds in the amount of $400,000 are being obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was competitively procured via an electronic solicitation request for proposals; one offer was received.   This contract combines purchases for the U.S. Navy ($18,682,064; 94 percent) and the Government of Japan ($1,192,472; 6 percent) under the Foreign Military Sales Program.  The Naval Air Warfare Center Weapons Division, China Lake, California is the contracting activity (N68936-16-D-0007).

Raytheon Missile Systems, Tucson, Arizona, is being awarded a $12,021,870 cost-plus incentive fee delivery order under basic ordering agreement N00024‑14‑G-5421 for Evolved SeaSparrow Missile (ESSM) Block 2 Target Detection Device (TDD) redesign efforts.  This delivery order includes requirements to design, build, test, and upgrade the ESSM Block 2 TDD and develop the commensurate test equipment.  Work will be performed in Tucson, Arizona (89 percent); North Reading, Massachusetts (5 percent); Colorado Springs, Colorado (2 percent); Phoenix, Arizona (2 percent); Van Nuys, California (1 percent); and Waynesboro, Virginia (1 percent), and is expected to be completed by November 2017. Fiscal 2016 research, development, test & evaluation (Navy) funding in the amount of $10,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Lockheed Martin Corp, Manassas, Virginia, is being awarded an $8,142,123 delivery order modification under a previously awarded contract (N00024-15-D-5217) for the Common Display System (CDS) Technology Insertion-16 production.  The CDS is a family of display systems which provides the Navy with an enterprise display solution on Navy surface ships with potential for U.S. Marine Corps and Allied forces use.  Work will be performed in Johnstown, Pennsylvania (90 percent) and Manassas, Virginia (10 percent) and is expected to be completed by February 2017.  Fiscal 2016 other procurement (Navy) funding in the amount of $8,142,123 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

ARMY

Iron Bow Technologies, Chantilly, Virginia was awarded a $10,371,613 contract for Korea Asynchronous Transfer Mode (ATM) and Synchronous Optical Network (SONET) upgrade.  Bids were solicited via the internet with five received. Work will be performed in Chantilly, Virginia with an estimated completion date of April 267, 2019.  Fiscal 2016 other procurement (Army) funds in the amount of $10,371,613 were obligated at the time of the award.  Army Contracting Command (NCR), Alexandria, Virginia is the contracting activity (W52P1J-16-F-0026).

AIR FORCE

Space Exploration Technologies Corp., Hawthorne, California has been awarded an $82,700,000 firm-fixed-price contract for launch services to deliver the GPS III satellite to its intended orbit. This launch service contract will include launch vehicle production, mission integration, and launch operations for a GPS III mission. The locations of performance are Hawthorne, California; Cape Canaveral Air Force Station, Florida and McGregor, Texas. The work is expected to be completed by July 31, 2018. This award is the result of a competitive acquisition which was listed on Federal Business Opportunities with two proposals received. Missile procurement funding from fiscal 2015 and 2016 will be obligated in the amount of $82,700,000 at the time of award. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity. (FA8811-16-C-0001)

MISSILE DEFENSE AGENCY

Raytheon Missile Systems Co., Tucson, Arizona is being awarded a $16,087,941 modification (PZ0002) to definitize a previously awarded undefinitized contract action executed on April 30, 2015 with a value of $18,562,812; the modification is a cost-plus-incentive-fee modification under contract HQ0276-15-C-0005.  The modification decreases the total cumulative contract value of the contract to $633,928,287 from $636,403,158.   Under this modification, the contractor will provide support of a Third Stage Rocket Motor (TSRM) reliability growth / design enhancement Engineering Change Proposal (ECP) to provide a qualified, producible design enhancement that will increase reliability margin of the TSRM nozzle assembly.  The work will be performed in Tucson, Arizona and Huntsville, Alabama with an estimated completion date of June 30, 2016.  Fiscal 2016 Defense Wide Procurement funds in the amount of $2,165,832 will be obligated for this effort.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity (HQ0276-15-C-0005).
