DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE
U.S. TRANSPORTATION COMMAND
Airlift Group, Palm Bay, Florida (HTC711-17-D-R007, $204,242,835); Berry Aviation Inc., San Marcos, Texas (HTC711-17-D-R008, $212,681,482); and Erickson Helicopter, Portland, Oregon (HTC711-17-D-R009, $101,151,156), have been awarded indefinite-delivery/indefinite-quantity, fixed-price contracts to provide air transportation services in support of the U.S. Africa Command Area of Responsibility (AOR). The total cumulative face value of the program is $518,075,473. Work will be performed within the U.S. Africa Command AOR as specified on each task order, with an expected completion date of Jan. 31, 2018. Performance is from Feb. 1, 2017, to Jan. 31, 2018. This task order is funded by fiscal 2017 operations and maintenance funds. The contracting activity is the U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois.
DEFENSE LOGISTICS AGENCY
Stryker Orthopaedics Corp., Mahwah, New Jersey, has been awarded a maximum $486,313,618 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for orthopedic products. The was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). This is a one-year base contract with four one-year option periods. The maximum dollar amount is for the life of the contract. Location of performance is New Jersey, with a Jan. 31, 2022, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-17-D-0005).
NAVY
Mikros Systems Corp., Princeton, New Jersey, is being awarded a $35,157,851 Small Business Innovation Research Phase III, firm-fixed-price, cost-plus fixed-fee, indefinite-delivery/indefinite-quantity contract in support of Adaptive Diagnostic Electronic Portable Test Sets. The Adaptive Diagnostic Electronic Portable Test Set combines three pieces of general purpose electronic test equipment (an oscilloscope, a digital multimeter, and a digitizer) into a single test box to perform maintenance on multiple military radar systems. Efforts include engineering and technical services, logistics services, data management, production of Adaptive Diagnostic Electronic Portable Test Set kits and spares, training, calibration and repairs. Work will be performed in Largo, Florida (50 percent); and Fort Washington, Pennsylvania (50 percent), and is expected to be completed by January 2022. Fiscal 2016 other procurement (Navy) funds in the amount of $1,071,477 will be obligated at time of award and will expire at the end of fiscal year 2018. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1). The Naval Surface Warfare Center Crane, Crane, Indiana, is the contracting activity (N00164-17-D-WP00).
Raytheon Co., Tewksbury, Massachusetts, is being awarded an $11,778,274 cost-plus-fixed-fee contract to provide communications and interoperability for integrated fires in support of the Office of Naval Research. The future naval capability will develop networking and communications enhancements to enable next-generation sensor netting, electromagnetic maneuver warfare, and integrated fires across the force. Work will be performed in St. Petersburg, Florida (35 percent); Largo, Florida (29 percent); El Segundo, California (27 percent); and Tewksbury, Massachusetts (9 percent), and is expected to be completed in February 2020. Fiscal 2017 research, development, test, and evaluation (Navy) funds in the amount of $366,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was competitively procured via an electronic request for proposals; five offers were received. Herman Miller Inc., Zeeland, Michigan, is being awarded a $9,427,519 indefinite-delivery/indefinite-quantity, firm-fixed-price contract to provide furniture and related support services for the Space and Naval Warfare Systems Center Pacific workforce. Work will be performed in San Diego, California, and is expected to be completed Feb. 5, 2022. No funds will be obligated at the time of award. Funding will be obligated via delivery orders as they are issued using operations and maintenance (Navy) funds. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via request for proposal N66001-16-R-0182 synopsized on the Federal Business Opportunities website and the Space and Naval Warfare Systems Command e-Commerce Central website, with three offers received. Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a $9,358,060 cost-plus-incentive-fee modification to a previously awarded contract (N00024-16-C-5102) to exercise an option for Aegis Speed to Capability Development initiatives. This contract funds the completion of the development and fielding of the Aegis Baseline 9 Weapon System on the remaining Aegis TI-12 configured destroyers as well as the TI-12 and TI- 08 configured cruisers. Work will be performed in Moorestown, New Jersey (95 percent); Johnstown, Pennsylvania (3 percent); and various places below one percent (2 percent), and is expected to be completed by January 2018. Fiscal 2017 research, development, test and evaluation (Navy) funds in the amount of $969,066 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
DEFENSE FINANCE AND ACCOUNTING SERVICE
Cotton and Company LLP, Alexandria, Virginia, is being awarded a maximum $18,806,923 labor-hour contract for financial statement audit services. Work will be performed in Alexandria, Virginia, with an expected completion date of Dec. 31, 2017. The contract has a 12-month base period with four individual one-year option periods. This contract is the result of a competitive acquisition for which three quotes were received. Fiscal 2017 operations and maintenance (Navy) funds in the amount of $18,806,923 are being obligated at the time of the award. The Defense Finance and Accounting Service, Contract Services Directorate, Columbus, Ohio, is the contracting activity (HQ0423-17-F-0019).
AIR FORCE
The Boeing Co., St. Louis, Missouri, has been awarded a $18,290,920 modification (14) to previously awarded contract F33657‐01‐D‐0026‐RJ80 for Royal Saudi Air Force AN/APG-63(V) 3 radar in F-15SA aircraft. Work will be performed predominantly at Forest, Mississippi, and is expected to be complete by March 31, 2017. This contract is 100 percent foreign military sales to Saudi Arabia. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.
DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
Space Systems/Loral LLC, Palo Alto, California, has been awarded a $15,000,000 firm-fixed-price other transaction for prototype agreement for the Robotic Servicing of Geosynchronous Satellites (RSGS) program. There are no options on the agreement. Fiscal 2016 research and development funds in the amount of $1,000,000 are being obligated at time of award. Work will be performed in Palo Alto, California, with an expected completion date of December 2021. This agreement was a competitive acquisition (program solicitation No. DARPA-PS-16-01).
