NAVY

American Electronic Warfare Associates, California, Maryland, is being awarded a $91,293,935 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, cost-reimbursable contract for engineering, management, and technical services in support of the Naval Air Warfare Center Aircraft Division’s Integrated Battlespace Simulation and Test Department.  Work will be performed in Patuxent River, Maryland, and is expected to be completed in August 2020.  No funds are being obligated at time of award.  Funds will be obligated against individual delivery orders as they are issued.  This contract was competitively procured via electronic request for proposals; three offers were received.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-16-D-0013).

Centerra-Parsons Pacific LLC, Palm Beach Gardens, Florida, is being awarded a $62,887,219 modification under an indefinite-delivery/indefinite-quantity contract (N62742-12-D-3601) to exercise option four for base operations support services at U.S. Navy Support Facility, Diego Garcia.  The work to be performed provides for general management and administration services; command and staff (information technology services, information technology support and management, telephone services, telecommunication services, antenna maintenance); public safety (fire protection and emergency services); air operations (ground electronics, airfield facilities, and passenger terminal and cargo handling); port operations; supply (supply services and petroleum, oil and lubricant management and operations, and ship’s store service activities); morale, welfare and recreation support; galley; bachelor quarters; facilities support (facility management, facility investment sustainment, restoration and modernization, custodial, pest control, integrated solid waste management, grounds maintenance, and pavement clearance); utilities (electrical, compressed gases, wastewater, steam, hot water and demineralized water, and potable water); base support vehicles and equipment; and environmental to provide integrated base operating services.  After award of this option, the total cumulative contract value will be $300,443,685.  Work will be performed in Diego Garcia, British Indian Ocean Territory, and is expected to be completed in August 2017.  No funds will be obligated at time of award.  Fiscal 2016 operations and maintenance (Navy and Air Force); and fiscal 2016 non-appropriated funds in the amount of $45,145,553 for recurring work will be obligated on individual task orders issued during the option period, of which $33,955,384 will expire at the end of the current fiscal year, and $11,190,169 is subject to the availability of funds for the next fiscal year.  The Naval Facilities Engineering Command Pacific, Pearl Harbor, Hawaii, is the contracting activity.

 Leidos, Sterling, Virginia, is being awarded a $49,495,500 indefinite-delivery/indefinite-quantity contract incorporating firm-fixed-price contract line item numbers for the supply of hardware equipment and logistic support for the ship control system, navigation critical distribution system, ship control display system, automated bridge system, and various human machine interface display applications for five years.  Work will be performed in Sterling, Virginia, and is expected to be completed by December 2016.  Fiscal 2016 working capital funds; fiscal 2016 operations and maintenance (Navy); and fiscal 2016 research, develop, test and evaluation (Navy) funding in the amount of $116,008 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S Code 2304(c)(1) – only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Surface Warfare Center Philadelphia Division, Philadelphia, Pennsylvania, is the contracting activity (N64498-16-D-0005).

Industrial Marine and Industrial Applicators LLC, Spanish Fort, Alabama, is being awarded a not-to-exceed $35,000,000 firm-fixed-price, indefinite delivery/indefinite-quantity contract for submarine preservation/lead handling onboard SSBN/GN submarines located at Naval Submarine Base, Kings Bay, Georgia.  This contract will provide for SSBN/GN tank preservation and lead handling.  The work consists of waterborne submarine repair to remove/replace/install submarine lead ballast, preserve spaces and conduct cleaning and pumping. Work will be performed in Kings Bay, Georgia, and is expected to be completed by August 2021. No contract funds will be obligated at time of award. This contract was competitively procured via the Federal Business Opportunities website, with one offer received.  The Southeast Regional Maintenance Center, Mayport, Florida, is the contracting activity (N40027-16-D-1006).

Lockheed Martin Corp., Fort Worth, Texas, is being awarded a $20,783,686 modification to a previously awarded cost-plus-incentive-fee, fixed-price-incentive, firm-fixed-price contract (N00019-15-C-0031) for the procurement, delivery, installation, configuration, and standup of the Naval Air Station Lemoore Training Infrastructure System and Pilot Fitting Facility in support of the F-35 Lightening II aircraft.  Work will be performed in Orlando, Florida (90 percent); Greenville, South Carolina (6 percent); and Fort Worth, Texas (4 percent).  Work is expected to be completed in March 2019.  Fiscal 2014 aircraft procurement (Navy) funds in the amount of $20,783,686 will be obligated at the time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is being awarded $18,361,373 for cost-plus-fixed-fee modification 01 to task order 0218 against a previously issued basic ordering agreement (N00019-16-G-0001) for additional production engineering support for the installation and integration of systems required for the F/A-18 E/F and EA-18G.  This effort also includes Electromagnetic Aircraft Launch System follow-on test and evaluation support.  Work will be performed in Patuxent River, Maryland (75 percent); and St. Louis, Missouri (25 percent), and is expected to be completed in February 2017.  Fiscal 2015 aircraft procurement (Navy) funds in the amount of $18,361,373 will be obligated at time of award, none of which will expire at the end of the fiscal year. Nova Group Inc., Napa, California, is being awarded a $17,420,234 firm-fixed-price contract for repair of a dry dock saltwater distribution system at Naval Base Kitsap Bremerton.  The existing piping will be removed and new piping installed.  Replacement includes piping supports, anchors, seismic bracing, distribution valves, connectors, manifold devices, and commissioning to recertify the saltwater system per design standards.  Site work includes in-water and upland trench excavation, traffic control, and repaving.  Hazardous abatement includes the identification, containment, removal and handling of asbestos containing materials debris along with lead paint and remaining contaminated soils from excavations.  The contract also contains two unexercised options, which if exercised, would increase cumulative contract value to $17,546,937.  Work will be performed in Bremerton, Washington, and is expected to be completed by November 2017.  Fiscal 2016 military construction (Navy) contract funds in the amount of $17,420,234 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received.  The Naval Facilities Engineering Command, Northwest, Silverdale, Washington, is the contracting activity (N44255-16-C-7002).

Sechan Electronics Inc., Lititz, Pennsylvania, is being awarded a $14,119,736 firm-fixed-price delivery order to previously awarded contract (N00024-12-D-5203) for Cooperative Engagement Capability (CEC) Signal Data Processor Assemblies (SDP-S).  This contract combines purchases for the Navy (78 percent); the government of Japan (20 percent) under the Foreign Military Sales program; and the Marine Corps (2 percent).  The SDP-S assembly provides the processing capability for the CEC.  The CEC SDP-S assemble was developed through a technical refresh/crypto modernization effort to implement advantages provided by significant improvements in processor technologies.  The design incorporates open architecture initiatives and satisfies sea, air and land-mobile requirement of the CEC system.  This modification is to the established SDP-S production contract.  Work will be performed in Lititz, Pennsylvania, and is expected to be completed July 2017.  Working capital funds (Navy); foreign military sales; fiscal 2016 aircraft procurement (Navy); fiscal 2016 other procurement (Navy); fiscal 2016 shipbuilding and conversion (Navy); and fiscal 2016 procurement (Marine Corps ) funding in the amount of $14,119,736 will be obligated at time of award and funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

ARMY

BAE Systems, Hudson, New Hampshire, was awarded a $38,172,800 cost-plus-fixed-fee contract for the acquisition of interim contract logistics support for the tactical signal intelligence payload system.  Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 10, 2023.  Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W56KGY-16-D-0013).

Alabama Power Co., Birmingham, Alabama, was awarded a $23,100,524 firm-fixed-price contract for a utility services performance contract against a Government Services Administration Area-Wide contract.  Bids were solicited via the Internet with one received. Work will be performed in Anniston, Alabama, with an estimated completion date of June 5, 2018.  Fiscal 2016 other funds in the amount of $23,100,524 were obligated at the time of the award.  Army Contracting Command, Anniston, Alabama, is the contracting activity (W911KF-16-F-0001).

AIR FORCE

Raytheon Co. Space and Airborne Systems, Marlborough, Massachusetts, has been awarded a $39,951,691 cost-plus-incentive-fee contract for protected tactical service field demonstration (PTSFD). PTSFD will demonstrate the ability to provide wideband anti-jam communications to tactical users using the Wideband Global Satellite Communications (SATCOM) constellation and commercial SATCOM.  Work will be performed at Marlborough, Massachusetts, and is expected to be completed by Sept. 30, 2020.  This award is the result of a competitive acquisition and five offers were received. Fiscal 2016 research, development, test and evaluation funds in the amount of $11,000,000 are being obligated at the time of award. The Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity (FA8808-16-C-0006).

L-3 Communication Systems – West, Salt Lake City, Utah, has been awarded a $38,099,365 cost-plus-incentive-fee contract for protected tactical service field demonstration (PTSFD). U.S. TRANSPORTATION COMMAND

Berry Aviation, San Marcos, Texas, is being awarded a $29,002,500 indefinite-delivery/indefinite-quantity, fixed-price contract and resulting task order (HTC711-16-D-R021) in support of the U.S. Special Operations Command.  The services to be provided are passenger, cargo, combined passenger and cargo, aeromedical evacuation, and short take-off and landing air transportation services within the Central Command Area Of Responsibility.  The period of performance is Sept. 1, 2016 to Aug. 31,2017.  Type of appropriation is fiscal 2016 operations and maintenance funds.  This contract was a full and open competitive acquisition and two offers were received.  The contracting activity is the U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois.

WASHINGTON HEADQUARTERS SERVICE

E3 Federal Solutions, Inc., McLean, Virginia, is being awarded a modification (0002) for a previously awarded firm-fixed-price contract for $8,406,420 to provide the Office of the Under Secretary of Defense for Policy executive administrative management and executive administrative services to support 38 separate offices headed by senior level individuals within the organization.  Work performance will take place at the Pentagon in Arlington, Virginia. The expected completion date is Aug. 14, 2021. Operations and Maintenance funds are being obligated at the time of the award. Washington Headquarters Services, Arlington, Virginia, is the contracting office (HQ0034-15-A-0015).

MISSILE DEFENSE AGENCY

Lockheed Martin Mission Systems and Training, Moorestown, New Jersey, has been awarded an $8,129,552 modification (P00214) to previously awarded contract HQ0276-10-C-0001 for contract line item number 0316.  This effort will provide support for Aegis Ashore test and operational systems in Poland, to include facility and interface design, engineering support and procurement of spares material.  The modification brings the total cumulative face value of the contract to $2,239,074,909 from $2,230,945,357.  Work will be performed in Moorestown, New Jersey, with an expected completion date of Dec. 31, 2017. Fiscal 2015 defense wide procurement funds in the amount of $8,129,552 are being obligated at the time of award.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.
