DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

NAVY

Austal USA LLC, Mobile, Alabama, is being awarded a $36,608,865 cost-plus-fixed-fee modification to previously awarded contract N00024-11-C-2301 to exercise options for the accomplishment of Littoral Combat Ship core class services and special studies.  Austal USA will assess engineering and production challenges, evaluate cost and schedule risks, conduct studies, analyses of alternate processes, and test new technology candidates as directed by the government.  Work will be performed in Mobile, Alabama (72 percent) and Pittsfield, Massachusetts (28 percent), and is expected to be completed by March 2018.  Fiscal 2015 shipbuilding and conversion (Navy) funding in the amount of $8,500,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

ARMY

Vectrus Systems Corp., Colorado Springs, Colorado, was awarded a $28,725,350 cost-plus-fixed-fee contract for base operations support services in Qatar in support of the Area Support Group Qatar. Bids were solicited via the internet with one received. Work will be performed in Qatar with an estimated completion date of Sept. 29, 2017. Fiscal 2017 operations and maintenance, Army funds in the amount of $28,725,350 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-15-C-0078).

Breeze-Eastern Corp., Whippany, New Jersey, was awarded a $9,630,858 firm-fixed-price contract for the overhaul/repair of the aircraft-mounted UH-60 winch. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order; with an estimated completion date of March 19, 2020. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-D-0032).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

Booz Allen Hamilton Inc., McLean, Virginia, has been awarded a $20,738,682 modification (P00010) to previously awarded contract HR0011-16-F-0005 for enterprise support services. The modification brings the total cumulative face value of the contract to $43,537,456 from $22,798,764. Work will be performed in Arlington, Virginia, with an expected completion date of May 22, 2018. Fiscal 2017 research and development funds in the amount of $17,898,924 are being obligated at time of award. The Defense Advanced Research Projects Agency (DARPA), Arlington, Virginia, is the contracting activity.

AIR FORCE

BTAS Inc.,* Beavercreek, Ohio, has been awarded an estimated $19,678,183 cost-plus-fixed-fee, firm-fixed price, cost-reimbursable modification (18) to exercise the option on previously awarded task order (0005) on contract FA8721-13-D-0003 for professional acquisition support services. Contractor will provide advisory and assistance services to the Command, Control, Communications, Intelligence and Networks Directorate. Work will be performed at Hanscom Air Force Base, Massachusetts, and is expected to be complete by June 17, 2018.  Fiscal 2016 and 2017 operations and maintenance; research, development, test, and evaluation; and other procurement funds have been obligated in the amount of $16,931,062 at the time of award. Air Force Life Cycle Management Center, Hanscom AFB, Massachusetts, is the contracting activity.

General Atomics, Aeronautical Systems Inc., Poway, California, has been awarded a $12,250,789 cost-plus-fixed-fee contract on basic ordering agreement FA8620‐15‐G‐4040. Contractor will fabricate 10 of each: MQ-9 Block 5 extended range installation kits, MQ-9 Block 5 Barrett Asymmetric Digital Datalink Computer installation kits, MQ-9 Block 5 Beyond Line of Sight installation kits, MQ-9 Block 5 VORTEX installation kits, verification/finalization of Installation Kit Interactive Electronic Technical Manual kit documentation, and installation of the aforementioned kits onto MQ-9 Block 5 aircraft. Work will be performed at Poway, California, and is expected to be complete by March 20, 2019. Fiscal 2017 procurement funds have been obligated in the amount of $9,731,841 at the time of the award. This award is the result of a sole-source acquisition, and one offer was solicited and received. Air Force Lifecycle Management Center, Medium Altitude Unmanned Aircraft System, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8620-17-F-2351).

Language Associates LLC, doing business as Diplomatic Language Services, Arlington, Virginia, has been awarded a $9,995,000 fixed-price, indefinite-delivery/indefinite quantity contract for English language training to United Arab Emirates (UAE) personnel. Work will be performed in UAE and is expected to be complete by March 20, 2020. This contract is 100 percent foreign military sales to UAE. This award is the result of a country-directed, sole-source acquisition. The 338th Specialized Contracting Squadron, Joint Base San Antonio, Randolph Air Force Base, Texas, is the contracting activity (FA3002-17-D-0007).

DEFENSE COMMISSARY AGENCY

The Boston Consulting Group Inc., is being awarded a $10,674,833 firm-fixed-price modification to a previously awarded General Services Administration task order HDEC05-16-F-0002 to exercise an option for contract line item 1006.  This option provides for contractor advisory and assistance services for the Defense Commissary Agency pilot implementation and operation support.  Work will be performed at Fort Lee, Virginia and is expected to be completed by March 2018.  Defense working capital funds in the amount of $10,674,833 will be obligated at time of award.  The Defense Commissary Agency, Fort Lee, Virginia, is the contracting activity.
