DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

ARMY

General Atomics Aeronautical Systems, Poway, California was awarded a $310,000,000 cost-plus-incentive-fee contract for logistics support of the MQ-1C Gray Eagle unmanned aircraft system sustainment operations. Bids were solicited on the Internet with one received. Work will be performed in Poway, California, with an estimated completion date of Oct. 23, 2017. Fiscal 2017 operations and maintenance Army; and other funds in the amount of $74,000,000 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RG7-17-C-0018).

G&RK Consulting Associates LLC,* Littleton, Colorado (W912EP-17-D-0001); Energy and Environment LLC,* Fort Walton Beach, Florida (W912EP-17-D-0002); FPM Remediations Inc,* Oneida, New York (W912EP-17-D-0003); and Trihydro Corp.,* Laramie, Wyoming (W912EP-17-D-0004) were awarded a $ 50,000,000 firm-fixed-price contract for environmental remediation services for the  Army Corps of Engineers, South Atlantic Division. Bids were solicited on the Internet with 16 received, with an estimated completion date of Oct. 18, 2021. Funding and work locations will be determined with each order. Army Corps of Engineers, Jacksonville, Florida, is the contracting activity.

Great Lakes Dredge & Dock Co. LLC, Oakbrook, Illinois was awarded a $ 32,595,369 firm-fixed-price contract for dredging the Delaware Main Channel. Bids were solicited on the Internet with three received. Work will be performed in Philadelphia, Pennsylvania, with an estimated completion date of Oct. 21, 2017.  Fiscal 2014/2015/2016/2017 operations and maintenance (Army); and 2017 other funds in the amount of $ 32,595,369 were obligated at the time of the award. Army Corps of Engineers, Philadelphia, Pennsylvania, is the contracting activity (W912BU-17-C-0001).

DEFENSE LOGISTICS AGENCY

SOPAKCO Inc., Mullins, South Carolina, (SPE3S1-17-D-Z112), $80,988,750; Ameriqual Packaging, Evansville, Indiana, (SPE3S1-17-D-Z113), $68,643,750 and The Wornick Co., Cincinnati, Ohio, (SPE3S1-17-D-Z114), $52,400,000 have each been awarded a firm-fixed-price contract under solicitation SPE3S1-16-R-0008 for various types of meals, ready-to-eat. These were competitive acquisitions using justification 10 U.S. Code 2304(c)(3), industrial mobilization, as implemented by Federal Acquisition Regulation 6.302-3. These are five-year contracts with no option periods. Locations of performance are South Carolina, Indiana and Ohio, with an Oct. 21, 2021, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

C.E. Niehoff and Co., Evanston, Illinois, has been awarded a maximum $8,965,714 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for generator engines. This is a five-year contract with no option periods. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Illinois, with an Oct. 21, 2021, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-17-D-0009).

AIR FORCE

DynCorp International, Fort Worth, Texas, has been awarded a $63,332,000 firm-fixed-price modification (P00065) to previously awarded contract FA8617-12-C-6208 for continued contractor operated and maintained base supply support. Work will be performed at Columbus Air Force Base, Georgia; Laughlin Air Force Base, Randolph Air Force Base and Sheppard Air Force Base, Texas; Vance Air Force Base, Oklahoma; Naval Air Stations Pensacola and Whiting Field, Florida; Naval Air Station Patuxent River, Maryland; and Naval Air Station Corpus Christi, Texas. Work is expected to be completed by April 30, 2017. Fiscal 2017 Air Force operations and maintenance funds in the amount of $20,387,000; fiscal 2017 Navy operations and maintenance funds in the amount of $9,113,697; fiscal 2017 Navy research, development, test and evaluation funds in the amount of $177,000; Navy defense working capital funds in the amount of $300,000; and fiscal 2017 Army operations and maintenance funds in the amount of $325,992 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity.

NAVY

International Marine and Industrial Applicators LLC,* Spanish Fort, Alabama, is being awarded a $21,463,020 firm-fixed-price contract for the accomplishment of preservation and non-submarine safety structural repairs and maintenance on USS Maine (SSBN 741).  This contract will provide preservation; hull and structural repair; anode removal, repair and replacement; lead bin repair and fabrication; de-ballasting and re-ballasting; and safety track repair requirements.  Work will be performed in Bremerton, Washington, and expected to be completed by December 2017.  Fiscal 2017 operations and maintenance (Navy) funding in the amount of $21,463,020 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two offers received.  The Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, Washington, is the contracting activity (N4523A-17-C-0001).

Hamilton Sundstrand, Rockford, Illinois, is being awarded $9,201,336 for firm-fixed-price delivery order 7012 under a previously awarded long-term contract (N00383-12-D-011N) for the repair of the constant frequency generator used on the V-22 aircraft in support of both MV-22 (Marines) and CV-22 (Air Force). Work will be performed in Rockford, Illinois, and work is expected to be completed by September 2017.  Fiscal 2017 working capital (Navy) funds in the amount of $9,201,336 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was a sole-source pursuant to the authority set forth in 10 U.S. Code 2304(C)(1).  The requirement was posted to the Federal Business Opportunities website and the Navy Electronic Commerce Online website, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.
