AIR FORCE

S&K Aerospace LLC, Warner Robins, Georgia, has been awarded a $269,000,000 modification (P00011) to previously awarded contract FA8630-12-D-5018 for Parts and Repair Ordering System (PROS) IV.  This modification increase is required to prevent a break in service until a follow-on source selection is awarded. Work will be performed at Warner Robins, Georgia, and is expected to be complete by March 14, 2022. This contract is 100 percent foreign military sales to 107 countries. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Intelligent Software Solutions Inc., Colorado Springs, Colorado, has been awarded a $23,200,350 modification (P00016) to previously awarded contract FA8819-15-C-0003 for Joint Space Operations Center Mission System infrastructure service oriented architecture. Contractor will provide development, integration, test, and information assurance activities for Joint Space Operations Center Mission System Increment 2. Work will be performed at Vandenberg Air Force Base, California; and Colorado Springs, Colorado, and is expected to be complete by Sept. 30, 2018. Fiscal 2016 research, development, test and evaluation; and operation and maintenance funds in the amount of $1,724,604 are being obligated at the time of award. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.

NAVY

Computer Integration & Programming Solutions Corp., Bethesda, Maryland (N00173-16-D-2003); Fulcrum, Centreville, Virginia (N00173-16-D-2004); IOMAXIS, Fredericksburg, Virginia (N00173-16-D-2005); Praxis, Alexandria, Virginia (N00173-16-D-2007); Zurka Interactive, Vienna, Virginia (N00173-16-D-2008); Exelis, Herndon, Virginia (N00173-16-D-2009); Parsons, Pasadena, California (N00173-16-D-2011); and Sotera Defense Solutions, Herndon, Virginia (N00173-16-D-2012), are each being awarded a firm-fixed-price, level-of-effort, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity, multiple award contract.  The maximum dollar value for all eight contracts combined is $245,000,000.  The contracts are for engineering and technical support to the Naval Research Laboratory Information Technology Division.  These eight contractors may compete for task orders under the terms and conditions of the awarded contracts, therefore, work will be performed at the Naval Research Laboratory, Washington, District of Columbia (90 percent), and at these possible contractor locations: Bethesda, Maryland; Centreville, Virginia; Fredericksburg, Virginia; Alexandria, Virginia; Vienna, Virginia; Herndon, Virginia; or Pasadena, California (10 percent).  Work is expected to be completed May 22, 2021.  Task orders will be funded with fiscal 2016 working capital funds (Navy), and no funds will be expiring at end of current fiscal year.  This contract was competitively procured under request for proposal N00173-14-R-RV01, with 12 offers received.  The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity.

Huntington Ingalls Inc. (HIINC), Newport News, Virginia, is being awarded a $152,005,409 cost-plus-fixed-fee contract for initial advance procurement efforts in support of the fiscal 2018 detail design and construction of nuclear powered aircraft carrier Enterprise (CVN 80).  Initial advance procurement efforts include integrated design, research and development, engineering, and procurement of long lead time materials. The design and construction of a nuclear powered aircraft carrier requires highly technical and specialized knowledge of the ship’s mission, design, systems, and nuclear reactor plants.  HIINC is the nation’s only designer and builder of nuclear powered aircraft carriers.  HIINC has developed a unique capability encompassing all aspects of aircraft carrier design, construction, modernization, repair, and technical and engineering support which, because of its uniqueness, cannot be acquired elsewhere. Work will be performed in Newport News, Virginia, and is expected to be completed by March 2018.  Fiscal 2016 shipbuilding and conversion (Navy); and fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $29,708,000 will be obligated at time of award and funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) – only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Sea Systems Command, Washington Navy Yard, Washington, District of Columbia, is the contracting activity (N00024 16-C-2116).

General Dynamics-National Steel and Shipbuilding Co., San Diego, California, was awarded a not-to-exceed $83,482,592 undefinitized contract action to a previously awarded cost-plus-award-fee, incentive-fee contract (N00024-15-C-4313) for LCS class sustainment execution contract, option year one for planned and facilities maintenance, corrosion control, administration and engineering support services, and travel associated with the planning and execution of depot-level maintenance, alterations, and modifications.  Work will be performed in San Diego, California, with an expected completion date of May 2017.  Fiscal 2016 operation and maintenance (Navy) funds in the amount of $83,482,592 will be obligated at time of award, and $11,631,334 will expire at the end of the current fiscal year.  The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity. Timken Gears & Services Inc., King of Prussia, Pennsylvania, is being awarded an $82,997,703 modification to a previously awarded contract (N00024-10-C-2310) to exercise an option to procure two main reduction gear (MRG) shipsets and one half (starboard side only) MRG shipset for DDG 51 class destroyers.  The MRG is the set of gears that transmit the power from two main propulsion power turbines to the propulsion shaft.  Each DDG 51 class destroyer has two gear sets, one for each propulsion shaft.  Work will be performed in Santa Fe Springs, California (75 percent); Riverside, Missouri (10 percent); Latrobe, Pennsylvania (2 percent); St. Augustine, Florida (1 percent); Spring Grove, Illinois (1 percent); Fitchburg, Massachusetts (1 percent); Corry, Pennsylvania (1 percent); Erie, Pennsylvania (1 percent); Saskatoon, Saskatchewan, Canada (1 percent); and other U.S. locations at less than 1 percent each (7 percent), and is expected to be completed by May 2019.  Fiscal 2016 shipbuilding and conversion (Navy); and fiscal 2016 other procurement (Navy) funding in the amount of $82,997,703 will be obligated at time of award and will not expire at the end of the current fiscal year. Harper Construction Co. Inc., San Diego, California, is being awarded firm-fixed-price task order 0004 for $15,041,999 under a multiple award construction contract for construction and renovation of Marine Aviation Logistics Squadron 13 Aviation Maintenance Complex at Marine Corps Air Station Yuma. The work to be performed provides for construction of two building additions and renovation of the aviation maintenance complex consisting of five buildings.  The facilities will be modernized to improve thermal efficiency, upgrade air circulation, mechanical support systems, telecommunications, electrical power distributions, and energy efficient lighting systems.  The facilities will be reconfigured to maximize clear space for administrative, training, storage and operational functions.  The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies and transportation to perform all work described in the request for proposal.  The planned modification if awarded includes furniture, fixtures, and equipment.  The task order also contains three unexercised options and one planned modification, which if exercised, would increase cumulative task order value to $15,405,126.  Work will be performed in Yuma, Arizona, and is expected to be completed by November 2017.  Fiscal 2015 military construction (Navy) contract funds in the amount of $15,041,999 are obligated on this award and will not expire at the end of the current fiscal year.  Five proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, is the contracting activity (N62473-15-D-2432).

Lockheed Martin Corp., Marietta, Georgia, is being awarded a $14,799,257 modification to a previously awarded indefinite-delivery, indefinite-quantity contract (N00019-14-D-0006) for additional parts and materials, repairs, travel and field service representative training. This modification will also include recurring engineering services in support of the C/KC-130J aircraft for the Marine Corps and Marine Corps Reserve, the Coast Guard, and the government of Kuwait. Work will be performed at Marietta, Georgia (65.3 percent), Palmdale, California (21.2 percent); Abdullah Al-Mubarak Air Base, Kuwait (3.3 percent); Iwakuni, Japan (3 percent); Miramar, California (1.8 percent); Cherry Point, North Carolina (1.7 percent); Elizabeth City, North Carolina (1.6 percent); Fort Worth, Texas (1.5 percent); and Greenville, South Carolina (0.6 percent).  No funds are being obligated at time of award. Funds will be obligated on individual delivery orders as they are issued.  Work is expected to be completed in December 2016.  This contract combines purchases for the Marines Corps/Marine Corps Reserves (80.3 percent); Coast Guard (12.9 percent); and the government of Kuwait (6.8 percent) under the Foreign Military Sales program. Lockheed Martin Missiles and Fire Control, Grand Prairie, Texas, is being awarded an $11,244,584 modification to a previously awarded indefinite-delivery, indefinite-quantity contract (N00019-15-D-0021; P00002) for target material database production and maintenance, pre-planned software production, systems engineering, logistics, testing and integration in support of the Tactical Operational Scene Program’s Tactical Terrain Visualization System software and database generation facility.  In addition, this modification provides support for geo-specific scene visualization, weapon and sensor specific simulation and interoperability with legacy mission planning system and software, including the Joint Mission Planning System and Portable Flight Planning System.  Work will be performed in Grand Prairie, Texas, and is expected to be completed in September 2020.  No funds are being obligated at time of award; funds will be obligated against individual delivery orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Northrop Grumman Aerospace Systems, Melbourne, Florida, is being awarded a $9,200,000 order (4Y02) against a previously issued basic ordering agreement (N00019-15-G-0026) to provide avionics source data required for the future acquisition of depot level operational test program sets in support of the E-2 D Advanced Hawkeye program.  This order includes 14 each detailed functional description documentation packages and system synthesis model reports for each of the Group III avionic units under test. Work will be performed in Melbourne, Florida, and is expected to be completed in May 2019.  Fiscal 2014 aircraft procurement (Navy) funds in the amount of $9,200,000 are being obligated on this award, all of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Carnegie Mellon University, Pittsburgh, Pennsylvania, is being awarded an $8,889,159 cost-type contract for basic and applied research of unconstrained resolution, occlusion, pose, and aging-tracking, surveillance and identification (UROPA-TSI) in support of the Special Surveillance Program.  This research will provide next-generation algorithms and cutting edge fundamental research to solve difficult scientific problems, such as low-resolution, occlusion, pose, and aging that are typically encountered during aerial and biometric surveillance.  UROPA-TSI will combine existing and emerging technologies to dramatically, but unobtrusively, increase the safety, speed and efficiency of biometric surveillance and identification.  Work will be performed in Pittsburgh, Pennsylvania (60 percent); East Lansing, Michigan (13 percent); Warminster, Pennsylvania (11 percent); La Jolla, California (8 percent); Menlo Park, California (6 percent); and Morgantown, West Virginia (2 percent), and is expected to be completed in May 2017.  This contract was competitively procured under a broad agency announcement; one offer was received for this effort.  Fiscal 2015 research, development, test and evaluation (Defense) funds in the amount of $245,675 will be obligated at time of award, all of which will expire at the end of the fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-16-C-0177).

Nammo Talley Inc., Mesa, Arizona, is being awarded a $7,438,906 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of M72 light anti-armor weapon (LAW) E8 and E10 test articles to support the U.S. Special Operations Command and the Marine Corps.  The M72 LAW is a man-portable, lightweight, shoulder-launched, disposable weapon system. An upgrade to the M72A7 LAW, the M72E8 LAW, incorporates a Fire from Enclosure (FFE) propulsion system.  The M72E10 LAW combines the FFE benefits of the M72E8 LAW with an anti-structure munition warhead, giving it an advantage in congested urban environments.  Work will be performed in Mesa, Arizona, and is expected to be completed by May 2021.  Fiscal 2015 and 2016 procurement of ammunition (Navy and Marine Corps) funding in the amount of $6,838,237 will be obligated at time of award, and funds in the amount of $5,341,314 will expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with the statutory authority of 10 U.S. Code 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1- only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Surface Warfare Center, Crane, Indiana, is the contracting activity (N00164-16-D-JN09).

DEFENSE LOGISTICS AGENCY

CACI Enterprise Solutions Inc., Chantilly, Virginia, has been awarded a maximum $12,866,003 firm-fixed-price, cost-plus-incentive-fee, indefinite-delivery/indefinite-quantity contract team arrangement (SP4701-16-D-0001) with Tritus Technologies Inc.,* Gainesville, Virginia, ($2,573,549) (SP4701-16-D-0002), for various types of sustainment and development efforts in support of the wide area workflow e-business suite and electronic document access applications and capabilities. This is a one-year base contract with two one-year, and one three-month transition-out, option periods. The overall maximum contract value is $48,291,010, including the base year and all option years. This was a competitive acquisition with one response received. Location of performance is Virginia, with a June 30, 2017, performance completion date for the sustainment efforts. Using customers are Defense Logistics Agency and federal civilian agencies. Types of appropriation are fiscal 2016 through fiscal 2017 defense working capital; research, development, test and evaluation; and operations and maintenance funds. The contracting activity is the Defense Logistics Agency, Philadelphia, Pennsylvania.

ARMY

Velocitel Inc., Northbrook, Illinois, was awarded a $10,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for architectural and engineering services to complete specialty testing of Tainter Gate trunnion girder anchor rod tension on civil works projects.  One bid was solicited with one received.  The estimated completion date is May 22, 2021.  Funding and work location will be determined with each order.  Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-16-D-0025).
