DEFENSE LOGISTICS AGENCY

Tesoro Refining and Marketing Co. LLC, San Antonio, Texas, has been awarded a $275,012,731 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for various types of fuel. This was a competitive acquisition with 20 offers received. This is a one-year contract with a 30-day carryover. Locations of performance are Texas and Utah, with a Sept. 30, 2017, performance completion date. Using agency is Defense Logistics Agency Energy. Type of appropriation is fiscal 2016 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-16-D-0509).

JOINT IMPROVISED-THREAT DEFEAT AGENCY

Zel Technologies Inc. (Zel Tech),* Hampton, Virginia, has been awarded a $165,272,923 ceiling, cost-plus-award-fee task order under the General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Small Business Pool 4 contract to provide the Joint Improvised-Threat Defeat Agency (JIDA) with expertise in research, experimental development, and rapid acquisition; development and fielding of counter-threat technologies; and delivering urgent mission solutions in support of operations throughout the globe.  Zel Tech will identify and maintain an understanding of risks, vulnerabilities, and capability gaps of the Joint Force to drive rapid assessments, thus enabling informed investments in counter-threat technologies and non-materiel solutions within the combatant command’s latest time of value.  This task order assists JIDA enable Department of Defense actions to counter improvised threats with tactical responsiveness and through anticipatory, rapid acquisition in support of combatant command’s efforts to prepare for, and adapt to, battlefield surprise in support of counter-terrorism, counter-insurgency, and other related mission areas including counter-improvised explosive device.  Work will predominantly be performed in Virginia and the National Capital Region; however, contractor personnel will also be embedded as needed with globally deployed U.S. forces. The expected completion date is Aug. 31, 2021.  Joint IED Defeat funds in the amount of $2,652,877 are being obligated at the time of award.  This task order was a competitive acquisition and three offers were received.  GSA Federal Systems Integration and Management Center is the contracting activity, in support of JIDA (GSQ0016AJ0017). NAVY

Mikros Systems Corp.,* Princeton, New Jersey, is being awarded a $48,000,000 indefinite-delivery/indefinite-quantity contract to provide Adaptive Diagnostic Electronic Portable Test  Distance Support Sensor Suite (ADSSS) units, associated spare parts, and engineering services for the ADSSS units.  The ADSSS is permanently installed hardware and software connected to combat system sensor points for continuous monitoring and upload to the shipboard network.  ADSSS provides a more comprehensive combat systems condition based monitoring and distance support capability.  The contract will have both cost-plus-fixed-fee and firm-fixed-priced orders issued under it.  Work will be performed in various locations within the continental U.S., and is expected to be completed by September 2021.  Fiscal 2016 research, development, test and evaluation (Navy) funding in the amount of $3,032,993 will be obligated at time of award, and will not expire at the end of the current fiscal year.  This contract was non-competitively procured under the Small Business Innovation Research program.  The Naval Surface Warfare Center, Port Hueneme, California, is the contracting activity (N63394-16-D-0018).

ADSSS provides a more comprehensive combat systems condition based monitoring and distance support capability.  The contract will have both cost-plus-fixed-fee and firm-fixed-priced orders issued under it.  Work will be performed in various locations within the continental U.S., and is expected to be completed by September 2021.  Fiscal 2016 research, development, test and evaluation (Navy) funding in the amount of $3,032,993 will be obligated at time of award, and will not expire at the end of the current fiscal year.  This contract was non-competitively procured under the Small Business Innovation Research program.  The Naval Surface Warfare Center, Port Hueneme, California, is the contracting activity (N63394-16-D-0018).

Continental Electronics Corp.,* Dallas, Texas, is being awarded an $11,428,777 indefinite-delivery/indefinite-quantity, firm-fixed-price contract for replacement of system elements of the Fixed Submarine Broadcast System (FSBS) very low frequency and low frequency transmitter equipment.  Work will include replacement of helix coils that make up part of the antenna matching network, replacement of the pure water cooling loop system, and two grid variometers that make up part of the AN/FRT-64 VLF transmitter, and power supply replacement.  The contract includes a single three-year ordering period.  Work will be performed in Dallas, Texas, and is expected to be complete by August 2019.  Fiscal 2016 operations and maintenance (Navy); and fiscal 2016 other procurement (Navy) funds in the amount of $7,070,942 will be placed on the first delivery order and obligated at the time of award.  Contract funds will expire at the end of the current fiscal year.  This contract was not competitively procured because it is a sole-source acquisition negotiated under 10 U.S. Code 2304(c)(1).  Space and Naval Warfare Systems Center Atlantic, Charleston, South Carolina, is the contracting activity (N65236-16-D-1006).

Sierra Nevada Corp., Sparks, Nevada, is being awarded $7,860,000 for ceiling-priced delivery order 7021 under previously awarded basic ordering agreement N00383-12-G-002D for repair of the Beacon Xmtr Assembly used in support of the F/A-18 aircraft.  Work will be performed in Sparks, Nevada, and is expected to be completed by December 2017.  Working capital funds (Navy) in the amount of $3,851,400 will be obligated at time of award, and will not expire at the end of the current fiscal year.  One company was solicited for this non-competitive requirement in accordance with Federal Acquisition Regulation 6.302-1 and 10 U.S. Code 2304(c)(1) and one offer was received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

DRS Advanced ISR, LLC, Beavercreek, Ohio, is being awarded a $9,330,737 indefinite-quantity/indefinite-delivery contract for Link 11 and Link 22 Data Terminal Set (DTS) development and production.  The contract covers minor development, production, integration, testing, support and sustainment of a Link 11 Data Terminal and Link 22 Signal Processing Controller solution for the command and control processor family of systems.  The contractor shall provide the necessary equipment, materials, software and engineering/technical services and logistics products to provide a Link 11 and Link 22 DTS. The Link 11 and Link 22 DTS shall be integrated with data link systems, communication systems, satellite communications systems, human-machine interface systems and cryptographic systems. This contract contains options which, if exercised, would bring the cumulative value of this contract to an estimated $22,009,117.   Work will be performed in Beavercreek, Ohio, and is expected to be completed in August 2021.  If options are exercised, work could continue until August 2026.  Fiscal 2016 research, development, test and evaluation and fiscal 2016 other procurement, (Navy) in the amount of $1,159,448 will be placed on contract and obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This requirement was solicited using full and open competition via the Space and Naval Warfare Systems Command E-Commerce Central website and the Federal Business Opportunities website, with two offers received.  The Space and Naval Warfare System Command, San Diego, awarded the contract on behalf of the Program Executive Office for Command, Control, Communication, Computers and Intelligence (N00039-16-D-0100).

ARMY

The Boeing Co., Colorado Springs, Colorado, was awarded a $46,216,088 cost-plus-fixed-fee contract to support the Wideband Satellite Communications Operational Management System.  Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 1, 2021.  Army Contracting Command, Rock Island, Illinois, is the contracting activity (W52P1J-16-D-0079).

Aecom Technical Services Inc., Los Angeles, California, was awarded a $45,000,000 firm-fixed-price contract for architect-engineering services for planning, programming, design and construction support for the National Guard.  Bids were solicited via the Internet with 33 received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 1, 2021.  National Guard Bureau, Arlington, Virginia, is the contracting activity (W9133L-16-D0009).

John Gallup and Associates LLC,* Marietta, Georgia (W912DR-16-D-0014); Klavon Design Associates Inc.,* Pittsburgh, Pennsylvania (W912DR-16-D-0015); and Alliance Consulting Group LLC,* Alexandria, Virginia (W912DW-13-D-1016), were awarded a $30,000,000 firm-fixed-price contract for architect engineering services. Bids were solicited via the Internet with 16 received.   Work locations and funding will be determined with each order, with an estimated completion date of Sept. 2, 2021. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity.

BAE Systems Land and Armaments LP, San Jose, California, was awarded a $14,601,653 modification (P00018) to contract W56HZV-15-C-0099 for system technical support and sustainment system technical support for the Bradley Family of vehicles.  Work will be performed in San Jose, California, with an estimated completion date of July 8, 2020.  Fiscal 2016 other procurement Army funds in the amount of $14,051,707; and $1,149,991 other funds were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.

AIR FORCE

Chromalloy San Diego Corp., San Diego, California, has been awarded an estimated $11,641,758 firm-fixed-price requirements contract for remanufacturing of the F108 Stage 1 low-pressure turbine nozzle segments. Work will be performed at Mexicalli, Mexico, and is expected to be complete by Sept. 1, 2021. This award is the result of a competitive acquisition with two offers received. No funds are being obligated at the time of award. Air Force Sustainment Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8122-16-D-0002).
