M.A. Mortenson Co., Minneapolis, Minnesota, was awarded a $54,767,000 firm-fixed-price contract for design and construction of a medical clinic at Fort Knox, Kentucky. Bids were solicited via the Internet with eight received. Work will be performed in Fort Knox, Kentucky, with an estimated completion date of April 16, 2021. Fiscal 2014 military construction funds in the amount of $54,767,000 were obligated at the time of the award. Raytheon Co., Marlborough, Massachusetts, was awarded a $31,357,013 cost-plus-fixed-fee contract for support services for the AN/TPN-31 Air Traffic Navigation, Integration and Coordination system and AN/FPN-67 Fixed Base Precision Approach Radar. Bids were solicited via the Internet with one received. Work will be performed in Marlborough, Massachusetts, with an estimated completion date of March 31, 2020. MISSILE DEFENSE AGENCY

Parsons Government Services Inc., Pasadena, California, is being awarded a $384,976,878 cost-plus-fixed-fee (including options) contract for advisory and assistance services for Ballistic Missile Defense systems engineering in support of technical, engineering, advisory, and management support. This contract provides a knowledgeable, well-trained engineering services workforce that leverages agency capabilities to consistently provide high performing and efficiency-oriented systems engineering services to the Missile Defense Agency. Work will be performed in Huntsville, Alabama; National Capital Region (which includes Ft. Belvoir); and Colorado Springs, Colorado, with an expected completion date of April 2022. Fiscal 2017 research and development funds in the amount of $7,776,126 are being obligated at time of award. This contract was a competitive acquisition and two offers were received. The Missile Defense Agency Contracts Directorate, Redstone Arsenal, Alabama, is the contracting activity (HQ0147-17-C-0028).

U.S. SPECIAL OPERATIONS COMMAND

Cruz Associates Inc., Yorktown, Virginia, is being awarded a $140,000,000, indefinite-delivery/indefinite-quantity contract for Special Operations Aviation – Specialized Technical Services in support of U.S. Special Operations Command Technology Applications Contracting Office. This contract will provide specialized support services to the U.S. Army Special Operations Aviation Command (Airborne), Systems Integration and Management Office and Aviation Maintenance Support Office. Services will be performed primarily at Fort Campbell, Kentucky; however, other duty locations may be needed. Maximum contract period of performance will end March 31, 2027. Task Order 0001 is anticipated to be effective April 1, 2017, and will be awarded in the amount of $4,331,398, which satisfies the negotiated guaranteed contract minimum of $100,000. This contract was awarded through a 100 percent small business set-aside with two proposals received. U.S. Special Operations Command, Tampa, Florida, is the contracting activity (H92241-17-D-0003).

NAVY

USA Environmental Inc.,* Oldsmar, Florida, is being awarded a maximum amount $95,000,000 indefinite-delivery/indefinite-quantity, cost-plus-award-fee contract for munitions response action services for projects at various locations within the Naval Facilities Engineer Command (NAVFAC) Atlantic area of responsibility (AOR) and other sites worldwide. The work to be performed provides for munitions response actions to permit lands and waters potentially impacted by munitions to be safely used for their planned purpose. The munitions response actions may include investigations, removal actions, and remedial actions in terrestrial areas (on or beneath the land surface) or aquatic environments (marsh areas, surf zones, intertidal areas, or other under water areas). The contractor shall perform services that include safely locating, identifying, recovering, evaluating, managing, and performing final disposition of munitions and other debris removed from the site as designated in individual task orders. Work will be performed primarily at various Navy and Marine Corps facilities within the NAVFAC Atlantic AOR and other government facilities outside of NAVFAC Atlantic’s AOR including but not limited to, Vieques, Puerto Rico (70 percent); Hawaii (20 percent); Washington (5 percent); North Carolina (2 percent); Virginia (2 percent); and Florida (1 percent). The term of the contract is not to exceed 60 months with an expected completion date of March 2022. Fiscal 2017 environmental restoration (Navy) contract funds in the amount of $10,000 are obligated on this award and will expire at the end of the current fiscal year. Future task orders will be primarily funded by environmental restoration (Navy). This contract was competitively procured via the Navy Electronic Commerce Online website with three proposals received. The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N62470-17-D-8003).

Techflow Mission Support LLC, Idaho Falls, Idaho, is being awarded a $25,056,894 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N40085-10-D-0213) to exercise Option 7 for base operations support services at Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, and other outlying areas in eastern North Carolina. The work to be performed provides for all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide facilities maintenance and heavy equipment repair services. After award of this option, the total cumulative contract value will be $183,016,896. Work will be performed in Jacksonville, North Carolina, and is expected to be completed March 2018. No funds will be obligated at time of award. Fiscal 2017 operations and maintenance (Marine Corps) contract funds in the amount of $21,856,987 for recurring work will be obligated on individual task orders issued during the option period. Systems Application & Technologies Inc.,* Oxnard, California, is being awarded a $20,852,739 modification to a previously awarded cost-plus-fixed-fee contract (N68936-13-C-0083) to exercise an option (P00051) for maintenance and operations of aerial and seaborne target assets and associated equipment in support of the Naval Air Warfare Center Weapons Division (NAWCWD) Pacific Targets and Marine Operation Division. Work will be performed at the NAWCWD Point Mugu, California (45 percent); Naval Surface Warfare Center, Port Hueneme, California (40 percent); NAWCWD China Lake, Ridgecrest, California (6 percent); White Sands Missile Range, Las Cruces, New Mexico (3 percent); Pacific Missile Range Facility, Kauai, Hawaii (2 percent); Utah Test and Training Range, Salt Lake City, Utah (2 percent); Vandenberg Air Force Base, Lompoc, California (1 percent); and various outside the continental U.S. locations (1 percent). Work is expected to be completed in March 2018. Fiscal 2017 Navy working capital funds; and missile range and test facility base funds in the amount of $10,031,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Weapons Division, Point Mugu, California, is the contracting activity.

Raytheon Co., El Segundo, California, is being awarded a $17,891,347 cost-plus-incentive-fee delivery order (0006) against a previously issued basic ordering agreement (N00019-15-G-0003). This order is for the upgrade of the APG-79 radar for the Navy and the government of Australia in support of the F/A-18E/F and EA-18G aircraft. Work will be performed in El Segundo, California (85 percent); Forest, Mississippi (14 percent); and Andover, Massachusetts (1 percent), and is expected to be completed in March 2021. Fiscal 2017 aircraft procurement (Navy); and foreign military sales funds in the amount of $17,891,347 will be obligated on this award, none of which will expire at the end of the current fiscal year. This contract combines purchases for the Navy ($11,051,347; 61.8 percent) and the government of Australia ($6,840,000; 38.2 percent) under the Foreign Military Sales program. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

NAVMAR Applied Sciences Corp., Warminster, Pennsylvania is being awarded a $12,771,457 cost-plus-fixed-fee delivery order (N6833517F0087) against a previously issued basic ordering agreement (N68335-14-G-0040) to provide engineering analyses, advanced intelligence, surveillance and reconnaissance sensor evaluation, and enhanced surveillance capabilities to the deployed warfighter that can be integrated into existing naval platforms to support Special Surveillance program activities. These efforts are in support of Small Business Innovative Research (SBIR) Phase III work that derives from, extends, or completes an effort performed under SBIR topics N08-023, Precision High Altitude Sonobuoy Emplacement, N92-170, LADAR Identification Demonstrations, and AF083-006, Low Cost Intelligence, Surveillance and Reconnaissance, Unmanned Aerial Vehicle. Work will be performed outside the continental U.S. (53 percent); Yuma, Arizona (28 percent); and Patuxent River, Maryland (19 percent), and is expected to be completed in March 2019. Fiscal 2017 operations and maintenance (Navy) funds in the amount of $231,595 will be obligated on this award, all of which will expire at the end of the current fiscal year.
