Doyon Utilities LLC, Fairbanks, Alaska, has been awarded a maximum $307,227,199 modification (P00162) to a 50-year contract (SP0600-07-C-8263) incorporating interim tariff rates as ordered by the Regulatory Commission of Alaska. This is a regulated tariff contract. Location of performance is Alaska, with an Aug. 14, 2058, performance completion date. Using military service is Army. Type of appropriation is fiscal 2016 through 2058 Army operations and maintenance funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

Lions Services, Charlotte, North Carolina, has been awarded a maximum $11,104,800 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Army combat helmet chin straps. This was a mandatory acquisition with Ability One. This is a one-year base contract with two one-year option periods. Locations of performance are North Carolina and Texas, with a Feb. 17, 2018, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-17-D-B008).

CH2M Hill, Englewood, Colorado (W91278-17-D-0006); Applied Coastal Research and Engineering,* Mashpee, Massachusetts (W91278-17-D-0007); GAEA Consultants LLC, New Orleans, Louisiana (W91278-17-D-0009); ESC-GEV JV, Metairie, Louisiana (W91278-17-D-0010); AMEC Foster Wheeler HDR Civil Works JV, Alpharetta, Georgia (W91278-17-D-0013); Arcadis U.S. Inc., Highlands Ranch, Colorado (W91278-17-D-0018); and Anchor QEA-MWH Mobile JV, New Orleans, Louisiana (W91278-17-D-0019), will share in a $46,000,000 firm-fixed-price contract for architect and engineering to support civil works programs. Bids were solicited via the Internet with 24 received. Work location and funding will be determined with each order with an estimated completion date of Feb. 17, 2022.  Army Corps of Engineers, Mobile, Alabama, is the contracting activity.
BAE Systems Land and Armaments LP, York, Pennsylvania, was awarded a $28,214,281 modification (P00020) to contract W56HZV-14-C-0298 for 11 M88A2 Heavy Equipment Recovery Combat Utility Lift Evacuation System (HERCULES) vehicles.  Work will be performed in York, Pennsylvania, with an estimated completion date of Nov. 30, 2018. Fiscal 2016 other procurement (Army) funds in the amount of $28,214,281 were obligated at the time of the award. Army Contracting Command, Warren, Michigan, is the contracting activity.

Northrop Grumman Guidance and Electronics Co., Laser Systems (NGLS), Apopka, Florida, was awarded a $16,959,520 cost-plus-fixed-fee contract for five years to procure depot level sustainment maintenance and repair services for Lightweight Laser Designator Range Finder (LLDR) systems: Target Locator Module, Target Locator Module II, Target Locator Module IIH, Laser Designator Module, Diode Laser Designator Module, and Range Finder-Target Designators. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 16, 2022. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W56JSR-17-D-0001).

NAVY

Vigor Marine LLC, Portland, Oregon, is being awarded a $24,412,704 firm-fixed-price contract for a 120-calendar day shipyard availability for the regular overhaul and dry docking of USS Frank Cable (AS 40).  Work will include tank inspections, freeboard preservation, sewage tank preservation, engine room bulkhead/structural repairs, main reduction gear repairs, air conditioning  plant repairs, high and low pressure turbine inspections, generator inspections, 30- and 5-ton crane repairs, heating, ventilation and air conditioning system cleaning, underwater hull preservation and propulsion shafting removal and inspection.  The contract includes options which, if exercised, would bring the total contract value to $28,301,542.  Work will be performed in Portland, Oregon, and is expected to be completed by Aug. 4, 2017.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $24,412,704 are being obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two offers received.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-17-C-4406).
PSI Pax Inc.,* California, Maryland, is being awarded a $23,769,637 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, cost type contract for the procurement of professional and management support services essential to the Combat Integration and Identification Systems Division.  These task orders include systems design, engineering, integration, installation, training, operational support, and in-service engineering for ship and shore combat identification, air traffic control, command, control, and communication systems.  Work will be performed at Webster Field, St. Inigoes, Maryland, and is expected to be completed in March 2022.  Funds are not being obligated at time of award; funds will be obligated on individual orders as they are issued.   This contract was awarded competitively via electronic request for proposal as a 100 percent small business set-aside; three offers were received.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-17-D-0002).
Florida State University Center for Advanced Power Systems (FSU CAPS), Tallahassee, Florida, is being awarded a $13,325,445 cost-only modification to a previously awarded contract (N00024-12-C-4220) for research and development activities associated with modeling, simulation and testing of Navy advanced shipboard electrical power systems and components.  FSU CAPS will develop real-time models to test advanced shipboard electrical system components in power-hardware-in-the-loop and control-hardware-in-the-loop testing methodologies.  FSU CAPS will also perform studies and analysis, conduct design, develop, and validation of models for advanced shipboard electrical system components and for the entire architecture.  Work will be performed in Tallahassee, Florida, is expected to be completed by September 2020.  Fiscal 2017 research development, test and evaluation (Navy) funds in the amount of $507,000 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
Huntington Ingalls Inc., Newport News, Virginia, is being awarded an $8,935,475 modification to a previously-awarded contract (N00024-14-C-2111) for the advance planning of the refueling complex overhaul (RCOH) of USS George Washington (CVN 73). This contract modification provides supplemental material and exercises options associated with the third planning year period.  RCOH includes ship checks, design, documentation, engineering, fabrication and preliminary shipyard or support facility work to prepare for the RCOH accomplishment on CVN 73.  Work is being performed in Newport News, Virginia, and is expected to be complete by August 2017. Fiscal 2016 ship construction (Navy) funding in the amount of $2,365,000 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.
Arête Associates, Tucson, Arizona, is being awarded an $8,522,000 modification to a previously awarded firm-fixed-price contract (N61331-11-C-0007) for the engineering, manufacturing, production and delivery of AN/DVS-1 Coastal Battlefield Reconnaissance and Analysis (COBRA) Block 1 subassemblies to support the Littoral Combat Ship Mine Countermeasures Mission.  The primary mission of AN/DVS-1 COBRA Program is to conduct unmanned aerial tactical reconnaissance in littoral battlespace for detection and localization of mine fields and obstacles in the surf zone and beach zone prior to amphibious assault.  Work will be performed in Tucson, Arizona, and is expected to be completed by August 2019.  Fiscal 2017 other procurement (Navy) funds in the amount of $8,522,000 will be obligated at time of award and will not expire at the end the fiscal year.  The Naval Surface Warfare Center Panama City Division, Panama City, Florida, is the contracting activity.
